Orchard Road, Greenwood Village, CO. 80111 LAND USE DATA: Request to construct a 4,000 square foot, one-story bank, with drive-thru facilities on one acre of land at the southwest corner of Harmony Road and Boardwalk Drive. The site contains two lots and the southerly lot would remain vacant at this time. COMMENTS: The site is zoned H-C, Harmony Corridor which permits the proposed land use as an Administrative (Type One) review. If any Modification of Standard is needed, such request would be forwarded to the Planning and Zoning Board either as a "stand-alone" Modification, or as part of a complete Project Development Plan (P.D.P.) submittal. 2. The building is in compliance with the "build -to line" standards along Harmony (between 10 and 25 feet). The building is 26 feet set back from the property line along Boardwalk. This is not in compliance with the "build -to line" along Boardwalk (no more than 15 feet). (Please refer to Section 3.5.3(13)(2)(b). 3. Please note that the site is located within the Residential Neighborhood Sign District. Your sign contractor should be aware of the signage limitations within this overlay district and ghat these allowances are less than on the east side of Boardwalk. For further information, please contact Gary Lopez, 221-6760. 4. The Poudre Fire Authority requires that a fire hydrant be within 300 feet of the structure. Hydrants must be capable of delivering, a minimum of 1,500 gallons per minute with 20 psi residual pressure. Address must be visible from the street on which the building fronts and placed on a contrasting background. There may be an issue with fire access. Harmony cannot be used to access the property. The access on Boardwalk, however, is located to the south. Since a fire lane cannot exceed 150 feet, a turn -around would normally be required. Why aren't street trees being shown along Boardwalk? 6/19 The landscaping plan shows street trees along Boardwalk to be too far away from the sidewalk and the location of these street trees may impact future attempts to widen Boardwalk. Please place the street trees to be about 4' away from the sidewalk (move to the west of the fiber optic line if it is a constraint.) 53 The landscape plan need not be attached to the utility plan sheet. If attaching this to the utility plan is desired by the developer, please remove the utility plan signature block from the sheet and indicate that this is for reference only. Topic: Plat 49 It appears that easements being shown on the plat as to be vacated are not locatable. Topic: Utility Plans 37 The patching along Harmony Road and Boardwalk Drive is required to sawcut to the middle of the right turn lane. Please add the following reference to the patching: "Limits of street repair are approximate, final limits are to be determined in the field by the City Engineering Inspector at the time the cuts are made. 6/19 This consultant engineer followed up this comment with the thought that patching to the center of the lane would be satisfactory because the unpatched area is beyond the 12 feet of the striped right turn lane. Further discussion in Engineering still views the current patching as a concern, mainly from the fact that vehicles will still tend to pull to the right as far as comfortably possible when preparing to make the right turn; thus, the potential for vehicle tire tracking over the patch requires patching to the center of the right turn lane. The plans should reflect a patch to the center of the right turn lane and should include the following detail: Page 2 Street patching shall be to the center of the right turn lane (at a minimum) with the cross slope of the patch being no less than the existing cross slope on Harmony Road and the cross slope of the patch shall be between 2% - 3%. If these cross slope requirements cannot be met, the patching shall be expanded to include the entire right turn lane width or further into successive travel lanes (at the center or edge of a lane) in order to meet these requirements. Limits of street repair are approximate, final limits are to be determined in the field by the City Engineering Inspector at the time the cuts are made. 57 Two benchmarks using City of Fort Collins Vertical Control are required to be listed under the City general notes. Additional information will be brought to the attention of the consultant to continue this process. 79 Please be aware that CDOT needs both a CDOT utility permit as well as a CDOT landscaping permit (in addition to the previously discussed access permit). For advance notice and reference, after mylars are signed off by the City and CDOT, the City will require 1 mylar copy and 6 signed/stamped bluelines of the entire set. CDOT will require 5 signed/stamped bluelines of the following: C0.00, Plat (in its most recent form, recorded plat not needed), C0.01, C3.00, C4.10, C9.10, C9.11, L3.10 & L3.90. CDOT's required copies may be reduced half size if desired. Topic: Traffic Study 78 CDOT will require the latest copies of pages 3, 10, 12, 17, and the cover page from the traffic study in ordetr to process their permit. Please ensure that the cover page is both stamped and sealed by the P.E. Topic: Utility Plans 73 On sheet C4.10 revise Construction Note 12 (after "Extents" add "of street repair") 74 The detail for the pedestrian ramp on C9.11 needs to be changed to meet CDOT standards. Please use Type 1 of CDOT's Detail No. 608-1 (both sheets). This detail was recently revised and can be electronically sent if desired. 76 In consultation with CDOT, edit the CDOT General Notes (C0.01) as follows: - Remove Notes 10, 18, and 24 - On Note 11, change "Tom Barnes or John Springer" to "Don Miller" - On Note 30, change "Jim Carrol" to "Rich Cutler" 77 On Sheet 3.00 (Site Plan), please add a label to the radius on Harmony and Boardwalk showing the radius, to be 30' (exactly as done on Sheet 3.10). This will allow CDOT to require only Sheet 3.00 (among others) instead of 3.00 and 3.10 for their permit process and reduce the total number of copies that need to be made. There is existing three - phased underground electrical system, with underground vaults, on the south side of Harmony. There is also existing system in Boardwalk. A Commercial One ("C-1") Form is required to be completed by the electrical contractor or mechanical engineer to determine the size of the transformer. The transformer must be within 10 feet of hard surface for emergency change -out. The transformer must be screened from view form the two public streets by sufficient landscaping or a screen wall that matches the building exterior. Keep in mind that shade trees must be kept 40 feet away from streetlights. Ornamentals must be kept 15 feet away. For further information, please contact Monica Moore, 221-6700. 