Question: (Chris Ray, adjacent property owner) How does the proposed use of Scott Street in the Plum Street project meet the planning concepts in the Campus West Plan? Answer: (Developer) There is a significant grade off -set on Scott Street between our property and the businesses to the south. (City Planner) The Campus West Plan is a conceptual document only and it has not been formally adopted. One option in the plan is for a pedestrian access only in the Scott Street ROW. The final decision is really up to the Campus West merchants. 7. Question: (Chris Ray, adjacent property owner) How do you operate and provide security for the parking garage? Answer: (Developer) That will be done by an on -site manager. 8. Question: (Don Butler, adjacent property owner) Why build the building on the west side of Columbine Street? I am concerned about the compatibility of a 4- story building right next to my existing 1-story house. Answer: (Developer) The City will determine if the building height is appropriate and compatible. Question: (Chris Ray, adjacent property owner) What happens to the east of Scott Street? Will there be any barriers between the parking garage and my development (Cambridge House)? Answer: (Developer) His question relates to how to address people from our project cutting across his property and development. That is still to be determined. 3. Comment: (Chris Ray, adjacent property owner) With the construction of the 4-story parking garage the views to the west from my development (Cambridge House) will be gone. Response: The existing trees and virtually any buildings equal to the height of the Cambridge House apartment buildings will block the views. 4. Comment: (Chris Ray, adjacent property owner) The east elevation of the parking garage, as it relates to my property and development (Cambridge House), needs more architectural detail and landscaping. Response: The colors, articulation, and "green wall" will help mitigate the visual effects. 5. Comment: (Chris Ray, adjacent property owner) There seems to be a lack of parking, about 125 stalls, in the garage as they relate to the number of bedrooms/beds in the project. Response: (City Planner) The property is in the City's Transit - Oriented Development (TOD) Overlay Zone. The property is 1/2 block west of the Colorado State University campus and the overlay zone encourages increased use of multi -modal transportation and decreased use of the car. 2 Planning, Development and Transportation Services Current Planning City of Fort Collins NEIGHBORHOOD INFORMATION MEETING PROJECT: Retreat @ 1200 Plum Street DATE: March 24, 2009 DEVELOPER: Glenwood Student Communities CITY PLANNER: Steve Dush & Steve Olt, Current Planning The applicants are proposing a luxury student housing apartment project consisting of 197 dwelling units on 2.63 acres just west of Colorado State University. The property is located on West Plum Street, midway between South Shields Street and City Park Avenue. There will be 3 residential buildings on the north side of Plum Street, 1 residential building on the south side of Plum Street, and a parking structure for 314 cars on the south side of Plum Street. The property is in the CC, Community Commercial Zoning District. Present at the meeting were 3 neighbors & interested parties, the applicant/developer & associates, and 2 representatives of the City's Current Planning Department. There were several hundred notification letters sent to Affected Property Owners within 1,000 feet of the property. ........ QUESTIONS, CONCERNS, COMMENTS, RESPONSES ........ 1. Question: (Chris Ray, adjacent property owner) What about the Scott Street right-of-way (ROW) along the east side of the parking garage? How can the developer use the ROW for personal improvements? Answer: (Developer) The ROW will remain and the improvements as shown could be removed if the City and the businesses in Campus West Street wanted to provide a vehicular connection between Plum Street and West Elizabeth Street in the future. 281 North College Avenue — P.O.
