HomeMy WebLinkAboutRETREAT AT 1200 PLUM ST. - FDP - 34-08/A - CORRESPONDENCE - (3)Number: 146 Created: 5/19/2009 [5/19/09] Revise the notes pertaining to valves, fittings, connections, etc. as shown on the redlined utility plans. Number: 147 Created: 5/19/2009 [5/19/09] The water service tap for Bldg C must be located upstream from the fire hydrant. In addition, the service must be straight and perpendicular to the main from the main through the meter pit. Number: 148 Created: 5/19/2009 [5/19/09] Are the flow rates included in the water service sizing calc's maximum continuous flows or intermittent peak flows? The water service for Bldg D seems too small. Please remember that the development fees for multi -family buildings are based upon number of units and lot areas. The fees do NOT consider service size. Number: 149 Created: 5/19/2009 [5/19/09] See redlined plans for other comments. Department: Zoning Issue Contact: Peter Barnes Topic: Zoning Number: 3 Created: 10/30/2008 [4/30/09] The drive aisle width has been increased to 24', but the depth of the tandem spaces has been reduced in order to accomplish this. The reduction may result in other impacts, such as the vehicle in the space abutting the drive aisle encroaching into the aisle if the front vehicle doesn't pull all the way forward. I'm still concerned about the efficiency and safety of a tandem parking design. [3/17/09] The parking layout provided with Round 2 shows a 23' drive aisle width. The code requires a 24' width (Sec 3.2.2(L)). The revised site plan now indicates 71 tandem spaces. I don't see how this can work efficiently in a parking structure without creating a traffic jam at peak periods as cars have to be "juggled" around and the only staging area to do this is the drive aisle. [10/30/08] We'll need a parking layout for all floors of the parking structure, showing circulation, parking dimensions, drive -aisles, handicap parking, etc. Be sure and return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at (970) 221-6750. Sincerely, *teve City Planner Page 7 [5/22/09] We need to finalize remote FDC locations at your earliest convenience. Thank you. [3/24/09] Please continue to work with PFA regarding location and specs for remote FDCs. [11/17/08] FIRE DEPARTMENT CONNECTION Fire department connections shall be installed remote from the buildings, and located on the street or fire lane side of buildings, fully visible and recognizable from the street or nearest point of fire department vehicle access or as otherwise approved by the fire code official. If possible, a fire hydrant shall be located within 100 feet of the FDC. PFA Bureau Policy Topic: Fire Number: 152 Created: 5/22/2009 HOSE ACCESS IN PARKING STRUCTURE: I just want to remind you that all points in the parking structure need to be within a 150-foot hose lay of the stairwell standpipes. This could affect stairwell locations. Department: Stormwater-Water-Wastewater Issue Contact: Wes Lamarque Topic: Stormwater Number: 90 Created: 3/25/2009 [5/19/09] There still needs to be documentation determining what area is draining to each detention cell. Each cell needs to be sized and provide the required detention for its allocated area. [3/25/09] Before a hearing, more detail on how these quantity detention cells will operate is required. The City needs to make sure that appropriate areas are draining to the cells and that some cells are not over taxed, while others have little flow draining to them. The orifice works needs to be determined as well. Due to the different elevations of the detention cells, one orifice at the downstream end may not work. Number: 151 Created: 5/20/2009 [5/20/09] The storm sewer that crosses Plum Street is a 6-inch line. The City would only maintain this line if it meets the minimum size requirement of 15 inches. This would reserve the right for the public to use this storm sewer in the future. If a 6-inch storm sewer were to be proposed here, the line would be private and maintained by the Developer. Topic: Stormwater-Masterplanning Number: 150 Created: 5/20/2009 [5/20/09] Please include a discussion of the major drainage in the area including the 232 cfs master plan flow, the drainage problems adjacent to the site, and how this development is designed to reduce impacts to it and adjacent properties. Department: Stormwater-Water-Wastewater Issue Contact: Roger Buffington Topic: WaterMastewater Number: 144 Created: 5/19/2009 [5/19/09] At locations noted on the storm sewer plans where storm sewer are above water mains, wrap all storm sewer joints 10 feet each side of the water main with EZ-Wrap Butyl Exterior Joint Wrap. Number: 145 Created: 5/19/2009 [5/19/09] The 20-inch water