Subject: Montessori School Expansion
Emma,
I was out of town for the recent neighborhod meeting concerning the
proposed expansion of the Montessori School located on Valley Forge Drive.
Upon talking to neighbors who attended, I offer the following
observations and concerns which I request be considered by the applicant,
the City and the Planning and Zoning Board:
-My greatest concern is that the proposal to expand to 25 students is
beyond the capacity of the site with regard to off street parking. The
applicants have indicated that their solution is to enter into a private
agreement with the property owner to their south for parking. This could
meet the criteria for the parking requirement but it relies on an
agreement into the future based on the current use and owner of the
adjacent site. If that property were to change hands, would there be
assurance that the new owners would honor the agreement? To asure that
the neighborhood is protected from any change in the private aggreement, I
request that any approval be contitioned on the use of the adjacent
property to be used to meet the parking requirements. If this aggreement
were voided, the Montessori School would be required to return to a limit
of 15 students unless another solution acceptable the the neighborhood can
be found.
-To accomodate the increased enrollment, the garage is to be converted to
classrom space. This would require the garage door opening be made into a
wall. I request that an appropriate archetectural treatment be employed
such that the curb appearance of the school be compatible with the
surrounding homes.
-Since the garage is on a concrete slab, I request the applicant propose
an appropriate floor treatment to accomodate the comfort of the children.
-in a similar vein I request the applicant propose adequate lighting and
ventilation through a combination of windows and skylights.
As a member of our neighbrohood steering committee, I speak for many of
our neighbors in expressing our satisfaction with the current arrangement
we have with the school. We consider the school to be an asset to the
neighborhood. We are happy that the school has been so successful that
they are contemplating expansion. We are suportive of the expansion if
the concerns expressed above can be successfully met.
