Township and Range are incorrect. Number: 82 Created: 10/3/2007 [10/3/07] Please check the square footage of boundary. City staff calculates 28,500 not 27,930. Number: 83 Created: 10/3/2007 [10/3/07] NW corner of Plat -monument not described Department: PFA Issue Contact: Carle Dann Topic: Fire Number: 54 Created: 8/31 /2007 [9/28/07] 1 apologize for not being more specific regarding my questions about what's labeled "wall hydrant". What is in the wall behind the "wall hydrant" or "hose bibb"? A bibcock is just a downward -facing faucet, so is this just a domestic -water faucet on an exterior wall? In the fire service, a "wall hydrant" is a very specific device. A wall hydrant is typically installed in large buildings (warehouses) that need water in close proximity to supply a sprinkler system. The fixture allows us to quickly have water to support the FDC, particularly if there is a delay in getting a water supply from a freestanding hydrant. In PFA's district, we might have 2-3 wall hydrants. A 6,000 SF building with good access and a suitable, nearby water supply would not have a wall hydrant. If this truly is a water faucet (but I'm not sure that's what it is), please label it that way. [8/31/07] WALL HYDRANT: What is labeled the site plan (actually, it's elevations) shows item #20 on the building as being a wall hydrant. Is this actually what it's supposed to be? Should it actually be a sprinkler FDC? What would be the need for having a wall hydrant, if that's what it actually is? Department: Stormwater-Water-Wastewaterlssue Contact: Wes Lamarque Topic: Stormwater Number: 53 Created: 8/30/2007 [10/1/07] The new release rate of .11 cfs does not seem to be updated for the 100- year storm, only the 10-year storm. Quantity detention needed for this release rate would be over 6,000 cf, and only 2,917 cf is being provided. Please revise. [8/30/07] Please revise detention calculations to reflect one 2-year release rate. This basin defines the release rate to be .2 cfs per acre and dual release rates are not utilized. Department: Stormwater-Water-Wastewaterlssue Contact: Roger Buffington Topic: Water/Wastewater Number: 75 Created: 10/2/2007 [10/2/07] Notes P3 and P5 on overall utility do not appear to apply to this project. Please remove. Page 7 Number: 86 Created: 10/3/2007 [10/3/07] There are still a few issues with drafting and labeling. Some line types and hatch fills are too light and don't copy well. Please turn off the landscape layer on the Utility Plan sheets. See redlines for clarification. Number: 87 Created: 10/3/2007 [10/3/07] A handrail must be placed along the detention pond adjacent to the new sidewalk. Please show/call out the hand rail on the plans and provide a detail. Number: 88 Created: 10/3/2007 [10/3/07] Please use a darker line type for all new/proposed sidewalks and ramps in the ROW and label them as new or proposed. Number: 89 Created: 10/3/2007 [10/3/07] Please show any existing sidewalk on the west side of the alley. Truncated domes must be installed where the sidewalk crosses the alley on both sides. Number: 90 Created: 10/3/2007 [10/3/07] The landscaped medians along the alley should have a barrier curb on both sides to prevent nuisance irrigation water from draining over the alley asphalt and degrading the edge of asphalt. Number: 91 Created: 10/3/2007 [10/3/07] The minimum flowline grade allowed is 0.5 percent. The College proposed flowline shown is 0.2 percent. See sheet C6 profile. Number: 92 Created: 10/3/2007 [10/3/07] Add a note to the plans stating that no part of the building foundation may extend into the ROW on Hemlock. Number: 93 Created: 10/5/2007 [10/5/07] Please see Technical services Comments Regarding the Plat. Lot 2 should be included on Plat Boundary area calculation. Need to also designate maintenance of Lot 2 on the Plat. Number: 94 Created: 10/5/2007 [10/5/07] Access and utility easement lines need to extend across Lot 2 to connect to boundary with adjacent property. Number: 95 Created: 10/5/2007 [10/5/07] Need to adequately show existing grades and structures on the west side of the alley to show if any off -site temporary construction easements will be needed to grade and construct the alley as shown. Also needed to verify the proposed alley design will work with existing structures. A letter of intent for any off -site easements will be needed prior to hearing. Page 6 Number: 51 Created: 8/29/2007 [10/3/07] Street trees must be located such that they will not need to be removed when College is widened. Please consult with Planning and locate the trees as close to the sidewalk as possible. [8/29/07] Please show the street tree locations on College on the Utility Plans. The location of street trees on College is important such that the trees will not need to be removed or relocated when College is widened. Please space the the trees with respect to the ultimate sidewalk location rather than centering them in the parkway between the sidewalk and curb. Number: 52 Created: 8/29/2007 [10/3/07] Same comment [8/29/07] Please revise the Site and Landscape plans accordingly to reflect all changes requested on the Utility Plans related to sidewalks, ramps, on -site medians etc... Number: 58 Created: 8/31 /2007 [10/3/07] Please