main in Plum is a steel main. All taps must be made by first welding on a tapping saddle. The welding must be done by a certified welder. Add the note included on the redlined plans regarding these three connections. Page 6 Topic: Plat Number: 110 Created: 5/14/2009 [5/14/09] • Need to provide the sight distance easement notes on the plat. Number: 111 Created: 5/14/2009 [5/14/09] • Where the arbor is planed on lot 3 the easement needs to not be dedicated. As the arbor will require a building permit and a building permit can not be issued for a structure within an easement. Number: 112 Created: 5/14/2009 [5/14/09] • On Lot 4 a triangle of access easement is needed at Plum and Scott to cover the sidewalk that goes around that corner even outside of the additional row that is being dedicated. Number: 113 Created: 5/14/2009 [5/14/09] • The sight distance easement that have been shown along the frontages of the property are okay as shown — I know there is a question about them being dedicated where the planter/ detention boxes are. A sight distance easement does not need to exist in those areas, it just needs to cover the parkways and the public sidewalk areas. So you can certainly define two different easement lines. One where the access, utility, drainage and sight distance easement exists and another where the access utility, and drainage easement exists. Topic: Site Plan Number: 109 Created: 5/14/2009 [5/14/09] The site plan is showing a sight distance triangle at the intersection of Scott Street and the parking structure. If this is to be dedicated it needs to be shown on the plat. Department: Engineering Issue Contact: Marc Virata Topic: Traffic Number: 49 Created: 11 /11 /2008 [5/14/09] [11/11/08] Joe Olson, City Traffic Engineer has the following comments: 1) On page 4, the existing turning movement counts do not balance between the two intersections shown. I would like an explanation as to this discrepancy or have it corrected. 2) The site distributed traffic shown on Figure 5 does not seem to be in line with the development plan. The plan shows a 314 space parking structure on the south side of Plum Street whereas the traffic study shows most site traffic turning to the north on Blue Bell/Scott. It seems that most traffic would park in the structure. The traffic study should be revised to reflect that and the need for any street improvements should be re-evaluated given the change in distribution. If you get depth and the road can be built in asphalt than a 2% minimum x-slope is needed. Number: 136 Created: 5/14/2009 [5/14/09] • The drainage pipes that cross under the public streets are not meeting the minimum cover requirements. Really need to look at and see if there is any way that additional depth on these lines can be achieved. A minimum cover of 3 feet is required and at Aster Street you are showing that there will be less than 1 foot of cover to flowline. For Plum, Bluebell and Aster the roads will need to be built in concrete from the limits I have shown on the plans to help mitigate the cover requirements. Even with building the road in concrete there will be problems with getting the section built as the pipes will be in the subgrade prep areas and in Asters case if the pipe can not be lowered with the bell almost if not extending into the concrete road section. If at all possible we would really like to see the cover requirements met on Plum Street due to the amount of traffic on Plum Street. Even with a concrete section we will have problems where the asphalt pulls as it meets the concrete and without the concrete we are likely to have failure and/ or heaving or sinking at the pipe area. Number: 137 Created: 5/14/2009 [5/14/09] • Please provide the additional details noted on the plans. Number: 138 Created: 5/14/2009 [5/14/09] • See plans for additional comments. If it is raised need to identify what the size and frequency of openings are to be a how to deal with areas that pond. Number: 141 Created: 5/14/2009 [5/14/09] • More information needs to be provided on the Sand Filter detail. What is the depth of the pipe, what portion or portions of the pipe(s) are perforated, what is to be used to seal the pipes as they go through the structure. How important is it that these not be walked on. With them being placed in the parkway and adjacent to fire hydrants they will be walked on. Consider and identify how these structures will be placed next to the street curb and gutter, what gets built first and how do you get compaction, stability and suppckt between the two. Number: 142 Created: 5/14/2009 [5/14/09] • A note should be added to the plans and will most likely be included in the DA regarding the slope of the