Code reference International Building Code —(IBC) 3602.1 Commercial and all multifamily housing International Residential Code—(IRC)R 324.1 Single-family detached housing, duplexes, townhomes "For new residential and non-residential buildings, a construction waste management plan acceptable to the Building Official that includes recycling of concrete, wood, metals and cardboard, is required at time of application for a building permit. The plan shall be implemented and conspicuously posted on the construction site. Substantive changes to the plan shall be subject to prior approval by the Building Official. What is construction waste management and why is it important? Construction waste management is applying management practices that result in less waste going to the landfill. At least 16% of the waste buried in the Larimer County landfill is directly attributed to construction and demolition (C & D) activities. Diverting construction and demolition waste extends the life of landfills, while contributing to the community's waste diversion and carbon emissions reduction goals. Waste management techniques also save natural resources and can reduce a project's overall disposal costs. Techniques fall into "reduce, reuse, recycle" categories: • Waste prevention: generating less waste to begin with. Plan efficient use of materials during the design and specification process, use scrap materials from one process for another process on the same job site. • Reuse: set aside surplus or off -spec materials for use on other projects, or donate them to architectural materials retailers such as the non-profit organizations in Fort Collins (ReSource Fort Collins or Habitat for Humanity). • Deconstruction: disassemble a structure instead of demolishing it, to salvage materials such as cabinetry and porcelain appliances, lumber, landscaping elements, windows, doors. On -site recycling: use waste materials from the project by reprocessing them for other applications on the same site. One example for large projects is to grind waste materials to use as a soil amendment. • Off -site recycling: collect materials on site for recycling at other facilities. Develop a construction waste management plan. This helps you get organized on the front end. The plan must address, at minimum, recycling of four materials: concrete, wood, metals and cardboard. The plan must address how these materials will be collected and recycled. For example, for each material, will a recycling service provider pick it up? Or, will the contractor haul the material to a designated location? A template for a simple plan is provided below. The plan is submitted with the building permit application. The Building Services Division will review it. 2. Post the plan on the job site. Be sure everyone on the project understands the CWM plan and commits to following through with it. 3. Implement the plan. To help ensure the designated materials are separated from other construction waste, post signage. Monitor receptacles to ensure materials aren't ending up in the wrong place. Building inspectors will be spot checking during site visits for other inspections. The code requirement focuses on recycling four common materials. City of Fort Collins encourages building owners, designers and builders to plan ahead and more comprehensively manage construction waste. Some projects, such as Poudre School District's construction of new schools, result in over 90% waste diversion levels, with only small amounts of waste going to landfills. There are a mix of specialty providers and conventional waste haulers who also provide recycling services. I J archistruction® The Neenan Company Construction Waste Management Plan #2919A Multi -Use Historic Renovation November 7, 2014 Construction Waste Management Plan 2919A Multi -Use Historic Renovation Overview The Neenan Company (NEENAN) is committed to being an industry leader in construction through sustainable design and environmental best practices. NEENAN consistently looks at all aspects of a construction project to recycle all construction waste to the greatest extent possible. As contributing team members, all subcontractors will be required to assist the Project Team in achieving waste diversion goals put in place for this project. This project will try to recycle, reuse, and/or salvage a minimum of 75% by weight (or volume) of the waste generated onsite. This plan will guide the project team through the construction waste management process and outline best practices and procedures required to achieve the project's stated goal. Project Location: 2919A Multi -Use Historic Renovation 639 S. College Ave Fort Collins, CO 80525 TNC CWM Plan Coordinator: Sergio Ortiz, Project Manager LEED Project Waste Management Requirement: This project must divert from disposal (recycle/reuse) a minimum of 75% total waste as measured by weight. The project goal is to strive to divert from disposal (recycle/reuse) a minimum of 95% waste as measured by weight. Project Waste and Recycling Hauler: Waste -Not Recycling is the anticipated waste hauler on this project. Waste -Not Recycling is the anticipated recycling hauler on this project. Waste and Recycling Hauler Requirements: Recyclers, Waste Haulers, and Demolition/Salvage subcontractors will be required to provide receipts to NEENAN indicating, per haul, the following: weight in tons, material type, percentage of material recycled, and final material destination. In addition, demolition subcontractors will include the following in a Demolition Waste Management Plan and submit it with their bid: • Statement of commitment to meet NEENAN's and the project's waste and recycling goals • List of building materials that will be salvaged for resale, if applicable • List of waste materials that will be recycled • Identification of recycling facilities that will be utilized for each material • Identification of waste hauler that will be utilized and the facility at which where the waste will be disposed Communication Plan and Education Measures: As part of the RFP and buyout process, NEENAN has provided this Waste Management Plan (WMP) to all subcontractors and will discuss any concerns they may have regarding its implementation. During buyout, NEENAN and Subcontractor will discuss potential waste and recycling implications, such as anticipated materials and recycling implementation requirements, and will work together to reduce packaging waste. As part of this, Subcontractor is required to submit the attached Anticipated Recycled Materials Form. NEENAN will assign one on -site person responsible for ensuring each subcontractor is adhering to this Waste Management Plan. Waste prevention and recycling activities will be discussed at routine foreman's meetings with subcontractors once construction is underway. Subcontractor is expected to make sure