My notes from the meeting with the City Forester and representatives from P.R.P.A. indicate that the Ornamentals within the P.R. P.A. easement would be limited to Cockspur Hawthorne or Coralburst Crabapple. The plans now indicate Tatarian Maple, Autumn Blaze Pear and Indian Summer Crabapple. Be sure to verify with Tim Buchanan, City Forester, that these trees will not exceed a height to interfere with the overhead power line. 4. For the benefit of the P.R.P.A., please add the following note to the Landscape Plan: "Vegetation within the 60 foot wide P.R.P.A. easement shall be limited to Omamental Trees only. Further, no species that exceeds a height of greater than 15 feet at maturity will be allowed within the P.R.P.A. easement. And, no shrubs shall be planted within a 25 foot wide radius of the electrical power line support structure. "Shade trees that are planted outside the P.R.P.A. easement shall be setback from the easement a sufficient distance as to clear the low point of the power line in the event that the tree should topple over in the direction of the power line at the time of the tree's maturity. 5. For the benefit of the City Forester, please add the following notes to the Landscape Plan: • The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened to a depth of not less than eight (8) inches and soil amendment shall be thoroughly incorporated into the soil of all landscape areas to a depth of at least six (6) inches by tilling, disking or other suitable method, at a rate of at least three (3) cubic yards of soil amendment per one thousand (1,000) square feet of landscape area. • A permit must be obtained from the City forester before any trees or shrubs as noted on this plan are planted, pruned or removed on the public right-of-way. This includes zones between the sidewalk and curb, medians and other city property. This permit shall approve the location and species to be planted. Failure to obtain this permit may result in replacing or relocating trees and a hold on certificate of occupancy. • The developer shall contact the City Forester to inspect all street tree plantings at the completion of each phase of the development. All trees need to have been installed as shown on the landscape plan. Approval of street tree planting is required before final approval of each phase. Failure to obtain approval by the City Forester for street trees in a phase shall result in a hold on certificate of occupancy for future phases of the development. Page 4 floodplain. There has been a LOMR for the Oxbow Levee project that has removed this site from the 100=year floodplain. [11/6/07] It appears that the Platte River Power Authority would need to be a signatory to the plat as well as construction drawings, having an exclusive easement and facilities within the property boundary. [12/18/07] Carried over for reference. [11/6/07] Please add the preliminary design information for Lemay and Buckingham done with the Lincoln Park project onto the construction plan set (as was done on the site plan). This information isn't as necessary on the site plan, but should be shown on the construction plan set as a reference. This information should be complete with stationing, tangent and curve data. Please note that I did not come across a variance request letter for the .4% grade specified in the response letter, though I don't see this being required' prior to hearing. [11/6/07] The cross sections for Lemay show instances where the additional pavement widening is at less of a cross slope than the existing portion which is of concern and does not meet standards. Please keep in mind that the attorney for the Church that is required to sign the attorney certification for the plat, may feel that PRPA would need to sign off on the plat as an owner of an easement within the plat boundaries in accordance with attorney certification requirements specified in the Land Use Code.
