Air Care Colorado) - Estimated Street Oversizing Fee checked in with Jeff Bailey, City of Loveland, Transportation Engineer, 962- 2618, regarding what Loveland has estimated for their Street Capital Expansion Fee. The proposed facility in Loveland is 5-bays and would be located in the project known as Longview Midway, west side of Hwy. 287, north of the new Wal Mart. Loveland is basing their estimate on the traffic study prepared by Aaron Human at Martin and Martin. Since the proposed use does not have a specific category and trip generation rate in the I.T.E., the traffic study is basing its counts on existing facilities in the Denver metro area. The closest I.T.E. category would be "Emissions and Quick Lube" and this category was not viewed as a proper equivalent to Enviro-Test. The estimate in Loveland for a 5-bay facility is 406 trips per day. Loveland reduced this by 20% on the theory that 80% would be destination -specific trips and 20% would be impulsive drive -by trips. (I'm sure there is a more technical name for this.) Jeff did not elaborate on why Loveland conceded to this trip reduction. Loveland has a fee per trip of $226.71 based on their 2030 Capital Projects Master Street Plan (not the exact name but close). 406 x 80% = 324.8 trips per day. 324.8 x $226.71 = 73,635. Loveland has provided an estimate that the fee would be between $70,000 and $77,000. At the moment, their estimate includes several disclaimers as Loveland has not set the final fee amount yet. Note that Enviro-Test has not been issued a building permit yet.
