Dear Mike,
We have reviewed staff comments dated May 21, 1998, and have the following
comments:
1. A note has been added to the landscape plan calling for the review and
approval by the City of Fort Collins of any landscape irrigation system,
prior to the issuance of a building permit.

square feet. With the total square feet of the enclosure and the total
third floor square feet, the rooftop equipment covers less than 5%
of the allowed horizontal surface per section 3.8.17[C] of the Land
Use Code.

Building envelope dimensions have been added to the site plan.

d. The symbol and information regarding the Colorado Blue Spruce trees was
eliminated from the Plant List. Please add this information back to the Plant
List as these evergreen trees are still shown on the Landscape Plan.
e. The lighting isometric lines don't appear to match the lighting grid information
provided. Please revise the 24" x 36" IiglZting plan to delete the lighting
isometric lines and add the lighting grid information.
3. Comments and redlined utility plans from the Engineering Department are
attached. Please return all redlined documents with plan revisions.
4. Comments and redlined utility plans from the Stormwater Utility are attached.

Dear Linda,
Staff has reviewed your revisions for the Atrix Laboratories Building B, PDP, that were
submitted on July 30, 1998 and would like to offer the following comments:
1. The Current Planning Department offers the following comments:
a. The plat needs to dedicate Worthington Avenue as right -of-way. The right-
of-way widths for Worthington Avenue and Centre Avenue need to be
labeled on the Plat.
b. Please include the Atrix Laboratories Building A property with the replat so
that drainage easements can be vacated and rededicated for the expanded
detention pond. Then the future expansion for Building A can be processed
as a Minor Amendment without any time delays associated with an
easement vacation being heard by the Planning and Zoning Board.
C. The applicant proposes to enlarge and regrade the existing detention pond
and install a retaining wall. It appears that these improvements will impact
existing trees on Lot 1 of the C.A.T. 8th Filing. Please identify the caliper
and species of all existing trees and indicate whether they are to remain or
be removed. Staff will need to evaluate the removal of any trees.
d. Please revise the legal description on the Site Plan by adding: "Being a
replat of ....." at the beginning of the description.
e. Redlined sets of the Plat and PUD plans are attached. Please return all
redlined documents to Current Planning with plan revisions.
2. The Zoning Department requests that trash enclosure be labeled on the building
elevations. The enclosure needs to be gated.

3. The Building Inspections Department and the Poudre Fire Authority re -stated
their comments from the May 21, 1998 revision comment letter.

Dear Mr. Olt:
Following are responses and clarifications to the Staff Comments for the Atrix
Project Development Plan. The responses are numbered as they appear in
the comment package, dated 1/16/2002.
Excel Energy:
To the best of our knowledge, all issues have been resolved with Len
Hilderbrand. This comment was inadvertently put on this set of
comments. We called Len and he said that the comment had already
been addressed with the previous submittal.
Engineering Department — Matt Baker:
Acknowledged.
Police:
That emergency exit door no longer exists along the west side of the addition. There
is an emergency exit on the south side of the addition, with a walk that goes out to
the parking lot. The walk goes right past the enclosure for the coolers. We have
placed two evergreen trees there to help screen that area. We anticipate that these
evergreen trees won't obscure the emergency exit.
Traffic Operations:
Acknowledged.
New Mercer Ditch Company:
Acknowledged.
Technical Services Department:
1. Noted on the plat.
2. Corrected to be a replat of a replat.
3. Subdivisions have been added.
4. Corrected. There are only 2 sheets in the plat.
Engineering — Sheri Wamhoff:
General:
57 Signature will be provided on the final mylars.
71 The sidewalk has been widenend. The 15- foot dimension was a mistake — the
parking stalls were 17 feet deep.
72 The future bus pad has been shifted to the east.
81 We are working on obtaining a Letter of Intent from the ditch company.
82 Hopefully, the City has received a Letter of Intent from the Everitt Companies.
83 The Site Plan shows the off -site extent of construction for the sidewalk.

