In that section, Steve Olt, seinor planner for the City of Fort Collins says that the appeals are very extensive and will require a significant amount of time to respond to the allegations. WHAT? The city is out of it now. According to policies and laws, Current Planning has nothing to do with this from here forward, other than presenting materials submitted by the parties in the appeal to the decision makers. Speaking with Mr. Steve Olt this morning, he could not tell me under which policy or procedure he had been directed to prepare a response to the 'allegations' contained in the appeal. That is because there is none. His response is not necessary, asked for or in any way material to the appeals process. Steve Olt's assertion that Current Planning has been directed by Council, the arbiters of the appeal, to prepare a response is erroneous. When has Council acted, by virtue of their authority as granted by Charter or Code, to direct staff to prepare a response? It hasn't. This is simply more of City Staff doing whatever it can to assist the applicant. It is also one more betrayal of staff s unfamiliarity with the code and policies they are paid to administer. I say one more, because the appeal itself contains numerous citations documenting the same unfamiliarity. It is also one more indication that the affairs of the City of Fort Collins are inclined to to drift toward illegalities to satisfy the 'direction' of the executive administration. If anyone in Current Planning had it together, this entire controversy would never have happened, someone would be building new housing on the site and everyone would be happy as clams. Couldn't possibly happen that way, of course. I've spoken with someone at Rams Village (a similar development) and they currently have 30%vacancy for next year. That certainly will not happen again. For some reason he thinks that, as he said in his comment to the Coloradoan, Current Planning's work is done as the City prepares for Council's deliberations of the 2 appeals.
