Since there will be no changes to the existing water and sewer services, there -will be no requirements or fees associated with the City of Fort Collins Water and Wastewater Utility. 5. Since there will be no increase in the amount of new impervious surface area, there will be no requirements or fees associated with the City of Fort Collins Stormwater Utility. 6. Since there will be no changes to the number of dwelling units or entrances or exits to the building, there will be no requirements or fees associated with the Poudre Fire Authority. 7. One of the review criteria of Section 1.5.5 requires that the site be brought into compliance with the applicable General Development Standards contained in Article Three. Please note that Section 3.2.2(K)(1) requires that duplexes provide off-street parking. The minimum number of spaces required is based on the number of bedrooms per unit. Please consult this table to determine the parking requirement. Then indicate on your site plan the location of the required number of spaces. 9. The City of Fort Collins Current Planning Department will assist in setting up and facilitating the neighborhood meeting. Please provide the mailing labels for all property owners within the specified notification area based on the map provided. There is a charge of $0.75 cents per label and a sign posting fee of $50.00. 10. The project will be designated as a Small Project which carries an application fee of $200.00. 11. Please contact Andrew Carney, City of Fort Collins Engineering Department, 221-6605, for an estimate of the Transportation Development Review Fee. 12. Please add a note to the Site Plan that the owner will be responsible for repair or replacement of any damaged sidewalk, curb or gutter. 3 CONCEPTUAL REVIEW STAFF COMMENTS City of Fort Collins ITEM: 726 West Mountain Avenue MEETING DATE: January 5, 2009 APPLICANT: Mr. Brennan Evans, P.O. Box 1159, Fort Collins, CO 80522. LAND USE DATA: Request to add two bedrooms, a bathroom and a closet to the second floor of an existing dwelling unit located within a two-family dwelling (duplex) located at 726 West Mountain Avenue. There would be no building expansion outside the existing building footprint. The structure has been considered to be two-family dwelling since prior to the adoption of the Land Use Code in 1997. COMMENTS: The site is zoned N-C-L, Neighborhood Conservation Low Density zone district. The two-family dwelling (duplex) is considered to be legal but non -conforming use since duplexes are not allowed within the N-C-L since the adoption of the Land Use Code in 1997. Expansion, therefore, is governed by Section 1.5.5 of the Land Use Code entitled Enlargement of Building and Expansion of Facilities, Equipment or Structures. This process contains 12 review criteria and requires review by the Planning and Zoning Board known as a Type Two review process. This includes a neighborhood information meeting. It is very important to note that one of the aforementioned criteria requires that an expansion of a non -conforming use shall not add more than 25% of new floor area to the existing building. 3. Since there will be no increase in the size of the electrical service, there will be no requirements or fees associated with the City of Fort Collins Light and Power Utility.
