No suprise, the "church" thing made it to Council's ear. Should Planning take
the point on this because of the PUD stuff and we fill in the zoning req stuff?

Tod Taylor, 328 Remington, 482-6328hm 416-0629 ofc. called about a zoning
problem. He owns vacant church at Remington and Magnolia and wants to put
a commercial business in it. Says it is zoned Residential but is a church
building unsuitable for residential and that he is surrounded with commercial
(including Safeway, Children's Clinic, a data services ctr., etc. Says
he is getting nothing but run around from staff. They tell him he can't/shouldn
he can't do with it, not what he can do with it. He is unhappy.
Can someone please help out with this & provide him (and Council via
E-mail) with some assistance on what he can do. Why is a church zoned
residential? Seems I keep hearing from multiple folks that is is very
difficult to redevelop or reuse older downtown structures. Is this part
of QI effort?
Any insight would be helpful.

the use he proposes requires a PUD, and is subject to the LDGS process.
I believe Planning will be giving you additional information regarding this
matter.

In response to Councilmember danett's question on the property at 328
Remington.
After Conceptual Review on Monday. April loth, I met with Mr. Taylor for about
an hour to discuss the potential of doing a P.U.D. to allow uses within the
church that are not permitted under the NCB Zoning District. We also
discussed the possibility of rezoning the property. The present zone was
established as a result of the East Side Neighborhood Plan. Any rezoning
would have to be approved by Council based on adopted plans and policies.
I also advised Mr. Taylor to meet with Carol Tunner, Historic Preservation
Specialist to discuss the potential of obtaining local designation as a
historic landmark. Carol Tunner is also a good resource to advise on the
availability of grants which could assist Mr. Taylor in his efforts.
Mr. Taylor was also advised to meet with Dick Beardmore of the C.S.U.
Stabilizatin Service. Mr. Beardmore is an expert in the field of preserving
historic structures.
In summary, Staff spent 1.5 hours on Monday with Mr. Taylor discussing his
situation with the existing church.

Thanks for the update on the "church". I guess you could tell from my
questions that the case he presented to me was not exactly accurate.
That's why I always try to pass on the information the complainant gives
me as presented. I appreciate your efforts to work with this man ... seems
he may be trying to end run our rules.
