The proposed annexation and zoning, as well as the proposed amendment to the
zoning map (rezoning), are both expressly conditional upon the Developer's and the
City's approval of a mutually acceptable site -specific development plan, and the
execution of a mutually acceptable development agreement, all as provided by
Section 2.9.4 of the City of Fort Collins Land Use Code and C.R.S. 31-21-115(5).
