HomeMy WebLinkAboutFORT COLLINS SUPPORTIVE HOUSING - FDP - 08-07/A - SUBMITTAL DOCUMENTS - ROUND 2 - VARIANCE REQUESTJuly 12, 2007 City of Fort Collins -Transportation Department 215 North Mason Street Fort Collins, CO 80521 Re: Variance Request -Right Turn Lane Length for Fort Collins Supportive Housing Project Denver This is a written request for variance on the required length of right turn lane off of Harmony Fort Collins Road onto the Fort Collins Supportive Housing Project. Summit County Standard to be Varied: Per LCUASS (Larimer County Urban Area Street Standards) Chapter 8, Section 8.2.6 and Figure 8-5, the design right-tum.lane length is 435 ft, including a 200 ft bay taper, for a highway design speed of 50 mph. Civil Engineering Proposed Alternate Design: Structural Engineering We are requesting approval of the standard's distance of 435 ft to be 420 ft for the right - turn lane design length including the 200 ft bay taper. Retail Architecture Comparing to Standard: Our proposed right -turn lane length of 420 ft is slightly shorter than the standard length of 435 ft by 15 ft. Justification for the Variance: The Standards right -turn lane length of 435 ft is based on approaches to stop sign controlled and signaled intersections, allowing appropriate vehicle storage and deceleration lengths. The proposed right -tam lane into the Fort Collins Supportive Housing development is mid block, does not occur at a stop sign controlled or signaled intersection and vehicles will be able to enter the site without completely stopping. Additionally, Delich Associates, the traffic engineer for this Project, noted that while the 435 foot right -turn length would be standard for the 50 mph design speed for this location, at the actual posted speed of 45 mph, the right -turn length would only require a 375 foot length. Delich Associates concluded that the current design of a 420 ft right - turn lane will function efficiently and will not be detrimental to the public health, welfare, and safety. The 420 foot length design also will not cause additional maintenance costs. We look forward to your response and approval of this proposed variance for the Fort Collins Supportive Housing.