sidewalks and that the sidewalks need to meet ADA requirements and can not exceed a 2% cross slope and flat areas shall be min8imized and only allowed in transition areas where the sidewalk slopes change from one side to the other. If adjustments need to be made to meet the ADA requirements they shall be done so they do not impact the street curb height or flowline grades. Any areas that do pool water after construction will need to be rebuilt so this does not occur. The depth of.this line needs to be identified on the plans. This is what will be referred to in the future if the street ever has to be cut or additional utilities are installed to know where to find it and how to avoid it. Number: 131 Created: 5/14/2009 [5/14/09] • Need some actual cross sections for the streets provided since the cross sections very and do not always match the typical shown. Number: 133 Created: 5/14/2009 [5/14/09] • Need a detail for the Scott Ave and Plum Street intersection since it is not standard. How is this actually to be built? Number: 134 Created: 5/14/2009 (5/14/09] • The intersection of Bluebell and Plum is way too flat. This maybe the way it currently exists, but it needs to be fixed. With additional pedestrian, bicycle and vehicular traffic at that intersection we need to make sure it will drain and not pool and creating icing and maintenance problems. As we discussed look at the possibility of lowering the inlet at the corner and achieving a greater slope. The concrete paving on Plum Street to mitigate the shallow drainage pipe needs to be extended past this intersection since even with getting a slope across this intersection we will not be meeting standards so the concrete will help to reduce the derogation due to drag out of drainage. Page 3 The construction parameters and information on the water quality structures needs to be provided on the utility plans. We will need to get a copy of the signed structural calculations for the box/wall designs. Number: 114 Created: 5/14/2009 [5/14/09] • No profiles were provided for Columbine or Plum. Profiles or enough spot elevations that the streets can be rebuilt from are needed (flowlines and centerline and transitions) Number: 115 Created: 5/14/2009 [5/14/09] • Will need to see a signing and stiping plan for the project — where are the street signs, stop signs and no parking signs going to be placed. What is planned to be striped? Number: 116 Created: 5/14/2009 [5/14/09] • General note 49 — This note creates a problem when placed on the plans. Per the development agreement and our requirements it is the Developer that is responsible for everything not the contractor. This responsibility can be transferred through the developers' contract with the contractor. Also the second statement in this note doesn't work in this situation since the sidewalk is subject to inspection, but it is not in the row. Number: 117 Created: 5/14/2009 [5/14/09] • Need a bit more information on the plans about how the sidewalk at the N end of Aster ties into the adjacent property on the plans. Number: 118 Created: 5/14/2009 [5/14/09] • Need to identify if the curb shown behind the sidewalk is to be raised and if so then how many openings exist and what size are they. Need to try and prevent any places that will pool. Number: 119 Created: 5/14/2009 [5/14/09] • For the storm inlets, please use a different symbol so it does not appear that an inlet with a grated top is to be placed in the sidewalk. Also modify the detail to indicate that solid traffic and pedestrian rated tops are to be placed on these. If there is actually any with grates for tops they need to be specifically called out. Number: 120 Created: 5/14/2009 [5/14/09] • Add a note to G2 at the corner of Bluebell and Plum Street that the ramp locations may need to be adjusted from what is shown once the inlet is built. Final ramp location to be approved by the City. Number: 121 Created: 5/14/2009 [5/14/09] • Building B the stairs on the east side are being shown to extend into the row. If possible revise the stairs and walls so that they do not extend into the row. If they are to stay encroaching into the row an encroachment permit will need to be entered into for this. Number: 122 Created: 5/14/2009 [5/14/09] • In front of building D are you meeting minimum sidewalk widths? Number: 123 Created: 5/14/2009 [5/14/09] • In many places these detention planter areas are located very close to the property line — just want to make sure you are thinking of this and that they can be built from the inside. Since according to the detail the footers will be at least 3 feet from final grades. This will help in demonstrating whether right-of-way dedication is satisfied.
