We met with the consulting team and a Pike representative for the project yesterday to give them the city's initial comments and I wanted to give you a sense of where we are on this project. The project has been submitted to us requesting approval from the Planning and Zoning Board for 15 apartments (total of 38 bedrooms) and a fraternity use. We treat the apartments as a multi -family development and the city's definition of a fraternity requires that the fraternity be "affiliated with Colorado State University'. My understanding is that the Pikes are not currently affiliated with CSU and if that's the case, then they would not meet our fraternity definition. So far, they have resisted our suggestions to request approval only for the apartment units, since they say they aren't planning on having the fraternity use until some point in the future. They've stated an interest in being "transparent" as why they want to include the fraternity use in the project. I'll be finalizing our first round of review comments tomorrow and wanted to make sure I was current on your thinking about this situation. We do expect a second submittal and round of review to take place before this project is scheduled for a public hearing. If the project ends up only being 15 apartments, then it would be considered at a public hearing before our Hearing Officer. If the fraternity component is still included, it would require Planning and Zoning Board approval. They have still been recruiting, which means per the outcome letter, we aren't close. However, I will share that from time to time, PIKE members/alums will talk with us about potentially re -affiliating at an early period.... but, that is to be determined. There has not been any timeline or movement on their part to safely assume that will actually happen. I am definitely interested in the outcome of this project. You are correct, PIKE is not recognized as a student organization and/or Fraternity by Colorado State University. They have no affiliation or involvement with any of our other fraternal organizations on campus. I would assume that they are interested in the Fraternity zoning in hopes that they will sometime be affiliated and, I think there is interested in placing their letters/name on the building — which is important for groups. The apartment units are interesting — as a Greek Community policy, all of our fraternal facilities are expected to be alcohol free. I wonder what the implications of having separate units/addresses for spaces in which the fraternity is responsible for and/or is encouraging/requiring members to live in. That will definitely be a point of deep discussion when and if the group is interested in re -affiliating with the University and Greek Community.
