I must apologize for a little bit of delay in returning these comments as a couple of the reviewing departments are quite busy during this building season. Engineering Comments - Kerrie Ashbeck, 303-221-6750 The property in question is not in a platted subdivision and the new construction will require that it is. A plat must be prepared by an licensed engineer and submitted to the city for approval,. As a part of the subdivision plat, additional right -of --way, R.O.W., must be dedicated to bring the 1/2 street width to a total of 60 feet. Also, a 15 foot utility easement beyond the R.O.W. must be dedicated as a part of the subdivision plat. Curb and gutter and a 7 foot detached sidewalk must be constructed. The walk is to be located in the R.O.W. next to the property line. The city reimburses for 3 feet of the width of that sidewalk. Curb location will be 16 feet west of the R.O.W. line to the curb flow line. A State Highway Access Permit will be required before any work can be done in the R.O.W. Allow 8 to 10 weeks after submittal for state review and approval. State permit applications should be submitted to the City Engineering Department. Future site plans should show curb cut locations on the west side of College Avenue. Standard submittal of utility plans, traffic study and drainage report must be submitted for approval prior to building permit. Allow 10 to 12 weeks for approval process. A Development Agreement will also be required prior to building permit. Planning Dept. Berming in landscape area adjacent to College Avenue should be included,, unless drainage issues preclude. Arcadia Junipers are too low to effectively screen parking area, a more upright juniper, 3 to 4 feet in height, is recommended and should be mixed with deciduous shrubs. Shade trees should also be installed in College Avenue frontage. Transportation Comments - Rick Ensdorf, 303-221-6608 Two single use curb cuts are not acceptable. One curb cut or shared use curb cuts will be considered. The Transportation Department will be developing an Access Plan for North College Avenue this year which could impact this site. Poudre Fire Authority Comments - Warren Jones, 303-221-6581 There are existing fire hydrants on the east side of College Avenue within 200 feet of the proposed building sufficient to provide fire protection water supply. The building just meets the 150 foot fire access measurement from the north -south parking lot using both curb cuts shown. The building as shown is 7500 square feet and as such requires fire sprinkler protection or fire containment separation as required in building code. The owner./tenant must provide information on the quantities of flammable liquids and a hazardous materials stored and used. Special building and fire code requirements may apply depending upon these quantities. A hazardous materials impact analysis may also be required depending on these quantities. Forester Comments - Tim Buchanan, 303-221-6660 As per enclosed plan. Zoning Comments - Dan Coldiron, 303-221-6760 A 15 foot, average width, landscape buffer is required behind the sidewalk along College Avenue. A 5 foot minimum width landscaped buffer is required along the perimeter of the parking area adjacent to the side lot lines, (as shown). A minimum of 6% of the gross parking area must be landscaped in landscaped islands. Since the design of your parking lot will more than likely change, the current plan was not checked for compliance. A bike rack must be installed. Handicap parking spaces must be signed with raised signs at the front of the stall. The parking stalls and drive aisles shown on this plan are oversized. The drive aisles need only be 24 feet wide. The parking stalls are only required to be 19 feet deep and 17 feet when an overhang over a landscaped area or sidewalk of 6 foot minimum width is adjacent to front of stall. A subdivision plat must be prepared and submitted for city approval. Applicant must first attend a conceptual reivew meeting as a part of this process. These meeting are held every monday, attendance must be arranged with the City Planning Department, 303-221-6750. Storm Drainage Comments Unavailable. Elizabeth Ralph 5695 Yukon Street Suite C Arvada, CO 80002 Dear Elizabeth, This letter outlines the comments the City and the private reviewing agencies have regarding your submittal of the engineering documents for the proposed Auto Zone site on North College Avenue. Enclosed with this letter are the "redlined" plans, drainage report, and project comment sheets received from various reviewing agencies which give the comments in more detail. 1. No traffic study was submitted as was requested. The submittal requirements for any new use in the City require a traffic study prepared by a qualified traffic engineer. A list of traffic consultants accepted by the City's Transportation Department is attached. 2. The City Transportation and Engineering staff reiterate the comments made at preliminary site plan review. In particular, two access points on North College Avenue are unacceptable. The Colorado Department of Transportation (C.D.O.T.) is also in agreement that only one point of access will be granted to this property for this new use. Also, the City's Transportation Department will begin preparation of a North College Avenue Access plan in 1994 which could impact the ultimate access to this site. 3. The application for State Highway Access Permit is being returned because it reflects a request for two access points and, as discussed in July with the applicant and again in phone conversations with your office, only one access point to this site is acceptable. Furthermore, no supporting documentation for a request for two access points was received. Staff has explained that a professional traffic engineer must prepare a request documenting why two access points are necessary and illustrating that there is some benefit to the highway system in granting two access points. The City and C.D.O.T. recommend that an analysis of the access location be included in the traffic study. However, from a site inspection, it is assumed that the Auto Zone access would operate best at the south end of the property. 