SUBJECT: One Boardwalk Place Transportation Impact Study

This memorandum addresses the transportation impacts of the proposed One Boardwalk Place. One
Boardwalk Place is proposed to be located in the southwest quadrant of the Lemay/Boardwalk-Keenland
intersection in Fort Collins. The site location is shown in Figure 1. One Boardwalk Place will consist of 24
apartment dwelling units. The scope of this study was discussed with Ward Stanford, Fort Collins Traffic
Operations Engineer. A brief memorandum was requested. The base assumptions form is provided in
Appendix A. There are sidewalks along developed parcels of land within 0.25 miles of the site. There are bike
lanes on Lemay Avenue, Boardwalk Drive, and Keenland Drive.
Lemay Avenue is classified as a four -lane arterial street on the Fort Collins Master Street Plan. It has
two through lanes in each direction with a designated left -turn lane at the Lemay/Boardwalk-Keenland
intersection. The posted speed on Lemay Avenue is 40 mph. Boardwalk Drive is the west leg of the subject
intersection. It is designated as a collector street. The posted speed is 30 mph. Keenland Drive is the east
leg of the subject intersection. It is designated as a collector street. The posted speed is 25 mph. The
functional approach geometry on both Boardwalk Drive and Keenland Drive has a through/left-turn lane and a
right -turn lane.
Figure 2 shows recent peak hour counts at the Lemay/Boardwalk-Keenland intersection. The count
data was obtained in May 2009 by the City of Fort Collins. Raw traffic data is provided in Appendix A. In
discussions with Ward Stanford on June 6, 2011, it was agreed that the existing available counts would be
used. This site is in a low density mixed use residential neighborhood. At signalized intersections, acceptable
motor vehicle operation is level of service D for all components of the intersection. At stop sign controlled
intersections, acceptable motor vehicle operation is level of service C for any approach leg of a collector/local
intersection. The site access driveway is considered to be a local street, for analysis purposes. Table 1
shows the current peak hour operation at the Lemay/ Boardwalk-Keenland intersection. Calculation forms are
provided in Appendix B. A description of level of service for signalized and unsignalized intersections from the
2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections)
are also provided in Appendix B. The Lemay/Boardwalk-Keenland intersection operates acceptably during the
peak hours.
Figure 3 shows the site plan for One Boardwalk Place. One Boardwalk Place is proposed as 24
apartment dwelling units. Access to the site will be via a single driveway access to Boardwalk Drive,
approximately 300 feet west of Lemay Avenue, on -centers. Trip Generation. 8�h Edition, ITE was used as a
reference in calculating the trip generation. Table 2 shows the trip generation for One Boardwalk Place.
