Therefore, it appears that alternative compliance need only be approved for Bldg. B and D for what appears to be a 13' setback from the Plum Street ROW line instead of the required 15' setback. [10/30/08] The applicant's Preliminary Design Review response letter states that an alternative compliance request to reduce the setbacks along the public streets is included. I didn't find that request in the materials I received. Was such a request in compliance with Section 3.5.2(D)(2)(a) received explaining how their plan complies with the review criteria? VFR RESPONSE: A MODIFICATION REQUEST HAS BEEN SUBMITTED Number: 3 Created: 10/30/2008 [3/17/09] The parking layout provided with Round 2 shows a 23' drive aisle width. The code requires a 24' width (Sec 3.2.2(L)). The revised site plan now indicates 71 tandem spaces. I don't see how this can work efficiently in a parking structure without creating a traffic jam at peak periods as cars have to be "juggled" around and the only staging area to do this is the drive aisle. [10/30/08] We'll need a parking layout for all floors of the parking structure, showing circulation, parking dimensions, drive -aisles, handicap parking, etc. KEN HARRIS RESPONSE: The revision to show a 24' drive aisle will be shown for FDP submittal. A comment received from Comcast Cable TV states: "Comcast needs a 6' utility easement on the west and south side of Lot 4 due to existing facilities. Comcast will not vacate the existing utility easement until the owner pays for the relocation of Comcast facilities." NORTHERN RESPONSE: THE REQUESTED EASEMENTS ARE SHOWN ON THE PLAT. THE OWNER, CONTRACTOR, ENGINEER/SURVEYOR, AND THE CITY WILL CONTINUE TO WORK WITH COMCAST ON APPROPRIATE TIMING, INSTRUMENTS AND METHODS TO ADDRESS THIS ISSUE. The City needs to make sure that appropriate areas are draining to the cells and that some cells are not over taxed, while others have little flow draining to them. The orifice works needs to be determined as well. Due to the different elevations of the detention cells, one orifice at the downstream end may not work. The details should be consistent with the Urban Drainage Manual or agreed upon by the City that the design is equal in the degree of mitigation. Once the City feels confident with the water quality design, the project can go to a hearing regarding this issue. [11/12/08] Water quality mitigation is required. Methods that are approved in the Urban Drainage Manual will be accepted. Any other methods may be accepted if approved by the City's Water Quality Committee. [11/17/081 REQUIRED ACCESS A fire lane (Emergency Access Easement) is required on the private access drive west of the parking structure, and on every non-public street (if any are so dedicated). This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: ❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. ❑ Have appropriate maintenance agreements that are legally binding and enforceable. ❑ Be designated on the plat as an Emergency Access Easement. ❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane (30 feet for buildings three or more stories in height). Department: Engineering Issue Contact: Sheri Langenberger Topic: General Number: 86 Created: 3/24/2009 [3/24/09] The water quality features that are in the parkways need to either have a grate/ plate on top, more rock, pavers or something that brings this area close to grade. A 2 foot drop in the parkway is not going to be acceptable. It is hazardous for pedestrians and when you do get an accident you don't want cars, bicyclist or pedestrians ending up in this pit. The areas behind the sidewalk are less hazardous as with landscaping behind them fewer if any people will be walking across them and they are far enough away from the travel lanes. There are also the locations on Bluebell where the water quality feature is between two sidewalks and suggest that something is done in this area. As we talked about these areas are going to be revised, so we should be able to work through these issues in the next couple of weeks.
