We have reviewed the Amigos at Arbor Plaza PUD
(Preliminary)„
Our interest in review of this development lies primarily in
its impact to traffic along SH 287, and SH 68 to the' east. The
Site Access Study dated February 1993 was reviewed for
reasonableness,• and we have the following'comments:
The peak hour traffic counts synthesized from short counts
(pg. 2 and Fig. 2) appear to be considerably lower than
those obtained by factoring the 1991 CORIS Report numbers.
The estimated 3% increase o'f background traffic to the year
1995 appears to be low based upon 1991 CORIS 20-year factors
of 1.3 and 2.0 for this area. The level of service at some
intersections could drop to an unacceptable level should the
estimate of 3-% be low. Page 4 states that a long range
analysis was not performed since peak hour traffic volumes
on the area streets are expected to grow modestly over the
next 20 years. This does not seem to agree with the 20-year
factors shown in the CORIS Report.
It is difficult to ascertain from the information provided
that, in fact, the proposed use (Amigos) is commensurate
with the; land uses shown in the original trip generation
table for the Arbor Plaza PUD dated 1985. (No year is
designated for the original Trip Generation Table.) The
table, provided as Table 1 of Appendix E, shows four
restaurants of various square footage. Two of the three
which are similar in size to the Amigos (2.5 XSF) show P.M.
Peak Trips in and Trips out which seem to agree with counts
for the Amigos (per ITE data). However, the A.M. Peak
counts of the original table do not correspond to the Noon
Peak counts for the Amigos (per ITE data).

The TripGeneration numbers (Table 2) appear to be
reasonable.
The accuracy of all numbers is vital to the reasonableness
of the 1993 Peak Hour Operation Report (Table 1). The level of
service at the intersections is of concern, as space at Arbor
Plaza continues to be filled.

Dear Glen:
In order to meet the City of Fort Collins security requirements for
erosion control for Amigos at Arbor Plaza P.U.D., and utilize the
City's most current cost figure (May 1993), we have prepared the
following cost estimate for your use. No construction bids are
available at this time, therefore it is our understanding that we
can use a cost per acre based on the City's figure of $1300 per
acre for areas under one acre in size.
The total area to be disturbed at the Amigos proposed site will be
approximately, 0.94 acres. The Owner of this project will need to
post a security deposit of:
(0.94 acres)*($1300/acre)*(1.5) _ $1833
