Dear Bob,
Staff has reviewed the revisions for the Atlas Roofing PUD, Preliminary that were
submitted on November 22, 1996, and would like to offer the following comments:
1. The Light and Power Utility stated that development charges will apply for the
entire lot. The applicant should contact Light and Power at 221-6700 to determine
the amount of these charges.
2. Public Service Company offers the following comments:
a. If natural gas service is desired for the proposed garage, a separate natural
gas service line/meter will be required.
b. No trees may be planted closer than 4' to any natural gas line.
3. The Natural Resources Department offers the following comments:
a. Please specify that there won't be any deep excavation, since we don't want
to expose any residual soil contaminants.
b. The General Note #5 about storing construction materials (i.e. roofing)
should be shortened to "construction materials will not be stored outside".
4. The Zoning Department offers the following comments:
a. The land use designation needs to include "vehicle and material storage" for
the type of business.
b. Any outside storage must be screened (enclosed by an opaque fence) and
designated on the Site Plan.

Staff has reviewed your documents for the Atlas Roofing PUD, Final that were submitted
on April 22, 1997„ and would like to offer the following comments:
1. The Light and Power Utility stated that development charges will apply for the
entire lot. The applicant should contact Light and Power at 221-6700 to determine
the amount of these charges.
2. The Zoning Department offers the following comments:
a. Foundation plantings are needed on the north side of the garage building.
b. The property is located in the residential neighborhood sign district.
Therefore, the Planning and Zoning Board will review the location of the
proposed wall signage.
3. The Mapping Department reminds the applicant of the new subdivision plat
requirements which are in effect (specifically, item 2(y) on page 7 of the Final Plat
submittal requirements).
4. The Advance Planning Department requests that Austrian Pine be substituted for
Pinyon Pine on the landscape plan as additional screening of the parking lot is
needed.
5. The Current Planning Department offers the following comments:
Site Plan
a. Please revise the "Allowed Uses" statement on the PUD Site Plan. The B-L,
Limited Business Zone no longer exists. The allowed use should be
"office/showroom plus enclosed vehicle and material storage".

b. The Attorney's Certification is required on the Plat but not on the Site Plan.
C. Please delete the notary block below the Secretary of the Planning and
Zoning Board's signature block.
d. Please update or delete general note #3 on the Site Plan (Spring?).
e. General note #5 states that no liquid petroleum materials/products will be
stored outside. Are liquid petroleum materials/products allowed anywhere
on this site as it was previously contaminated?
f. Please add a general note to the Site Plan which states: "All rooftop or
ground mounted mechanical equipment is to be fully screened from the
public view."
g. Please add a general note to the Site Plan which states: "All trash dumpsters
are to be enclosed and gated. Materials and colors shall be the same or
compatible with the main office/showroom building."
h. Please add a general note to the Site Plan which states: "Bike rack shall be
permanently mounted to concrete, and shall not interfere with pedestrian
access."
i. Please label Laporte Avenue, W. Mulberry, W. Elizabeth, and S. Shields
Street on the Vicinity Map.
j. The proposed curb stops and meter pits shown on the Site Plan must be
moved west of the future R.O.W. line.
k. Please add a legend to the Site Plan which includes symbols for the
handicap parking stall and bike rack.
Please label the proposed driveway and parking material (concrete or
asphalt?).
M. The zoning districts indicated on the Site Plan no longer exist. Please revise
these districts to reflect the CityPlan zoning District designations (North -
LMN, South - RL, West - LMN, East - LMN).
Landscape Plan
n. Section 29-526 G(4)(c)[1]c page 102 of the LDGS states: "proposed plant
materials should be indicated at 10 years of maturity and in appropriate
relation to scale." Please revise the landscape plan accordingly.
o. The proposed symbols on the landscape schedule are very similar and are
difficult to distinguish from one another. Please revise accordingly.
P. Please clarify that the size caliper of the trees on the landscape schedule
are in inches. It appears that they are in feet.
q. The Tam Juniper must be 5 gallon in size, not 3 gallon.
Building_ Elevations
A condition of the Planning and Zoning Board's Preliminary PUD approval
was that the wood fence be framed, not a standard picket fence. Please
provide a detail of the wood fence on the Elevation sheet.
S. The trash enclosure detail references an "opening". The opening must be
gated.
Please label the front elevation of the existing building as the east elevation.
U. Please label the end elevation of the existing building as the south elevation.
V. Please provide north and west elevations of the existing building.
W. The south elevation of the proposed garage building is incorrectly labeled as
the west elevation. Please revise.
X. Please label the side elevation of the proposed garage building as the east
and west elevations.
Y. Please provide a north elevation for the proposed garage building.
Z. Please provide a paint schedule on the elevation sheet which provides
detailed paint colors and product names and stock numbers. Samples of
building colors should be provided with plan revisions.
6. The Transportation Planning Department requests that a bike rack be added to
the Site Plan.
7. Comments; and redline plans from the Engineering Department are attached.
Please return the redline plans to Mike Ludwig with plan revisions.
8. Comments and redline plans from the Water and Wastewater Utility are attached.
Please return the redline plans to Mike Ludwig with plan revisions.
10. Comments and redline plans from the Stormwater Utility are attached. Please
return the redline plans to Mike Ludwig with plan revisions.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request.
As you are aware, the City is implementing a new development review process. Plan
revisions may now be submitted at any time. Planning and Zoning Board dates will
be assigned by City Staff when all issues have been addressed. Please contact me
for the number of folded revisions required for each document prior to the submittal
of plan revisions.

