Convenience retail stores w/fuel sales are, of course, prevalent and may or may not contain a car wash (as an accessory use). Car washes as a principal use (defined as vehicle minor repair, servicing & maintenance) are not permitted in the LMN District. Secondly, you are correct about there being several tracts in the East Ridge development that were approved as Future N/C (neighborhood center) on the PDP and are proposed to remain as such on the Final Plans. They are in close proximity to one another. City Planning staff has discussed the East Ridge C-Store PDP proposal and agree that, as a phase of the neighborhood center, it contains just one use: a convenience retail store w/fuel sales (and an accessory car wash). However, there are 3 other tracts identified as part of the 'overall' neighborhood center that can & must provide at least one more use other than a c-store, as listed in Sections 4.5(13)(2)(c)3, 4.5(13)(3)(c)l, and 4.5(D)(3)(c) of the LUC. Also, somewhere within or adjacent to the overall" neighborhood center there must be an outdoor space that satisfies the requirement set forth in Section 4.5(D)(3)(e) of the LUC. Staff recommends that East Ridge C- Store PDP Site Plan recognizes this requirement and, in some way, states that one or more other non- residential uses and an outdoor space will be provided on Tracts D, E, and V. Could you tell me which district allows for carwashes w/ fuels sales, I am not seeing any? Also, the second part of the comment mentions that 2 uses are required in the neighborhood center, this is only one parcel out of several that will eventually comprise the neighborhood center of East Ridge, so does this parcel need to contain 2 uses?