5. The applicant can request up to 30 feet of width for a single access. C.D.O.T. measures access width exclusive of curb and gutter. Does the applicant prefer a curb cut type access or an access with radii ? If radii are proposed, please dimension. The radii shown appear too large and extend onto the neighboring property. Proof that the applicant has permission to construct off -site improvements (deed of easement) must be submitted. Please review the State Highway Access Code for driveway design criteria. 6. As noted on the July 8, 1993 comments from the City Zoning staff attached, a separate process is required to plat the property. See the attached submittal requirements for the subdivision and minor subdivision processes. Contact Sherry Albertson -Clark or Ted Shepard of the City Planning Development Review office at 221-6750 to schedule a conceptual review date. At that meeting, the appropriate platting process will be determined. 7. The City Water and Sewer utility has made comments on the redlined plan set enclosed. 8. The City Stormwater Utility has commented on both the redlined plans and drainage report enclosed and a separate written comment sheet. 9. US West Communications notes that relocation of existing telephone facilities is necessary and additional easement must be added to the plat. Please see the attached copy of the comment sheet. 10. The City Light and Power utility has requested additional easement and notes that any modification to the electrical system will be at the developer's expense. 11. The Poudre Fire Authority has no comments at this time. However, since only one access point is allowed on College Avenue, their access needs on the site will change and will be reevaluated at the time of resubmittal of the revised plans. 12. The form enclosed regarding the information necessary for drafting a development agreement with the developer and owner must be completed and returned so that Engineering staff can begin the draft development agreement. Please see all. attached comment sheets, redlined plans and reports for more detailed comments. Also included is a copy of the original comments made at the time of preliminary site plan review with Auto Zone dated July 8, 1993. Carefully review these documents and call me at 221-6750 with any questions. The next step in the engineering plan review process is for you to prepare a response to or a revision reflecting all staff comments received. Resubmit 5 setts of revised utility plans, 3 copies of the revised drainage report, all redlined plans and reports received, 5 copies of the revised plat, and any other information or documentation requested in the comments. As noted above, a project planner can explain the separate submittal required for the subdivision plat review process. However, it is not necessary to duplicate the submittal of - engineering plans and documents you have already made to date, with the exception of the plat itself. Thank you. A copy of the letter received from the Colorado Department of Transportation is attached to this letter. 2. A copy of the comments received from U.S. West is attached to this letter. 3. Public Service Company of Colorado has stated that they need utility easements to get through Lot 1 and into Lots 2 & 3. A redlined copy of a portion of the subdivision plat, showing the locations of these easements, is being sent to your engineers. Also, no trees can be located within 4' of gas lines. 4. The City Light & Power Department has stated that they need 2 6' wide utility easements that must be recorded on the subdivision plat. A redlined copy of a portion of the plat, showing the locations of these easements, is being sent to your engineers. Also, the domestic water line needs to be relocated from its present location. From the beginning, Light & Power has told the owners that a 3-phase electric line has to go in that location ... and it still does! The City Water/Wastewater Department included comments on redlined copies of the utility plans, being reviewed by the Engineering Department, and redlined copies of the Landscape Plan, being reviewed by the Zoning Department. They have a minimum separation requirement from water services of 10' for trees and 4' for shrubs. Please contact Roger Buffington it: you have questions about these comments. The City Mapping/surveying Department has asked if Lots 2 & 3 have access to a public right-of-way or access easement. A legal lot must have frontage on a dedicated public street. Would it be better to plat this as a one lot subdivision with necessary easements granted for drainage, access, utility, etc? 7. Because of the nature of this business, a Hazardous Material Impact Analysis will be required. Please contact Ron Gonzales of the Fire Prevention Bureau of the Poudre Fire Authority for assistance with this analysis. He can be reached at (303) 221-6571) . 8. There may be a potential that this site has contaminated soils from leaking underground storage tanks. The comments received from the Engineering Department are as follows: a. The utility plans need some more work to clarify what is being built along North College Avenue in the interim, how it will drain, etc. it b.) Provide a centerline profile of the driveway to show how it ties into North College Avenue. C. The potential for shared access or cross -access with the property to the south should be planned for. Is shared cross -access to the north being constructed now? d. Please fill out the Application for State Highway Access Permit for a new temporary driveway. on either the Site Plan or a utility plan sheet (preferably both), show how the Jax site circulation ties into this site and where their drive aisles are located. The City Zoning Department is reviewing the Site and Landscape Plans for this request since it has been submitted as a permitted "use -by -right" in the HB, Highway Business Zoning District. As stated in Section 29-644(7) of the City Code, the applicant shall provide a list of all affected property owners within a minimum of 500 feet of the proposed subdivision (in all directions) for the purpose of enabling the City to mail notification letters of the administrative public hearing to these property owners.
