Increases of 7 morning peak hour trips and 2 afternoon peak hour trips are expected. On a
daily basis, a reduction of 36 trips is expected. These changes are considered minor and
after considering the use of alternate travel modes, they will be even less. Additionally, the
site traffic changes will not be noticed or produce any meaningful impact given the site's
downtown location.
Based on the above analyses and findings, it is concluded that the proposed Penny Flats
land use modifications will not significantly change site traffic.

RE: Site Traffic Impact of Proposed Land Use Changes
Penny Flats
Dear Dan:
As requested, I have calculated and assessed the impact of the currently proposed land use
changes on the Penny Flats site. The current proposal increases the number of townhomes
by 23 dwelling units and decreases the commercial area by 3,846 square feet. Institute of
Transportation Engineers (ITE) trip generation rates were used to determine the impact of
the proposed modification. Site trips for the approved and proposed land uses, and the net
changes in site trips are shown below.