plan. We have also added labels to help clarify what is being removed.
79 All sidewalks in front of parking stalls are 6 feet wide and have been labeled.
Utility Plans:

15 All applicable construction notes provided on cover and drainage plan.

74 Signing and striping plan revised.

94 Address numerals will comply with requirements.
92 The requested 30- foot fire lane has been provided. In addition, a fire lane
easement has been designated on the Plat.
95 The three-story building will be fire sprinklered.
96 The hazardous materials issue is currently being worked out between Atrix
representatives and PFA.

See above response regarding landscaping concerns.
Stormwater Utility:
All items on the drainage plan, grading plan, erosion control plan and drainage report
have been addressed by JR Engineering.
Drainage Reports and Mylars:
90 Two signed and stamped drainage reports to be submitted.
Ditch Compaq Signature:
88 Acknowledged. Not sure which tree Basil is talking about, but we can show it to
be removed, if necessary.

Transportation Planning:
30 Redlines have been addressed.
84 Walk has been widened to 8 feet as requested.
85 The stripling on the west side has been added.
86 We have removed the enhanced pedestrian crosswalks from those areas.

Water / Wastewater:
67 Invert of 8" sewer main matched to crown of existing 21" sewer and
labeled.
68 Ten feet of separation maintained. Water service to addition provided
through existing building.
69 Gas and electric are shown on the utility plan.
70 Standard sanitary sewer service detail included. Storm sewer joint
encasement also provided instead of total pipe encasement when
crossing water line.
Zoning:
5 The landscape plan now has plant label with symbols indicating species. Sorry
about the confusion.
6 We have added additional trees in the landscape islands.
7 The existing Atrix building has two handicapped parking spaces in front. If those
spaces aren't sufficient, then we can relocate or add two along the west side of
the existing building.
January 9th Staff Review Comments:

1. The bus stop has been moved to the east.
Stormwater
1. See revised plans from JR Engineering.
Transportation Planning:
1. The 15-foot dimension has been fixed.
Engineering_
1. The fire lane has been shown on the Plat. We have also provided Ron Gonzales
a Fire Lane Plan.
2. Signature will be obtained on final mylars before submittal.
3. The proposed sidewalk is 5-feet wide and is in a new configuration. See plans.
4. See above comments regarding Letters of Intent from the Everitt Companies and
the ditch company.
5. The public easement has been added to the Plat.
6. Acknowledged.
7. The 15-foot dimension was an error and has been fixed.
8. Transportation Easement has been added.
9. Signage and striping plan has been revised.
10. The existing curb, gutter, etc. has been shown in a shaded gray tone on the site

Planning:
1. The Shadow Analysis has been revised to reflect the current building footprint,
location and height.
Site Plan:
2. The score marks are the lines that we show in the sidewalks. They could be
concrete scoring lines or construction joints. The note is placed on the plans in the
event that someone might try to build off of the planning documents and takes those
lines literally. We like to show them for illustrative purposes.
3. Fixed.
4. Bus stop moved.
5. Sidewalk issues have been resolved.
6. We have fixed some of the end islands to better define a 17-foot deep stall.
Landscape Plan:
7. The landscape identification method has been fixed.
8, 9. We have added several trees at the south end of the addition.
10. Street trees have been added.
11. We have placed a double row of shrubs along the southern property line since
the sidewalk went away and the landscape buffer became 10-feet wide. The shrubs
are Compact Cranberry Viburnum and Arcadia Junipers.
12. We have added additional trees and shrubs in the landscape islands.
Building B Elevations:
13. This issue was resolved once we found out that mechanical screens were
excluded from the building height calculation.
14. See revised building elevations.