We have reviewed the City's comments concerning the Atlas Roofing P.U.D. and have
addressed the issues as follow:
Mapnin�
The errors in the legal description have been corrected.
2. At thiis time, we are unaware of any need for utility easements along the north and
west sides of the project.
3. The additional R.O.W. is not required at this time. As per Engineering's
comments of March 3, 1997, this R.O.W. does not need to be dedicated until there
is future development of the site. Please see the included copy of their comments.

We have identified on the plat that Dr. S.A. Patterson is the holder of the irrigation
ditch easement as requested by the engineering department.
Water/Wastewater
The concern of the hose bib in the garage freezing has been noted. Per a
conversation with Roger Buffington on July 11, 1997, this issue can be addressed
at time of building permit. Therefore, no further action is being taken at this time.
2. The manhole on the plans that has been questioned as a sanitary sewer manhole
has been determined to be related to the previous operations of the site and not the
sanitary sewer. The exact location of the possible private sanitary sewer manhole
adjacent to the west fence is unknown at this time, if it does actually exist. After
conferring with Roger Buffington on July 11, 1997, he is satisfied with this
conclusion. No additional action is needed at this time.

Storm Water
1. A copy of the improvement location certificate is being resubmitted as
documentation of the historic impervious area.
2. The comments noted on the plans have been addressed. The ditch owner's
signature will be provided when submitting mylars.

Site Plan -
1. The first two parking spaces need to be eliminated (one each side). The
standard is 50 feet from the flowline, eliminating one space on each side does
not meet this but will allow enough space for a car to sit waiting to get onto Taft
Hill without blocking any of the parking spaces.
2. A half Row of 57.5 feet will not be required at this time if you are not plating,
but it should tie planned for. The future building envelope needs to be behind
this line. Alsc additional parking spaces will be lost at that time.
3. These plans show a future building envelope and indicate a future employee
parking lot. What is being taken to the board for approval at this time? If you
are wanting to get approval for those items at this time then they need to be
addressed in the utility plans.
Landscape Plan -
4. The trees being put in out along Taft Hill need to be planted in what will be
the future parkway strip.
Utility Plans -
5. The first two parking spaces need to be eliminated.

