HomeMy WebLinkAboutWOOD STREET ANNEXATION & ZONING - ANX120001 - SUBMITTAL DOCUMENTS - ROUND 1 - PETITIONThe petitioner requests that the property be annexed within the Urban Estate zone district pursuant to the standards outlined within the Land Use Code of the City of Fort Collins for that zone district. No conditions for the zone district are requested. 4(i) Statement of consistency of the requested zoning to the City Structure Plan. Annexation of the property at 912 Wood St. is requested under Urban Estate Zoning as outlined in the City Structure Plan and Northwest Subarea Plan. Within the Northwest Subarea Plan, the area is designated as The Poudre River and Bluffs and as such, cluster development patterns are preferred. As described within the Northwest Subarea Plan, the intent of the Urban Estate zone district in this area is to protect the character of the low -density residential pattern and potentially achieve trail connections through neighborhoods while providing private and public open space in a wildlife friendly manner. The property also will serve as a transition zone between more intense urban and residential development to the south and the Poudre River corridor to the north. 5 Provide a statement of principles and policies and consistency with the City Structure Plan being achieved by zoning of the property to the district being proposed by the applicant. Compact Development Pattern Within the Northwest Subarea Plan, this area is designated for potential cluster development which would help preserve more community open space and achieve the compact development pattern goal. Interconnected System of Open Lands Open space within the property can easily be connected to the Poudre River Trail and Martinez Park, as the property is adjacent to the Trail. Growth Management Area Boundary The property is located within the Growth Management Area Boundary. Multiple Means of Travel The adjacency of the property to the Poudre River Trail will allow cycling and walking to be exceptionally convenient means of travel to and from the property, in addition to driving and bus routes. Density The city structure plan recommends a minimum of 5 DU/ACRE for new neighborhoods, which can be achieved through the Northwest Subarea Plan's preferred cluster development pattern for this parcel. Redevelopment and Infill Development of this parcel will be a redevelopment of the existing Bender Mobile Home Park. Transportation Choices The adjacency of the property to the Poudre River Trail will allow cycling and walking to be exceptionally convenient means of travel from the property, in addition to driving and bus routes. 6 Provide a list of names, addresses and phone numbers of any retailers located within the boundaries of the annexation. Not applicable. 912 Wood St. Annexation Page 2 of 2 ANNEXATION SUPPLEMENTAL INFORMATION Russell + Mills Studios 123 April 2012 912 Wood Street Annexation Annexation Supplemental Information 4.23.2012 The proposed 912 Wood Street property requested to be annexed into the City of Fort Collins City Limits is located at the northern terminus of Wood Street and is adjacent to the Cache La Poudre River and Poudre River trail. The property is approximately 17.344 acres and is within the Growth Management Area of the City of Fort Collins. The City Structure Plan and Northwest Subarea plan designate the property to be annexed within the Urban Estate zone district. Petition for Annexation Supplemental Information 4(a) A statement indicating that the requirements of the Colorado Annexation Act have been met. This annexation request complies with the requirements as set forth by the Colorado Annexation Act of 1965 as amended and the requirement as set forth by the City of Fort Collins Annexation Requirements and checklist. Additionally the property is currently adjacent and contiguous to 2157.13 feet of the City of Fort Collins Municipal Boundary. The total perimeter of the proposed annexation is 3786.09 feet thus requiring a minimum of 1/6th of the annexation perimeter or a minimum of 631 feet of contiguity with the current City Limits to be eligible and legally required for annexation consideration. This property would consist of 56.9% of contiguous perimeter to the City of Fort Collins Municipal Boundary. 4(b) Provide a statement indicating that the signers of the petition comprise more than 50% of the landowners in the area and own more than 50% of the area proposed to be annexed. The signers of the Petition for Annexation comprise more than 50% of the landowners of the area requesting to be annexed and own more than 50% of the area proposed to be annexed to the City of Fort Collins. 4(c,d & e) Petitioners signatures, date of petitioners signatures, and affidavit that the petitioners signatures are those of the persons it purports to be. The annexation petition is provided and contains this information. 4(f) Provide a request of the City of Fort Collins to approve the Annexation and Zoning as indicated. The signers of the Petition for Annexation hereby request the City of Fort Collins to Annex and Zone the property into the Urban Estate zone district in The City of Fort Collins City Limits as indicated in the provided Petition for Annexation, dated April 23, 2012 4(g) Provide a statement as to why it is necessary and desirable for the City of Fort Collins to annex the area. The proposed annexation area is within the City of Fort Collins Growth Management Area and, based on the City's Intergovernmental Agreement with Larimer County, the property is required to be annexed into the City Limits prior to allowing any further development to occur. Annexation is further supported by the goals of the Northwest Subarea Plan, where the area is delineated as a future component of the Urban Estate Zone District within the Poudre River Bluffs and Hills. Finally, the existing land -use of the parcel is residential and has been occupied by the Bender Mobile Home Park, where a significant portion of the land has been used for industrial material storage, automobile storage and other light industrial type uses. This use has left the property in a degraded, and somewhat unregulated state. Further, as an express conditi on of annexation, Petitioners consent to the inclusion into the Municipal Subdistrict, Northern Colorado Water Conservancy District (the "Subdistrict") pursuant to §37- 45-136(3.6) C.R.S., Petitioners acknowledge that, upon incl usion into the Subdistrict, Petitioners' property will be subject to the same mill levies and special assessments as are levied or will be levied on other similarly situated property in the Subdistrict at the time of inclusion of Petitioners' lands.