Have not seen a minor amendment for Lot 1 -
Minor amendment is needed for:
October 12, 1998
The retaining wall to be placed on the site for the detention pond. This will have to be
built a this time with the detention pond.
Changes to the approved landscaping. You have said there is no landscaping out in the
field. 1 do not know why that is, but there is an approved landscaping plan that shows
landscaping in this area. The minor amendment needs to show the changes to this plan.
A letter of intent for the off site easement is needed prior to this project being scheduled for a
hearing and the signed easement is needed at least two weeks prior to the signing of the mylars
by the City.

Dear Linda,
Staff has reviewed your documents for the Atrix Laboratories Building B, PDP, that were
submitted on April 22, 1998 and would like to offer the following comments:
The Water Conservation Specialist stated that the landscape plan shall contain
a note calling for the review and approval by the City of Fort Collins of any
landscape irrigation system, prior to the issuance of a building permit.
2. The Building Inspections Department offered the following comments:
a. Accessible exterior wheelchair routes and parking facilities shall be provided
with each phase of the development in accordance with Uniform Building
Code Chapter 11, Appendix Chapter 11, Division 1 and the American
National Standards Institute Publication A117.1-1992 titled Accessible and
Usable Buildings and Facilities. Accessible parking spaces are eight feet
wide with a five feet wide adjacent access aisle. Slopes for parking and
access shall not exceed 1:50 in any direction.
b. Buildings larger than 5000 square feet shall be equipped with an automated
fire -suppression system throughout in accordance with Uniform Building
Code Section 904.2.2 as amended by the City of Fort Collins.
C. Buildings shall be designed to comply with the Fort Collins Energy Codes.
The residential code is an amended version of the 1995 Model Energy Code
and the nonresidential code is based on ASHRAE / IES (American Society
of Heating, Refrigerating and Air-conditioning Engineers / Illuminating
Engineering Society) 90.1-1989.
3. The Poudre Fire Authority offered the following comments:
a. The proposed building exceeds 5,000 square feet for Type V construction
and must be fire contained, construction type upgraded, or fire sprinklered.

