HomeMy WebLinkAboutAMENDED CSURF CENTRE FOR ADVANCED TECHNOLOGY - ODP - MJA110001 - SUBMITTAL DOCUMENTS - ROUND 1 - CORRESPONDENCE-CONCEPTUAL REVIEW10. If this proposal is unable to satisfy any of the requirements set forth in the LUC, a Modification of Standard Request will need to be submitted with your formal development proposal. Please see Section 2.8.2 of the LUC for more information on criteria to apply for a Modification of Standard. No modifications of standards are necessary. 11. An Amended ODP, when submitted, will be evaluated by staff against Section 2.1.3(B), Section 2.2.1 l(B) and Division 2.3 of the LUC before any public hearing could be scheduled for a decision on the ODP. On the proposed Amended CSURF Centre for Advanced Technology ODP (dated 12/28/10) there appears to be a line along the north side of the Larimer No. 2 Canal that looks like the ODP Boundary. What is meant by this? The ODP of record does not show this line. Parcels A & B, south of the canal/irrigation ditch, are included in the ODP of record. That line was added by mistake. It has since been removed. 7. The proposed development project is subject to a Type 2 (Planning and Zoning Board) review and public hearing. The applicant for this development request is required to hold a neighborhood information meeting prior to formal submittal of the proposal. Neighborhood meetings offer an informal way to get feedback from your surrounding neighbors and discover any potential hiccups prior to the formal hearing. Please contact me, at 221-6750, to assist you in setting a date, time, and location. I and possibly other City staff, would be present to facilitate the meeting. As set forth in Section 2.2.1(A)(2) of the Land Use Code, a conceptual review is mandatory for all Overall Development Plans; and, conceptual review must occur at least one day prior to submittal of an application for an ODP to the City for review. In this case the conceptual review is being held on January 10, 2011 and no submittal date and time has been scheduled. Acknowledged. 6. As set forth in Sections 2.2.2(B)&(D) of the LUC, a neighborhood meeting shall be required on any development proposal that is subject to Planning & Zoning Board review; and, if a neighborhood meeting is required, the meeting shall be held prior to submittal of a development application to the City for approval of an ODP. Mitigation will not be discussed until an Ecological Characterization Study (ECS) has been completed. Secondly, the am ount of parking as shown, ends up bringing the development footprint within the buffer zone for the wetlands. What is the minimum number of spaces needed? Reduction in parking may bring the footprint outside of the buffer zone. This comment is in response to the initial conceptual plan for the PDP. This letter is addressing comments directed at the ODP. Acknowledged (however, this only applies to PDP and Final Plan submittals) Number: 75 Created: 10/2912009 (10/29/09] The design engineer did use the information from the drainage study entitled "Hydraulic Analysis of the Horticulture Center Outfall Channel" by Anderson Consulting Engineers, Inc., dated September 4, 2002. A model was run that showed the increased volume of runoff would cause a rise in the downstream pond; therefore, onsite detention is needed. There is 0.1 ac.-ft. of storage proposed which seems small but when modeled may be enough to show no rise in the downstream pond. The modeling should be submitted for review as soon as possible since a larger detention area may affect the site layout. The engineer does not need to wait for the formal submittal to have the information reviewed. The culvert under Rolland Moore Drive was sized for the 100 year runoff from the proposed site. The design engineer should verify that the culvert has the required capacity and document it in the drainage report. This comment does not apply to the ODP. Please seethe Overall Drainage Report letter for additional information.