their employees comply with this Waste Management Plan. All recycling containers will be clearly labeled in English and Spanish indicating acceptable and unacceptable materials. It is the responsibility of the subcontractor to clearly identify the materials they are using and what can be recycled. This list will be provided at time of project submittals for approval. Each subcontractor working on this site shall adhere to the Construction Waste Management plan best practices throughout the construction process. The best management practices for communication and education measures are as follows: • Attend an onsite meeting with subcontractors, where attendance is mandatory for the subcontractors' key field personnel in conjunction with the normal safety meeting. The purpose of the meeting is to reinforce participants' commitments to the project goals and requirements. • A copy of the CWM plan will be reviewed in its entirety, provides instruction in appropriate separation and handling procedures, and shows them the recycling areas. • Providing a list of acceptable/unacceptable materials for recycling or reuse and posting it on site. (Anticipated Recycled Materials Form) • Any subcontractor not complying with this plan will be subject to all back charges associated with correcting subcontractor's deficiencies. Subcontractor will be given 24 hour notice in writing to remove any materials that were improperly placed in recycling containers causing contamination. If subcontractor does not remove such material within the 24 hour period, NEENAN shall remove the material itself and back charge all associated time, material and equipment costs back to the subcontractor. Waste Reduction Measures: NEENAN acknowledges that the best way to divert waste is to not generate it in the first place. From this, NEENAN is committed to working with its subcontractors and suppliers to reduce packaging waste through proactive measures. Such techniques may include bulk packaging, reusing packaging, or using items such as blankets or shredded paper as packing padding. Waste Diversion Measures: At a minimum, this project will be recycling/reusing the following material: • cardboard • land -clearing debris • concrete masonry units • wood/clean dimensional lumber • concrete • asphalt • domestic recyclables/beverage • bricks • gypsum board containers • metals/steel Diversion measures include, but are not limited to: • Diverting salvageable materials from disposal where feasible, and storing them in a dry and clean area. • Designating an area on the construction site for a row of dumpsters, clearly labeled for source separation (if sorting waste onsite). • Scheduling measures on tight sites where all dumpsters are not needed all the time. • Requiring that recycling coordinators inspect all construction waste in the dumpsters before removal for compliance with CWM plan. ■ Requiring that wood -cutting occur in centralized locations to maximize reuse and make collection easier. • Ensuring that hazardous waste will be managed by a licensed hazardous waste vendor. ■ Making sure that C&D waste dedicated for recycling is not contaminated by other kinds of waste. • Labeling all recycling containers clearly and in the most appropriate languages, and locating them in close proximity to the building(s) under construction. • Containers shall be removed from the site by the recycling hauler and taken to the final destination for recycling and/or reuse. Weight tickets for each bin will be required. ■ If subcontractor takes their own materials offsite and does not utilize the provided recycling containers; the subcontractor shall provide in writing the amount of material taken, final location of material to be recycled at and final weight of such material so NEENAN can account for the waste diverted from the landfill. Waste recycling efficiency is optimized when source separation is implemented. When possible, NEENAN will provide separate areas for wood, metal, cardboard, plastic, wire, sheetrock, concrete, asphalt, carpet, glass, and ceiling tiles. When onsite source separating is not feasible, comingled bins will be employed and separated at a remote facility at a later date by the recycling service provider. These same principles will be applied to any demolition that occurs. NEENAN will ensure that its subcontractors share this level of commitment on all NEENAN projects. General domestic recyclables, such as beverage cans, water bottles, and newspaper, will be kept separate from the construction waste materials. Best practice measures for keeping materials destined for recycling and reuse free of contaminants and wet waste include, but are not limited to, the following: • Separation facilities: laying out and labeling a specific area on site to facilitate separation of materials for potential recycling, salvage, reuse, and return. • NEENAN shall provide small roll -off sorting containers conveniently located in various work areas; these should be well - marked and kept clean to prevent contamination. • NEENAN will make provisions for recycling containers to be labeled in English and Spanish, with acceptable/unacceptable materials posted. Wet waste cannot be introduced in the bins reserved for materials to be recycled. • Periodically consolidating the contents of the small sorting bins in the appropriate dumpsters. • NEENAN shall provide enough garbage containers for non -recyclable materials and locating them next to recycling containers. • Containers located near the driveway will be covered securely when not supervised to deter any contamination by the public. • NEENAN shall designate a specific eating area onsite and prohibit eating elsewhere on the site. • NEENAN shall designate an area where hazardous wastes will be separated, stored, and disposed of, in accordance with local regulations. Salvaged Materials: Salvageable materials will be collected and stored in a proper area for reuse, resale, or manufacturer pickup. The weight and volume of all salvaged materials shall be tracked for purposes of this WMP. Materials that will be salvaged on this project include: 1. Salvaged materials and material to be recycled shall be indicated on the demolition plan such as urinals, toilets, appliances, etc. 2. Any excavated rock will be crushed and used as fill onsite if not identified as hazardous in any way. 3. Any cobble, smooth rock or existing roof ballast shall be used for the entry vehicle tracking pad. 4. Existing trees removed may be kept onsite for future material use. Onsite Material Reuse: NEENAN will collaborate with its subcontractors to determine what materials can be recycled for reuse onsite (wood, soil, rock, concrete, asphalt) Recycling Calculations: Hazardous waste, excavated soil, and land -clearing debris are excluded from the recycling calculations that are part of this WMP.
