The Fossil Creek Building #5 development is located west of College Avenue (US287) and south of (adjacent to) Cameron Drive, in Fort Collins. The site location is shown in Figure 1. The Fossil Creek Building #5 site is currently vacant. The Fossil Creek Building_#5 will consist of 12,400 square feet of general office uses. The short range future was determined to be year 2009. The scope of this study was discussed with the Fort Collins Traffic Operations Engineer. A brief memorandum was requested. The Base Assumptions form is provided in Appendix A. Sidewalks in this area are sporadic. There are no sidewalks along Cameron Drive. There are sidewalks on Fossil Creek Parkway. The Mason Trail is to the west of the site and the Fossil Creek Trail to the south of the site. There are bicycle lanes along College Avenue. Figure 2 shows recent peak hour counts at the College/Fossil Creek -Cameron intersection. The count data at College/Fossil Creek - Cameron intersection was obtained in June 2007, by the City of Fort Collins. Raw traffic data is provided in Appendix B. Table 1 shows the current peak hour operation of the College/Fossil Creek -Cameron intersection. Calculation forms are provided in Appendix C. The College/Fossil Creek -Cameron intersection operates acceptably during the peak hours. A description of level of service for signalized intersections from the 2000 Highway Capacity Manual and a table showing the Fort Collins Motor Vehicle LOS Standards (Intersections) are also provided in Appendix C. The Fossil Creek Building #5 site is in an area termed "commercial corridor." In "commercial corridors," acceptable overall operation at signalized intersections during the peak hours is defined as level of service D or better. At signalized intersections, acceptable operation of any leg and any movement is level of service E.