provide a note on the Plat regarding the interim nature of the College access as discussed in the October 2 meeting with the attorney. CDOT has indicated to me that the conditional access permit they are providing for the College access is revocable with only notification. No additional process will be warranted to close this access driveway in the future when College improvements are completed. [8/31/07] It is estimated that College improvements in front of this site may be started as early as 2009 to accommodate the new Vine Drive alignment intersecting College Ave. This may require widening College in front of this site to accommodate two left turn lanes onto Vine. This will require the access on College to be permanently closed. Please provide a bold note on the Plat that indicates that the City or CDOT may close the College access at the time improvements are completed. This phase of College improvements may not affect other parcels on College with existing access driveways ... not all accesses will likely be closed at this time. Number: 84 Created: 10/3/2007 [10/3/07] Please update the month and year on the cover sheet of the Utility Plans. Revise the signature blocks on all sheets to remove the Current Planning title on the bottom line. Planning will not be signing the Utility Plans. Number: 85 Created: 10/3/2007 [10/3/07] An off -site temporary construction easement may be needed to construct the alley improvements. Please provide a letter of intent from the property owners or a signed deed of dedication prior to scheduling a hearing for the project. Page 5 Department: Current Planning Issue Contact: Dana Leavitt Topic: Site Plan Number: 36 Created: 8/29/2007 [10/2/07] [8/29/07] In addition Peter Barnes's comments regarding the trash enclosure, the interior space must be able to accommodate both trash containers and recycling containers. Show a plan with dimensions for both length and width with containers within structure per Section 3.2.5 of the Land Use Code. Department: Engineering Issue Contact: Randy Maizland Topic: Engineering Number: 33 Created: 8/29/2007 [10/3/07] The alley intersection with Hemlock must be constructed per LCUASS 7- 1 F, Detail 1. Please show this reconstruction on the plans. LCUASS also requires 500 feet of preliminary offsite design for the alley. See redlines for additional comments related to the alley plan and profile. [8/29/07] No alley improvement design was submitted. The 20 foot alley off of Hemlock must be improved to either 7-11 F or 7-12F and 500 feet of off -site preliminary design must be provided. The alley intersection must also be reconstructed to the current standard. Number: 34 Created: 8/29/2007 [10/3/07] The cost estimate provided is still under review at this time. [8/29/07] The existing street flowline on College Avenue is not in the ultimate location. Any new curb and gutter construction/reconstruction on College is only an interim condition. This development will be required to escrow money for future ultimate curb and gutter on College for the entire length of the College frontage. The College access will be permanently removed and replaced with curb and gutter in the future. The escrow payment will required prior to the issuance of a building permit and will be specified in the development agreement. The developers engineer shall prepare a cost estimate for the City to review for design and construction. Number: 39 Created: 8/29/2007 [10/3/07] The access driveway on College shall be constructed per LCUASS 707. There is no pan used with this standard and the driveway is all concrete with radius flares. The driveway must also intersect the street at 90 degrees. [8/29/07] The College driveway access must be constructed per LCUASS DWG 707 with ped ramps and connecting sidewalks on both sides. Please show and call out on the plans. Number:50 1 Created: 8/29/2007 [10/3/07] No application has been submitted to CDOT as of 10-2-07. [8/29/07] An access permit is required from CDOT. You may submit an application to CDOT concurrently with the City review and the City will coordinate with CDOT such that the access permit can be issued when the plans are approved. Page 4 [9/28/07] The Hemlock fagade looks a little better as you have the changes in plane and texture but still isn't designed with an appropriate pedestrian scale. Consider items such as treillage with vines or windows to add interest along this long wall. Topic: General Number: 70 Created: 9/17/2007 [10/1 /07] Transfort will provide more specifics regarding bus shelter requirements soon. , Design standards are included in the packet with your redlines. [9/17/07] Kathleen Walker (TransFort): Bus accessibility (bus stop/shelter) is required. Please contact Kathleen at 970-221-6621 or kwalker@fcgov.com for more information. Topic: Landscape Plan Number: 73 Created: 9/28/2007 [9/28/07] The symbols for the existing trees and the proposed trees are very light and difficult to read. They will not scan property. See redlines for problem areas and other typos. Number: 74 Created: 9/28/2007 [9/28/07] Canopy shade trees (not ornamentals) are required in the landscape islands on the south side of the parking lot. The small landscape island (at the west end of the