Atrix Laboratories, a company specializing in the research and development of plimnaceutical drugs, is
proposing a second building to be located west of their existing facility in the Centre for Advanced
Technology. The 2.6 acre site is east of Worthington Avenue and south of Centre Avenue. The proposed
duce -story, 53,900 square foot building is a combination of office and laboratory space and will ultimately
house 165 employees. Atrix is also planning a 12,000 square foot addition to their existing building. Tliat
project will be submitted as a Minor Amendment to the Centre for Advanced Technology,, 8tli Filing.
The site is relatively flat, sloping to the southeast. A common detention pond serves both the existing and
proposed building Access to the site is from Worthington Avenue, aligning with a proposed drive on the
west side of Worthington Avenue and also from Centre Avenue. Parking for 112 cars is provided. The
parking lot is designed to accommodate parking for both the proposed building and for the expansion of the
existing building. Pedestrian circulation is well defined .within the site and is connected to the public street
sidewalk system at several locations.
The three-story building is approximately 39 feet tall. Architectural style and building material colors are
similar to the existing building, creating a colicsive campus -like setting. The exterior walls of both
buildings have earth berms that extend approximately three feet above the finisli floor elevation. A large
plaza with seatwalls and special paving is located at the main entrance on the south side of the building.
The plain will be used for special events and will also provide opportunities for employees to enjoy the
landscape setting during work breaks.
A statement of appropriate City Plan Principles and Policies achieved by the proposed plan is attached.

Statement of Principles and Policies
Atrix Laboratories Project Development Plan
Centre for Advanced Technology, 8`h Filing
LU-1., LU-1.1 concerning a compact development pattern.
The site is part of the Overall Development Plan for the Centre for Advanced
Technology, a planned mixed -use development. The applicant's decision to expand at
this location demonstrates their commitment to compact development. It is their
intention to continue to expand at their present location, thereby utilizing City
infrastructure efficiently.
LU-2 concerning City character and sense of place.
The Centre for Advanced Technology (CAT) has created a mixed -use commercial district
with a unique character, within the City. The Atrix P.D.P. incorporates the CAT design
guidelines that. insure that this project will fit into the established character of the overall
development.
T-1, T-1.1, T-5.1, T-5.2, T-5.3 concerning transportation issues.
The land use pattern for the CAT supports effective transit by grouping many major
employers in one central location. The Atrix P.D.P. supports alternative modes of
transportation by establishing connections between public and private sidewalks, and by
providing appropriate ramps and bicycle parking.
CAD-1, CAD-1.3 concerning street design and appearance.
As Worthington Avenue is extended with the development of the Atrix P.D.P., it
intersects with Centre Avenue providing a connection to other parts of the Centre. This
development provides an important link in the street system designed for the Centre. A
combination of shade trees and low berms are provided along Worthington Avenue and
Centre Avenue consistent with the CAT design guidelines.
ECON 2-1, ECON-1.1 concerning a balanced and sustainable economic
development program.
The Atrix Laboratories proposed expansion would enhance the City's economic job base
by creating new jobs with pay scales above the County average.
ENV-3.3 concerning water conservation.
The landscape and irrigation system designed for the P.D.P. utilize xeriscape principles
including:
Low to moderate water plants
Effective use of soil amendments and mulch materials
Limited turf area
An efficient irrigation system
Appropriate maintenance
ED-1.2, ED-1.6, ED-1.7, ED-1.8 concerning development within an employment
district.
Research facilities, testing laboratories and offices for research and development top the
list of primary uses that an Employment District should include. Atrix Laboratories fits
this description.
The Atrix P.D.P. complements the attractive business park setting already established in
the Centre for Advanced Technology. The project contributes to a unified network of
streets and sidewalks and utilizes the Centre's design vocabulary regarding low berms
and street trees Both the site plan and the architectural design of the building will
complement the character of the surrounding area.

Pursuant to your requirement that a "Letter of Intent" by the effected
property owners for the grant of easement for detention for the above
referenced project is needed prior to the project being considered, we the
undersigned owners of the property located south of Lot 1 C.A.T. 81 filing,
do hereby register with the City of Fort Collins our intent to grant an
easement for detention on our property. This easement would be a non-
exclusive easement for the purpose of storm water detention and shall
include an easement for construction.
I am enclosing for purposes of the letter of intent a legal description and
exhibit to show the approximate location of the easement. Should you have