b. Fire hydrants are required with a maximum spacing of 600 feet along an
approved roadway. Each hydrant must be capable of delivering 1,000
gallons of water per minute at a residual pressure of 20 psi. Hydrants shall
be of an approved type as defined by the water department and the fire
department. No commercial building can be greater than 300 feet from afire
hydrant.
C. This 3-story laboratory shall be fire sprinklered. Fire sprinklers shall be
monitored by a U.L. listed Central Station.
d. A knox box (key box) is required at the front door.
e. Hazardous materials shall comply with Article 80 of the current Uniform Fire
Code.
4. The Zoning Department offered the following comments:
a. Please show ramps at the handicap accessible spaces.
b. Please locate bike racks near the building entrances. A bike rack must be
added at the main entrance on the south side of the building.
C. Please add another handicap accessible ramp on the south side of the
building at the end of the patterned walk area.
d. Is there adequate access to the trash dumpster for a trash truck?
e. Please add a note to the landscape plan that a separate permit is required
for the irrigation system.
f. A shadow analysis is required pursuant to Sections 3.5.1 [H] and 3.8.17[C]
of the Land Use Code.
g. Please show building / envelope dimensions and relative distances to
property lines on the Site Plan.
h. If wall signs are intended, please show locations on the building elevations
as the site is located within the Residential Neighborhood Sign District.
i. A 5' landscaping buffer is required on the south property line.
5. The Public Service Company stated that any reroute of existing PSC facilities
caused by this new buildng and/or addition will be at the developer's expense.
Proposed easements appear to be adequate.
6. The Current Planning Department offers the following comments:
a. Please add two trees on the south side of the building as indicated on the
redlined landscape plan in accordance with Section 3.2.1 [D][1 ][b] of the Land
Use Code.
b. Please add street trees 3 to 7 feet behind the sidewalk as indicated on the
redlined landscape plan in accordance with Sections 3.2.1 [D][1 ][b] and
3.2.1I.D][2][b]•
C. Please revise the tree species list on the landscape plan accordingly. No
more than 25% of the total trees may be of any one species as per Section
3.2.1 [D][3] of the Land Use Code.
d. Please add ornamental trees along the west (Worthington Avenue) perimeter
of the parking lot in accordance with Section 3.2.1 [E][4][a] of the Land Use
Code.
e. Please add another 25 to 30 feet of isanti dogwoods on the west
(Worthington Avenue) perimeter of the parking lot in accordance with Section
3.2.1 [E][4][b] of the Land Use Code.
Please add a bike rack at the entrance on the south side of the building in
accordance with Sections 3.2.2[C][3] and 3.2.2[C][4][a] of the Land Use
Code.
g. Compliance with Section 3.2.4 Site Lighting cannot be determined as the
lighting levels are not legible on the Lighting Plan. Please clarify.
h. Please add a parking lot island to the western most row of parking.
Please add colored, patterned crosswalks as noted on the redlined site and
landscape plans.
Please add a general note to the site plan regarding the height of light poles
in the parking lot. Please also note that all fixtures must be down directional,
sharp cut-off and high pressure sodium.
k. Please dimension all sidewalks widths, drive aisle widths, and parking
setbacks as noted on the redlined site plan.
Please provide clarification regarding the building square footage as noted
on the redlined site plan.
M. Please note on the site plan that the proposed addition to building A is not
a part of this submittal.
n. Please verify that the legal description of the property closes.
o. Please add zoning districts to the Vicinity Map.
P. Please add street names to the Vicinity Map as noted.
q. Please revise Plant Note #5 to reference that letter of credit, etc. be in the
amount of 125% of the cost for the materials and installation.
Plant notes 7 through 13 reference the protection of existing trees. Please
show all existing vegetation on the site and landscape plans (including a
landscaping for Building A). Please label all existing vegetation that is to
removed or retained.
S. Please provide elevations for the trash enclosure.
t. Please indicate building colors on the building elevations.
U. It appears that the mechanical equipment (cooling tower, fume hood, screen
wall, etc.) exceeds 5% of the horizontal surface area of the roof. Please
submit documentation as required for special height review. Please refer to
Sections 3.5.1 [H] and 3.8.17[C] of the Land Use Code.
V. Additional comments are noted on the attached redlined set of the Site Plan,
Landscape Plan, Building Elevations and Lighting Plan. Please return all
redlined documents with plan revisions.
6. Comments and redlined utility plans from the Engineering Department are
attached. Please return all redlined documents with plan revisions.
7. Comments and redlined utility plans from the Stormwater Utility are attached.
Please return all redlined documents with plan revisions.

Staff has reviewed your revisions for the Atrix Laboratories Building B, PDP, that were
submitted on June 18, 1998 and would like to offer the following comments:
TCI of Fort Collins stated that they have no issues with the proposed Site Plan.
For TCI to serve this project, the owners will need to contact the Commercial
Accounts Division Executive, Reneta Santoro, about a broadband utility easement.
Otherwise, TCI will make no provisions to service this project.
2. The Current Planning Department offers the following comments:
a. Choosing to dedicate right-of-way and easements and to vacate easements
by separate documents subjects the applicant to additional public hearings.
Easement and right-of-way dedications by separate documents must be
scheduled for hearing by the City Council. Easement vacations by separate
documents must be scheduled for hearing by the Planning and Zoning
Board.
By re -platting the property, the plat (which will dedicate all on -site easements
and right-of-way and vacate any unnecessary existing easements) can be
processed with the Site Plan, Landscape Plan and Building Elevations
through the Administrative (Type 1) Review process.
Staff recommends that the Atrix Laboratories Building A property be included
with the replat so that a portion of the drainage easement for the existing
detention pond can be vacated for the future expansion to Building A. Then
the future expansion can be processed as a Minor Amendment without any
time delays associated with an easement vacation being heard by the
Planning and Zoning Board.
Please submit a replat of the property.