row of parking along the south side of the building) needs to be a minimum of 8 feet wide and needs to feature a canopy shade tree. Topic: Lighting Plan Number: 18 Created: 8/21 /2007 [9/28/07] This is looking much better. The lighting levels in the alley right-of-way are still a bit high and need to be no more than 0.1 foot candle at 20 feet beyond the property line. Please revisit and adjust as much as possible. Number: 19 Created: 8/21 /2007 [9/28/07] The wall mounted fixtures should match the building ... tan perhaps? White will be a stark contrast against a tan wall. [8/21/07] Light pole finish color (Fixture type AA) should be a color other than red to blend in with the site, not stand out (black, silver etc.) Wall mounted fixtures should be in a color that matches and blends in with the building exterior. Topic: Site Plan Number: 71 Created: 9/28/2007 [9/28/07] Several items on the site plan are very difficult to see and will not scan properly. Please see redlines for details. Number: 72 Created: 9/28/2007 [9/28/07] Note #11 on the Site Plan needs to specify that the sign is subject to a Sign Permit. Page 3 Glass block windows, north side of building: The facade facing Hemlock Street lacks any animating features. Glass block windows, especially near the College Avenue corner of the building, would meet this need without compromising the apparent need to maximize interior functions. Aluminum Storefront Color: Assuming this system needs to be red for the user, a more subdued colonial red than the pure red specified. Support post at entry: Other stores by this user have a support post at the entry overhang. Is there a post? Drawings do not identify one. This post would be an opportunity for a significant steel or masonry feature. Drawings: The elevations don't match/are not clear. The south elevation apparently should show a raised parapet beyond, per the north elevation. Likewise, the east elevation should apparently show the same parapet beyond. Electrical equipment. Should be painted to match masonry. (Same note as downspouts). Topic: Landscape Plan Number: 99 Created: 10/7/2007 [10/7/07] The assortment of plantings includes several plants ill -suited for the situations. These include Black Ash, Viburnum Cardinal Candy, Purple Ice Plant, Rocky Mountain Sumac, and Hydrangeas. Also, the assortment of plants at the main entry planting appears random, missing an opportunity to highlight the front entry. It would be best to discuss this by phone rather than write out the details. 221.6225. Topic: Lighting Plan Number: 96 Created: 10/7/2007 [10/7/07] Wall mounted lighting: This lighting must be cut-off with concealed lamps, grazing the wall to highlight the masonry without creating glare. Emergency light: Must be cut-off or downward facing. What kind of emergency is this intended for — would it be on only in emergencies? (It appears to be more of an everyday service light). Topic: Site Plan Number: 98 Created: 10/7/2007 [10/7/07] Detention pond question: is this a vertical, 12" wall as shown? How does the top of the wall meet adjacent paving - is it flush? Orchard Rd. Ste#6900 Greenwood Village, CO 80111 Staff has reviewed your submittal for ADVANCE AUTO PARTS PDP - TYPE I, and we offer the following comments: ISSUES: Department: Advance Planning Issue Contact: Clark Mapes. Topic: Architectural Elevations Number: 97 Created: 10/7/2007 [10/7/07] Building plans don't adequately reflect initial and previous conversations with the applicant re distinct identity described for this part of the city, in new development and redevelopment projects. This identity will derive mainly from the traditional character of Downtown combined with contemporary urban semi -industrial characteristics, avoiding typical suburban character as described in the North College Plan previously sent and discussed. The artificial stucco, concrete block, and econo-utility brick do not contribute to this local identity. Brick, as a material, works very well, but simply needs to be specified in classic standard size rather than utility size. The precast sills also work very well. Following are suggestions to meet the standards. A meeting to discuss the building design may be warranted. Replace EIFS panels with brick: The EIFS panels should be replaced with brick to create a stronger building mass at the front entry, juxtaposed with the rest of the building. A sign frieze could be created with masonry courses. If the additional brick is a problem, perhaps the use of brick as a wainscot should be reconsidered — since much of that will be fronted by landscaping, that may be the place for split face block, with brick used for higher visibility parts. The brick ribs are a positive and highly visible element, so if the wainscot were block, the brick ribs could be integrated by wrapping the wainscot around them. Replace The EIFS fascia and banding with masonry: As a prominent element, this should include brick, and could include smooth or ground face tinted block courses. Make block panels smooth -face: Smooth face block would be more appropriate above the wainscot, contributing to a more urban (less suburban) character. Masonry fascia that includes a brick course would help integrate these panels. Page 1
