Both of these neighborhoods will achieve acceptable operation with regard to the "Directness" category of the pedestrian level of service without the pedestrian connection through Observatory Village, Parcels A & B. The park in the center of Observatory Village, Parcels A & B is considered to be a "pocket park" for Parcels A & B. There are other "pocket parks" within other neighborhoods throughout the Observatory Village development. Star Gazer Park, which is located in the southeast quadrant of the Cinquefoil/Galileo intersection, is the main park for the entire Observatory Village development. Due to the proximity of this large park, it is not likely that this "pocket park," within Parcels A & B, will draw much pedestrian traffic from other neighborhoods. From the foregoing street volume analysis, it is concluded that the daily traffic volume on Galileo Drive, just east of Lady Moon Drive, will be less than 1500 vpd. In addition to this, the preliminary pedestrian level of service analysis shows that acceptable operation will be achieved with regard to the "Directness" category of the pedestrian level of service. Ward Stanford, Fort Collins Transportation Engineering Matt Wempe, Fort Collins Transportation Planning FROM: Matt Delich DATE: September 29, 2010 SUBJECT: Observatory Village, Parcels A & B, Galileo Drive street volume and preliminary pedestrian analyses (File: 1048ME01) This memorandum addresses the daily traffic volume on Galileo Drive and a pedestrian analysis regarding directness as it pertains to the Observatory Village, Parcels A & B development. Observatory Village, Parcels A & B is located in the southeast quadrant of the Lady Moon/Rock Creek intersection in Fort Collins. On the current site plan for Observatory Village, Parcels A & B, there is a proposed street intersection (A Street) on the north side of Galileo Drive, approximately 172.5 feet (on -centers) east of Lady Moon Drive. This intersection spacing is adequate, as long as the daily traffic on Galileo Drive does not exceed 1500 vehicles per day (vpd) at this location. Figure 1 shows the adjacent neighborhoods that would contribute traffic to Galileo Drive. Table 1 displays the break -down of the daily trip assignment for the respective neighborhoods adjacent to Galileo Drive. As shown on Table 1, the daily traffic volume on Galileo Drive (1061 vpd) does not exceed 1500 vpd. With regard to the pedestrian analysis, the Observatory Village, Parcels A & B site is located within an area termed as a "Other," which sets the level of service threshold at LOS C for all measured factors. In addition to this, since it is a residential development and within. 1.5 miles of various schools, the "School Walk Area" criteria would be used with regard to pedestrian level of service for elementary, junior high, and high schools. "School Walk Area" sets the level of service threshold at LOS B for all measured factors, except for the category of "Visual Interest and Amenities," which is LOS C. This development is proposing not to construct an east/west pedestrian connection through the middle of the property. There is a concern that the "Directness" category of the pedestrian level of service will be unacceptable for the properties to the east of Observatory Village, Parcels A & B. Level of service B is achieved if the actual distance/measured distance ratio (A/M ratio) is 1.4 or less. The A/M ratio for the neighborhood directly to the east of Observatory Village, Parcels A & B (Area C on Figure 1) was calculated at 1.06 for Fossil Ridge High School. The A/M ratio for the