Dear Ted,
The applicant, Atrix Laboratories, is proposing to expand their existing facility located at
701 Centre Avenue. The expansion will be two-story, with a second floor mezzanine,
containing a total of 32,072 sq. ft. Shortly after the construction of the expansion, Atrix
plans on building a new three-story, 72,000 sq. ft. headquarters facility on the lot located
west of the existing building. New parking for both buildings will be constructed,
incorporating the now -vacant lot to the south.
We are anticipating a PDP process to include the expansion of the existing facility, the
new headquarters building, the associated parking and a new detention pond. A
subdivision plat will be processed concurrently with the PDP creating two new lots. Lot
1 will contain the existing building, expansion, parking and detention and Lot 2 will
contain the new building and parking. The entire site area contains approximately 7.7
acres. The project is bordered by Centre Avenue on the north, Worthington Avenue to the
west, Market Centre Office Park to the south and the New Mercer Ditch along the eastern
boundary. The project is surrounded by existing development, including the Centre
Tech Office building, Market Centre Office Park, Steele's Supermarket, Columbine
Rehab Facility, New Mercer Commons, and National Technological University.
This project was originally approved in 1993 and was known as Summit Biotechnology
or CAT 8`1' Filing. Atrix bought the building in 1997 and in 1998; a PDP was submitted
and approved for a new headquarters building to be located on Lot 2. In early 2000, a
Minor Amendment was submitted for the expansion of the existing building on Lot 1.
The Minor Amendment was withdrawn and the PDP was never recorded. Ultimately it
was decided that it would be in Atrix's best interest to pursue an approval for the
expansion, the new headquarters building, and the associated parking.
For the addition to the existing building, construction is anticipated to begin in the spring
of 2002 and completed by fall 2002. The headquarters building will start in spring 2002
and be completed by winter 2003.

Access to the project will be from two existing curb cuts on Centre Avenue and one
existing curb cut on Worthington Avenue. The main entrance off of Centre Avenue will
be modified to remove the existing island, landscape and street light. The asphalt drive
access onto Worthington will be rebuilt to City standards. There is an existing detached
sidewalk located along both public streets. A designated fire lane loops through the
parking lot providing unobstructed emergency access.
Building A (the existing building) and the expansion will be referred to as the
"production building" and will be predominantly used for office, manufacturing and lab
work. It is anticipated that approximately 130 employees will work in this building. The
addition will be two-story and will match the existing building in architectural character,
colors and materials. A new loading dock will be required for the addition and the
existing loading area will remain. All trash is enclosed within the building and is picked
up at these loading areas. The parking lot, sidewalks and landscaping associated with the
existing building will remain. A new detention pond will be constructed southeast of the
production building. In addition to 34 existing parking spaces, 72 new spaces are
planned for a total of 106 spaces.
Building B, which will be the new headquarters building for Atrix, will contain corporate
offices and some laboratory facilities. This new building will be three-story with a
basement and,,will house up to 200 employees. A generous entrance plaza located on the
south side of the building includes special paving and landscaping to provide visual
interest. An outdoor dining patio is provided for employees on the southeast corner of
the building and a small loading/service area is located on the east side of the building.
The trash collection will be similar to Building A and will be enclosed entirely within the
building.
The building is oriented on the site to allow a directly connecting walkway from the
entrance to the ipublic street. A strong pedestrian connection through the parking lot has
been provided. Scored, concrete crosswalks are planned where the pedestrian has to
cross the drive aisle. A five- foot sidewalk has been provided along the south property
line to allow for a connection from Worthington Avenue to the bridge over the New
Mercer Ditch. The Lot 2 site plan includes parking for 239 cars and 15 bicycles.
The design intent of building B is to create a building that demonstrates the innovation of
Atrix Laboratories Inc. by creating a clean and progressive aesthetic while responding to
the local context and conditions of the site. The predominant exterior architectural
materials for building B will be a tinted glass and aluminum wall system along with
metal cladding and stone masonry. The geometry of building B responds to the local
context and the conditions of the site. In terms of the context, the building has been
scaled down by creating one building from the geometry of its smaller elements. This
building responds to its site by addressing each elevation separately. The north and west
elevations are broken into distinct elements to create visual diversity along the street and
at the intersection of Centre & Worthington streets. The south and east elevations are
designed to address the main entry to the building from the parking to the south, as well
as screen the service entry on the east.
The design objectives of the landscape plan are to screen service and parking areas,
provide an attractive streetscape, and to provide deciduous and evergreen trees and shrub
plantings to soften the architecture of the buildings. The detention pond will be seeded
with a dryland seed mix.
The ownership of both Lots 1 and 2 will be Atrix Laboratories, Inc. A private landscape
maintenance company will provide maintenance of all common open space areas.
Following are items, which address the Principles and Policies of the City Plan, as
applicable to the Atrix PDP Project.
