HomeMy WebLinkAbout418 LINDEN ST - SPECIAL INSPECTIONS - 12/30/2014PJ130 33a4 December 30, 2014 Jensen Consulting 37154 Dickerson Run Windsor, Colorado 80550 Attn: Mr. Jeff Jensen (Jeftgjensenconsulting.info) EARTH ENGINEERING CONSULTANTS, LLC Re: Construction Observation and Testing - Final Compliance Summary Report River District — Block One Mixed Use Development 418 Linden Street /4Ro LA YVdTA Fort Collins, Colorado EEC Project No. 1134129 Mr. Jensen: As you are aware, during various construction phases for the River District — Block One Mixed Use Development project, located at 418 Linden Street in Fort Collins, Colorado, Earth Engineering Consultants, LLC (EEC) personnel, provided observations and testing services of requested items on a part-time, as-needed/on-call basis. Reports concerning the services provided by EEC personnel were submitted to Jensen Consulting, (owner's representative), Brinkman Construction, (the general contractor), and to the project design team members' attention during the appropriate time periods as the test results became available. We have recently been asked by Mr. Andy Looney, and Mr. Evan Worsley, project superintendents with Brinkman Construction, to provide a summary and/or compliance letter addressing the services performed by EEC personnel, primarily, but not limited to the following: foundation observations including caissons installation and foundation wall and interior column reinforcement observations, post -tensioned slab (PTS) reinforcing steel and post -tensioning of cables/tendons for the main level elevated deck, as well as the 2nd and P level floor slabs, concrete masonry unit (CMU) periodic/"special inspection" during the construction of the stair cores and elevator shaft structures, non-destructive testing (NDT) services of various steel erection components, and earthwork related elements associated with the proposed development. During the foundation construction phase for the referenced project, EEC personnel provided full-time site observations and testing services for the installation of the straight shaft drilled piers/caissons, as recommended in the project -specific subsurface exploration report, (please refer to EEC's "Subsurface Exploration Report" dated October 25, 2011 and our Addendum No. 4396 GREENFIELD DRIVE WINDSOR, COLORADO 80550 (970) 545-3908 FAX (970) 663-0282 www.earth-engineering.com Earth Engineering Consultants, LLC Block One Mixed Use Development — Final Compliance Summary Report 418 Linden Street — Fort Collins, Colorado EEC Project No. 1134129 December 30, 2014 Page 2 1 Report dated April 10, 2012, EEC Project No. 1112066), and observation and testing services for the cast -in -place concrete foundation walls, interior columns and shear walls. EEC prepared bi-monthly "Summary of Caisson Observation" reports, detailing the installation of the 73 total straight shaft drilled piers completed for the project. EEC personnel provided site observations and field density testing of either on -site or imported fill material placed and compacted as engineered fill material within the interior floor slab areas for the building and associated site - work, backfill of foundation walls, and within on -site utility trenches. EEC personnel provided reinforcement observations of the foundation system/drilled piers, foundation walls, interior columns, shear walls, and floor slab requirements, along with special/periodic *inspection services/observations of reinforcement during the concrete masonry unit (CMU) wall construction phases. EEC personnel provided testing of cast -in -place concrete for the foundation system, the elevated PTS slabs/decks, and associated exterior concrete flatwork, along with grout, and prisms during the CMU construction phases. Based on our review of the outlined testing, as directed/coordinated by the general contractor and completed by EEC personnel on an as -needed basis, the final field density test results at the locations as described within each bi-monthly construction materials testing (CMT) / quality control (QC) report for the project, met the project compaction requirements for fill materials placed and compacted to redevelop interior floor slab elevations, backfill placed adjacent to foundation walls and on -site utility installation trenches. Laboratory compressive strength tests completed on the cast -in -place concrete and the grout, and CMU prisms for the CMU bearing walls conformed to the project specified minimum 28-day compressive strengths. During the main -level elevated deck/floor slab construction, as well as the 2nd and 3rd level floor slabs, (i.e., the post -tensioned -slab systems), EEC personnel provided observations of placed reinforcing steel and post -tensioning cables/tendons. Specific observations and reference to plan details were submitted in our periodic/bi-monthly summary reports for the deck/floor slab area on March 19, 2014, the 2nd level floor slab on April 22, 2014, and the 3rd level on May 28, 2014. The post tension cables and reinforcing steel observed by EEC personnel for the project, appeared to be placed and constructed in general accordance with project plans and specifications. Earth Engineering Consultants, LLC Block One Mixed Use Development — Final Compliance Summary Report 418 Linden Street — Fort Collins, Colorado EEC Project No. 1134129 December 30, 2014 Page 3 Following observations of the floor slab reinforcing steel and post -tension cables/tendon for the project, EEC personnel tested the Portland cement concrete that was delivered to the site for the PTS construction. Field testing performed on the plastic concrete included slump, air content and concrete temperature. The ambient air temperature was also recorded. Concrete cylinders were cast for laboratory curing and subsequent compression testing. Based on our review of the concrete compression tests, it appears that the concrete compressive strength at 28 days exceeded the project specified 28-day requirements. During tensioning of the post -tension cables, EEC personnel visited the site to observe and measure the final cable elongations for each main -level deck area. Results of our observations were submitted to the project structural engineer for review. Observations of reinforcement within the foundation system for the project, (i.e., the drilled piers, concrete cast -in -place foundation walls, interior columns and shear walls, and CMU walls), were completed by EEC personnel and bi-monthly CMT/QC reports were submitted to your attention during the appropriate periods as the results became available. Based on our review of the outlined observations, we believe the reinforcement within the foundation system(s) for the project, and the structural related elements were placed, and constructed in general compliance with the project plans and specifications. Observations for the structural steel erection, welding and bolt connections were completed by EEC's in-house ICC *inspector (term applied to in association with *inspection), and reports were submitted to your attention during the appropriate periods as the results became available. Based on information received and previously reported, we believe the structural steel, weld, and bolted connections, as reported by EEC's in-house ICC certified *inspector, were in general compliance with the project plans and specifications.