7. The site will be served water and sanitary sewer by the City of Fort Collins. There is a 16-inch diameter water main and an eight -inch diameter sewer main in Boardwalk There is also an eight -inch diameter sewer main in the private access drive on the south side of the adjacent lot. Any existing services to the site must either be used or abandoned at the main. There may be a repay due on the sewer line in the private access drive. Plant investment fees and raw water acquisition fee (or water rights) are due at the time of building permit issuance. For further information, please contact Roger Buffington, 221-6681. S. This site is in the McClelland -Mail Creek drainage basin where the Storm Drainage fee is 3,7 t7 per acre, subject to the amount of impervious surface. In addition, an Erosion Control Bond is due at the time of building permit issuance. This site was previously approved in April 1997. That previously approved report will need to be updated to present standards (rainfall and water quality extended detention). The standard drainage and erosion control reports and plans must be prepared by a professional _engineer registered in Colorado. The easements will need to be modified by a reptat for the new configuration. The irrigation/drainage ditch could be piped, but it will still require either a 20' casement or it should wide enough to be excavated with a trench width determined by one foot either side of the pipe and a 1 1/2=1 side slope. Please contact Eric Bracke, 221-6630, to determine the scope of the study and which intersections need to be analyzed. The T.I.S. should address all modes including bicycles, pedestrian and transit. The T.I.S. will be evaluated to determine if any additional_ right-of-way is needed. 10. The proposed access looks good. Keep in mind that the Transportation Planning Department has been working with CDOT on updating the Harmony Road Access Control Plan. One of the findings is that there may be a need to install a double left turn movement for northbound Boardwalk to westbound Harmony Road. Utility plans, prepared by an Engineer registered in Colorado, will be required at the time of submittal. There should be a 15-foot utility easement along Harmony and a nine -foot utility easement along Boardwalk. 13. The Street Oversizing Fee is $11.03 per square foot of building payable at the time of building permit issuance. Also, please be aware of the Larimer County Road Improvement Fee. For further information regarding these fees, please contact Matt Baker, 221-6605. 14. A Development Agreement is required to be recorded along with other final documents. This Agreement spells out exactly which party is responsible for the construction of public improvements necessary to serve this proposal. A Development Construction Permit is required prior to beginning work on the site. The Utility Plans must be in final form and signed off by the City Utility Departments prior to recording. The developer will be required to construct a detached sidewalk along Boardwalk from the southerly access drive north to Harmony Road. Street trees are to be placed in the parkway strip in accordance with Light and Power guidelines. (If the sidewalk meanders outside the right-of-way, then an access easement must be dedicated.) 16. A Fugitive Dust Control Permit will be required from the Larimer County Health Department. Recycling and use of native plant material are encouraged. Traffic control isiands, striping and directional signage may be needed to keep drivers from headint; the wrong way into the drive-thru facilities. Be sure to provide directional arrows on the Site Plan. (Note, as a suggestion, that the driver's direction would not have to be reversed, and still keep the drive-thru facilities on the driver's left, if a remote teller station were located on the west side of the drive-thru facility.) 18. The architecture of the building looks good. A pitched roof is more desirable than a flat roof. Outdoor condensing units and utility meters should be located on the west elevation and screened as best as possible. 19. Significant landscaping (and be=*ng if possible) should be provided along the north to block headlight glare onto Harmony Road. Such landscaping will also help buffer the sound generated by high-speed traffic on Harmony. (The new right-of-way is based on, from the proposed flowline, add 3.5' for half of a pedestrian refuge island along Harmony, 12' for an additional through lane, 10' for the parkway and 7' for the sidewalk.) Please see the redlines for this; it appears that a small triangular portion of right-of-way will be needed along the west half of the property. 32 The sidewalk along Harmony should be 7' and placed at the edge of the new right-of- way along Harmony Road. The sidewalk should continue straight across and not meander; though it is understood that the sidewalk will have to move back towards the intersection. 33 We would like to have the sidewalk along Boardwalk to be within right-of-way. In looking at the roadway, an additional 10' of right-of-way beyond the existing would be needed for the ultimate build out of Boardwalk. This would result in an additional 10' of right-of-way dedicated with the sidewalk (5' in width) being moved back 2' from where presently shown. 35 Note that Harmony requires a sidewalk of T, Boardwalk requires a sidewalk of 5'. 8' is being proposed in both cases. I would assume that legally, by leaving these items of technical nature (i.e., 10' Type R inlet, pipe type and diameter) on a site plan, a minor amendment would need to be approved administratively through Planning for any changes to these technical items which would otherwise be done as an in-house revision through Engineering. 55 The planning approval block on the site plan appears incorrect and should match with the plat. 60 Engineering is in discussion with Xcel Energy regarding their comment on this submittal. It is anticipated that this issue will be resolved shortly. 61 Please retitle all of the documents (site, landscape, utility, plat) as "Bank One at Harmomy Market P.U.D., First Replat". This is to ensure consistency with the original approved final development plan documents.