6. A copy of the existing plat needs to be provided as the second page of utility
plan set. This needs to be a copy of the recorded plat not an improvement plat
as was included with the submittal. If a plat is to be done with this project that
plat would be the second page of the utility plan set.
7. Is there an easement for the ditch? The ditch company will need to sign off
on the plans and on the plat if the property is being replatted.
8. If the future building and employee parking are to be approved with this
project they need to be shown on the utility plan as the impervious surface
effects stormwater calculations.
C. One handicap parking space is required. It must be the closest space to the
building if a 12' wide space is intended. Indicate this space on the Site Plan
with a "H" and a ramp to the sidewalk.
d. Any proposed signage must comply with the Residential Neighborhood Sign
District of the City Sign Code.
e. No parking may occur on "rock mulch" future parking areas.
f. The west property line where "new driveway" is to be constructed will require
landscaping, including trees.
g. The General Landscape notes indicates two #9's.
h. Please provide a plant list which includes species names, common names,
quantities and sizes.
Foundation plantings are needed around the buildings.
5. The Building Inspections Department offers the following comments:
a. The site shall be accessible to persons with disabilities in accordance with
Uniform Building Code Section 3103 and UBC Appendix Section 3106.
Provide a designated and marked "accessible route of travel" between all the
buildings on the site and building exits and entrances and the public way
(public sidewalk). Accessible routes shall comply with ANSI A117.1-1992
with running slopes no greater than 1:20 and cross slopes no steeper than
1:50. Where routes cross lanes for vehicle traffic they shall be designated
and marked as a cross walk. Provide parking and signs per Appendix
Section 3107. Parking and access aisles shall comply with ANSI A117.1-
1992 with slopes no greater than 1:50 in any direction.
b. Storage or use of hazardous materials must be in compliance with the Fire
Code and Chapter 9 of the 1991 Uniform Building Code as adopted by the
City of Fort Collins. A list of such materials with quantities and classifications
is required as per All -Development Criteria A-2.18 "Hazardous Materials".
Please submit four copies with revisions.
6. The Advance Planning Department stated that landscaping (trees and shrubs) are
needed along the north and west property lines for to screen the site from adjacent
residential uses.
7. The Water and Wastewater Utility offers the following comments:
a. Please coordinate the Landscape Plan with civil design. Show water and
sewer services on the Landscape Plan and provide required landscape
separations (10 feet separation for trees from any mains or services, 4 feet
separation for shrubs from any mains or services).
b. Separate water and sewer services must be provided for each building.
C. Please show the location of curb stops and meter pits. Curb stops and meter
pits must be located in landscaped areas.
d. Please refer to the redlined Landscape Plan which is attached for additional
revisions that are needed. Please return the redlined plan with plan
revisions.
8. The Mapping Department will need to see the Final Plat when a Final PUD is
submitted.
9. Comments from the Engineering Department are attached.
10. Comments from the Stormwater Utility are attached.
11. The Current Planning Department offers the following comments:
a. Please indicate all proposed building materials and colors.
b. The Vicinity Map is not oriented correctly. Please turn so that north on the
Vicinity Map is towards the top of the page.
C. Please change the year from 1996 to 1997 on all Certification signature
blocks.
d. The Site Plan must show all adjacent roads and land uses (buildings, zoning,
etc.) within 150' of the property lines of the subject property.
e. The words "Signs" and "grantor" are spelled incorrectly in General Note #2
on the Site Plan.
f. The words "expected" and "anticipated" are spelled incorrectly in General
Note #3.
g. The word "access" is spelled incorrectly in General Note #4.
h. The word "existing" is spelled incorrectly three times in two notes on the Site
Plan.
The word "wood" is spelled incorrectly on the note pertaining to the 8' fence
at the west property line.
Please dimension the width of the sidewalk along Taft Hill Road.
k. Please label the square footage of each addition on each building on the Site
Plan and the Phase which it is proposed.
The Land Use Breakdown data is confusing, please clarify.
M. In order for Preliminary consideration to occur on a phase two expansion, the
building footprint, area, and elevations must be provided at this time.
Currently, only the building envelope is being shown.
n. The Title Block on all sheets should reference the "Atlas Roofing PUD".
o. Please number the Site Plan as "Sheet 1 of 3"; the Landscape Plan as
"Sheet 2 of 3"; and the Building Elevations as "Sheet 3 of 3".
P. Please designate existing and proposed landscaping on the plan.
q. The word "Deciduous" is spelled incorrectly on the Landscape Plan.
r. The word "edging" is spelled incorrectly in Note #4 on the Landscape Plan.
S. The word "noted" is spelled incorrectly in Note #6 on the Landscape Plan.
t. The word "separation" is spelled incorrectly twice in Note #8 on the
Landscape Plan.
U. The word "shall" is spelled incorrectly in the first Note #9 on the Landscape
Plan.
V. Please re -number the second Note #9 on the Landscape Plan revise it to
react as follows: "All landscaping must be installed or secured with an
irrevocable letter of credit, escrow, or performance bond for 125% of
the valuation of the landscaping and installation as indicated on this
plan prior to the issuance of a certificate of occupancy."
W. The words "areas" and "reseeding" are spelled incorrectly in Landscape note
10. Please re -number this note. In addition, this note references adjacent
areas. Does this mean off -site? If so, off -site easements must be provided.
X. Note 7 on the Landscape Plan indicates that an irrigation system is not
required. Who determined that this is not required?
y. Please provide elevations of the proposed phase two expansion, including
dimensions, building materials and colors.
Z. Please provide dimensions, colors and materials of all elevations.
aa. Please provide a bike rack near the entrance to the building for employees
and/or customers.
bb. Please provide a trash enclosure for a dumpster and recycling bin.
cc. Criterion "a" of the Business Service Uses Point Chart is not applicable as
explained on page 71 of the LDGS (project is less than 25,000 square feet,
less than 25 employees).
dd. Points are requested for Criterion "g" on the Business Service Uses Point
Chart. However, no documentation supporting this request was submitted.
The City's Model Energy Code has been updated. Method 2 as currently
stated in the LDGS has not been updated to reflect this new energy code.
City Staff will not award points for Energy Conservation unless the applicant
exceeds provisions of the Model Energy Code as adopted by the City.
Therefore, points will not be awarded under Method 2 of the LDGS. In order
to gain points for energy conservation, the applicant must provide
Certification by a professional engineer licensed in the State of Colorado that
the annual energy consumption will be a certain percentage, less than the
same building just meeting the minimum standard as defined in the Model
Energy Code (Method 1, page 120 of the LDGS).
Note: Without these points, the project fails to achieve 50% of the
maximum applicable points on the Business Service Uses Point
Chart. Failure to do so is grounds for recommendation of denial.
Please either clarify or submit a variance request to the Business
Service Uses Point Chart based upon the Variance Criteria of
Section K (page 108) of the LDGS.
ee. Please provide Planning Objectives which reference the specific policy
number of the Land Use Policies Plan, Goals and Objectives, etc.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request.
Please be aware of the following dates and deadlines to assure your ability to stay on
schedule for the January 27, 1997 Planning and Zoning Board hearing:
Plan revisions are due by 12:00 noon on January 8, 1997. Please contact me for the
number of folded revisions required for each document.
No revisions will be reviewed after the above deadline. If revisions are not received
by this date, the, item will either go to the Planning and Zoning Board with a staff
recommendation based on the originally submitted documents or the applicant will
have the option -to continue the item to the next month's P&Z agenda.
PMT's, renderings, and 8 folded copies of final revisions are due by 12:00 noon on
January 21, 1997.
