Dear Mr. Frakes:
Terracon Consultants, Inc. (Terracon) provided construction materials engineering, testing,
observation, and inspection services for the Aspen Heights Student Housing project. The purpose of
this compliance summary is to state to Aspen Heights, the Architect of Record, and the structural
Engineer of Record that, to the best of our knowledge, the construction on the building address and
referenced permit number above has been completed in substantial conformance with the approved
contract documents and with the provisions of the applicable building code. In the capacity of the
Owner's testing and inspection agency, Terracon continues to issue periodic reports throughout the
projects, which detail the on -site special inspection and testing. Terracon reported that the work
requiring special inspection was, to the best of the inspectors knowledge, in general conformance
with the approved plans, specifications, and applicable workmanship provisions of the code.
Exceptions and outstanding discrepancies noted (if any) for the project are presented in each of the
following items.
Our scope of services included observation, testing, and inspection of post -tensioned foundations
and concrete construction items. Terracon has issued periodic reports throughout the duration of
the construction summarizing the results of our testing, observation, and inspection services for this
project. We recommend the project structural Engineer of Record review the observation and
test reports for acceptance as meeting the project criteria including the outstanding
discrepancies (if any) listed in each of the items below.
Post -Tensioned (PT) Foundation/Stressing
As requested, Terracon observed cable layout and stressing of post -tensioned (PT) cables on a full-
time basis for the structural concrete placement at the address referenced above. Our observations
indicated the PT cables observed by Terracon were in general accordance with the provided plans
and specifications with any applicable exceptions noted herein. A summary of the observations and

stressing records were provided in written reports upon completion. Based on our observations and
review of reports prepared for this project, we believe the post -tensioned foundations were
constructed in general accordance with the plans, specifications, and Geotechnical Engineering
Report.
Concrete
We performed one (1) concrete test during placement of portland cement concrete for this building
address. Concrete testing consisted of testing for fresh concrete physical properties and casting of
concrete cylinder specimens for compressive strength testing. Testing was performed for concrete
placed for building foundation grade beams and structural slab. The test results indicated the concrete
was within specified limits for physical properties and compressive strength.
Conclusion
This report has been prepared for the exclusive use of providing test data and observations to
document the post -tensioned foundations and concrete construction operations conducted for the
referenced address. The opinions and conclusions presented have been derived in accordance with
generally accepted materials engineering practice. No other warranty, express or implied, is made.
It should be noted that our testing and observation services were performed on an as -requested
basis, and only when requested by the above -listed client or their designated representative. We
offer no opinion regarding materials not tested or observed by Terracon representatives.
This letter is prepared for the exclusive use and reliance of our client. Use or reliance by any other
party is prohibited without the written authorization of our client and Terracon. This letter does not
impact in any way the rights and obligations of third parties, including contractors and subcontractors
who may have provided the construction materials and/or construction services tested or observed.
