Topic: General Number: 1 Created: 05/06/2011 05/06/2011: The City Engineer has approved your request not to terminate Summer Street in a 100' diameter culdesac and will accept the drive aisle with the Emergency Access and Access Easement provided that the sidewalks to Lake, Summer and Prospect are also placed in access easement and that the "hammerhead turnaround" remains free and clear to the public. I will need to see the updated plan sets prior to hearing to make sure that this has been done. Number: 2 Created: 05/06/2011 05/06/2011: Summer Street must be terminated using the radius style curb return (see Illinois Street in Rigden Farm) as discussed in previous meetings. The method currently shown is what we use to narrow down a public street midblock, not what is used at intersections. The radius style curb also has the benefit of not effecting the driveway configuration for the property owner immediately to the west of this project nor does it eliminate as many on street parking spaces. Flowline and centerline profiles will be required in Final Compliance. Number: 3 Created: 05/06/2011 05/06/2011: Summer Street sidewalk connection - Sidewalks can not be widened in increments of less than 4' so the area of taper must be completely removed and then reconstructed to the wider width. I suspect that the curb and gutter is attached to the existing sidewalk as well so you will need to remove and replace all sidewalk as far as you are removing the curb and gutter. All removed or newly constructed sidewalks must be put back detached to the current standard of 4.5' wide. Project: Islamic Center of Fort Collins Project Description: This is a request for a new mosque (praying area), children playing area, gymnasium and elementary school for the Islamic Center of Fort Collins on 3.26 acres. The project will be constructed in phases, with the mosque being Phase One, the school being Phase Two, and the gymnasium being Phase Three. Phase one will consist of a two story, 11,600 sq ft building with an approximate 6,900 sq ft unfinished basement. The main prayer hall will have a capacity of 340 persons and the mezzanine will have a capacity of 130 persons. Parking will be provided onsite and also in the existing parking lot of the Plymouth Congregational Church per a shared parking agreement, as the two congregations worship on different days (Fridays and Sundays). The building will not only represent Islamic architecture by including a dome and a minaret, but will also include an exterior in the Northern Colorado vernacular. In this respect, this building will be unique in its architecture and will add to the diverse cultural identity of Fort Collins. This fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: L Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. 6 Have appropriate maintenance agreements that are legally binding and enforceable. 4 Be designated on the plat as an Emergency Access Easement. 4 Maintain the required minimum width of 20 feet throughout the length of the fire lane (26 feet on at least one long side of the building when the structure is three or more stories in height). If the building is equipped throughout with an approved automatic fire -sprinkler system, the fire code official is authorized to increase the dimension of 150 feet. PLEASE NOTE: Make sure the EAE is either shown on the plat or if not platting, then it needs to be dedicated by separate document.
