Cameron suggested I contact you. 1) It's clear we can support a second red dot, 2) because of this being a very good location for it, and 3) because it does not look crucial to hang on to the C designation for a number of reasons. I am comfortable writing those things up and stating that the Structure Plan "needs to be changed" in response to this request, for those reasons. What I am not yet sure about is the configuration, with the strip of NC along College. The NC totals about 35 acres. It does not look like City Plan to me. It looks more like a half -mile of highway strip commercial. The reason for this conguration is... [This is where I am having trouble with sound policy. The reason I have heard is that the applicant questions the market for MMN uses, and so prefers the flexibility of more retail, gas stations, and other commercial uses. These uses would then buffer the apartments from the highway This feels weak to me. Then I look at the conceptual site plan and it doesn't make me feel any better. Us Advance Planners would feel more comfortable about policies if the NC only extended about halfway across the property - closer to about 20 acres, more focused, more surrounded by MMN, less of an arterial strip. We understand the thinking behind the proposal. Any help on policy insight? Do you definitely support the configuration?] Another point: I would bring builidngs together along the neighborhood streets, not line the highway, and then place screened parking lots along the highway. The highway is LOUD, and drivers don't care about pedestrian scale buildings and spaces - a green edge of parking lot screening is fine for the highway motorist. This is the issue the Design Manual wrestles with on p. 3.5.3 20. The concetp plan does not reflect this approach.
