These need to be changed to Skyline Honeylocust or another species on the approved city list. See comments on attached plant. These plant notes should be added to the landscape plan. The soil in all landscape areas, including parkways and medians, shall be thoroughly loosened to a depth of not less than eight (8) inches and soil amendment shall be thoroughly incorporated into the soil of all landscape areas to a depth of a least six (6) inches by tilling, discing or other suitable method, at a rate of at least three (3) cubic yards of soil amendment per one thousand (1,000) square feet of landscape area. A permit must be obtained from the City Forester before any trees or shrubs as noted on this plan are planted, pruned or removed on the public right-of-way. This includes zones between the sidewalk and curb, medians and other city property. This permit shall approve the location and species to be planted. Failure to obtain this permit may result in replacing or relocating trees and a hold on certificate of occupancy. The developer shall contact the City Forester to inspect all street tree plantings at the completion of each phase of the development. All tres need to have been installed as shown on the landscape plan. Approval of street tree planting is required before final approval of each phase. Failure to obtain approval by the City Forester for street trees in a phase shall result in a hold on certificate of occupancy for future phases of the development. Swamp White Oak is used on this project as a landscape tree. This species does not survive in Fort Collins soils. Chinkapin Oak Quercus muehlenbergii looks similar to Swamp White Oak. After discussion at staff review on December 19th it was determined that the plans with this development proposal are in a condition to be able to be scheduled for a Planning & Zoning Board public hearing. Therefore, the item has been placed on the January 17, 2008 P&Z Board agenda. However, several departments need to see some revised plans prior to the hearing. Please contact City staff directly for information on what they need and by when to enable the item to stay on the agenda (see comment #81, page 4, of this comment letter). Be sure and return all red -lined plans when you re -submit documentation. A separate Landscape Plan should be provided. Number: 4 Created: 12/ 13/2007. [12/ 13/07] There needs to be at least one Van Accessible handicap space which needs to be an overall width of 16 feet and signed as "Van Accessible". Please note it on the Site Plan. Page 15 Please clarify the grading at the west end of the south entrance, what elevation will the storm line be at? If possible provide an inlet at that location rather then just a flared end section. Topic: Hearing items Number: 71 Created: 12 / 20 / 2007 [12/20/07] Items needed prior to hearing (by January 3, 2008): * Letter of intent from the ditch company for approval of grading along ditch right of way. * Letter of intent from the Parkway Townhomes HOA for construction of north retaining wall. * Revised pond grading providing maintenance access and softening the overall look of the pond with some landscaping. Topic: Site and Landscape Plans Number: 70 Created: 12 / 20 / 2007 [ 12 / 20/ 07] Please clearly label proposed retaining walls on both the Site and Landscape Plans. It would help if storm lines shown on the Landscape Plan are faded back and please make sure that the lines are consistent between Site and Landscape Plans, and Utility Plans. Topic: Storm line Number: 20 Created: 12/ 18/2007 [ 12 / 18/ 07] The plans call for a 3'x6' box culvert to provide needed detention. It is suggested that the 0.05 Acre-feet of detention be provided by seeking a variance to the ponding depth in the parking lot if possible. This variance would be approved as long as ponding does not exceed 18 inches at any point. If not please consider the use of underground detention systems in the parking area that will have better access for maintenance purposes. Topic: Utility Plans Number: 22 Created: 12/ 18/2007 [12/ 18/07] Please call out the type and size of all existing and proposed storm drainage facilities on the master Utility Plan (Sheet 3). Please show 100 year HGL on all storm profiles. Please add notes specifying that: Maintenance of storm sewers outside the right of way shall be the responsibility of the owner. Please consider a smoother transition between existing sidewalk and new sidewalk in the southwest section of the development. Department: Stormwater-Water-Wastewater Issue Contact: Basil Hamdan Topic: Ditch company approval Number: 69 Created: 12 / 20 / 2007 [12/20/07] A letter of intent agreeing in principle to the proposed improvements is required from the ditch company prior to hearing. At final full ditch company approval will be required. Topic: Drainage Plan Number: 21 Created: 12/ 18/2007 [12/ 18/07] Please provide a pond summary table. Topic: Erosion Control Plan Number: 72 Created: 12 / 20 / 2007 [12/20/071 Please provide a silt fence along ditch to help protect ditch from sediments during construction activities. Topic: Grading Number: 19 Created: 12/ 18/2007 [12/ 18/07] Please provide a tier stepped wall on the north and west side of the detention pond. This will help for maintenance access and for visual esthetics. Clearly designate pond overflow elevation and compare to proposed building minimum opening elevations. The retaining wall shown along the north property line is right on the property line. A construction easement may be needed from the Parkway Townhomes HOA to build this wall. Page 13 ❑ Be designed as a flat, hard, all-weather driving surface (asphalt or concrete) capable of supporting fire apparatus weights. Compacted road base shall be used only for temporary fire lanes or at construction sites. ❑ Have appropriate maintenance agreements that are legally binding and enforceable. ❑ Be designated on the plat as an Emergency Access Easement. ❑ Maintain the required minimum width of 20 feet throughout the length of the fire lane. 97UFC 901.2.2.1; 901.3; 901.4.2; 902.2.1 Number: 13 Created: 12/ 18/2007 [12/ 18/07] WATER SUPPLY: (NOTE: Location for the two new hydrants looks excellent.) Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Commercial, 1,500 gpm at 20 psi residual pressure, spaced not further than 300 feet to the building, on 600-foot centers thereafter; residential within Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter; residential outside Urban Growth Area, 500 gpm at 20 psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter. These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. 97UFC 901.2.2.2 Number: 14 Created: 12/ 18/2007 [12/ 18/07] FIRE LINE REQUIREMENT: Buildings that are required to be fire sprinklered shall have a minimum 6-inch fire line unless hydraulic calculations can support a smaller fire line. Number: 50 Created: 12/ 18/2007 [12/ 18/07] Larimer County Canal No.2 Ditch Company appears to need to be a signatory to the plat with existing easements apparently onsite. Number: 51 Created: 12/ 18/2007 [12/ 18/07] Technical Services has the following comments: 1. Boundary doesn't close. 2. Title and subdivision name in statement of ownership do not match. 3. PDP is a process and should not be in the name of the plat. 4. Who owns and maintains Tract A? 5. Text over line/scanning issues. See red -lines. Department: Light & Power Issue Contact: Doug Martine Topic: Landscape plan Number: 2 Created: 12 / 6/ 2007 [12/6/07] There is an existing streetlight on Pavilion Lane., near building #3, and another on JFK Pkwy., at Pavilion Lane. The developer needs to survey the location of these lights, show them on the Landscape Plan. Street tree locations then need to be adjusted to provide a minimum of 40 ft. clearance between the lights and the trees (15 ft. if the tree is an ornamental type) . Topic: Utilities Number: 1 Created: 12 / 6 / 2007 [12/6/07] The developer will need to coordinate the power requirements for each building, locations for electric transformers, and the electric development charges with Light & Power Engineering (221-6700). The available locations for electric transformers appear to be quite limited, so prompt contact with Light & Power is encouraged. Department: PFA Issue Contact: Carie Dann Topic: Fire Number: 12 Created: 12/ 18/2007 [12/ 18/07] REQUIRED ACCESS: We prefer not to have a blanket Emergency Access Easement (EAE). We can discuss the EAE over Tract A of the plat, but we normally prefer to designate only the drive aisles as an EAE. A fire lane shall be visible by painting and signage, and maintained unobstructed at all times. A fire lane plan shall be submitted for approval prior to installation. In addition to the design criteria already contained in relevant standards and policies, any new fire lane must meet the following general requirements: Page 11 Number: 43 Created: 12 / 18/ 2007 [12/ 18/07] The Site Plan appears to show excess (and at times conflicting) information with other documents. The grading contours can be removed and the landscape information can be removed, which conflicts with the landscape information shown on the Landscape Plan. Number: 75 Created: 12 / 20 / 2007 [12/20/07] The comments from Engineering that should be resolved before a hearing on the project are the following: 37, 38, 39, 40, 41, 42, 48, 49, 50 & 74. Number: 76 Created: 12 / 21 / 2007 [12/21/07] In checking with Engineering Inspection on two issues brought up at staff review regarding the construction of the extension of Pavilion Lane, the following was noted: - On the driveway not being constructed for the ditch company access, this is being looked at further to recount past history between the inspector and the contractor. There is reason to believe that the ditch company was consulted and had no objection to the lack of a driveway, though if this is not the case, the inspector will have the contractor for Goodwill perform this work. On the termination of the access ramp, the design and construction was agreed to by the inspector and the contractor, not knowing whether the extension of the sidewalk would take place at any point. The development should reconstruct the access ramp as needed to continue it to the east. Topic: Plat Number: 48 Created: 12 / 18/ 2007 [12/ 18/07] The existing 20' slope easement proposed to be vacated with this plat is of potential concern at the ditch crossing. Not knowing the grading in this area I'd prefer that this portion of the slope easement remain (and doesn't appear to adversely affect the development) around the culvert structure. Number: 49 Created: 12/ 18/2007 [12/ 18/07] Tract A is indicated as being dedicated as various easements for the benefit of Lots 1 through 4. If this is intended then to not be dedicated to the City, then the Certificate of Dedication language should specifically state the exemption of Tract A as being dedicated to the City to avoid confusion. This would be of concern though as the emergency access, drainage, and utility easement uses should be dedicated to the City for the public use and not solely to Lots 1 through 4. Overall, I'd prefer that Tract A note be amended to read similar to as follows: "With this Plat Tract A is Page 10 Number: 74 Created: 12/20/2007 [ 12 / 20/ 071 Stormwater brought up the retaining wall shown along the north boundary of the site and its location adjacent to the property line. It would appear to be difficult to have this wall constructed without permission from the property owner to the north. A letter of intent should be provided from the owner to the north or the design should be revised (or demonstrated) not to encroach offsite. Topic: General Number: 37 Created: 12 / 18 / 2007 [12/ 18/07] Please remove PDP from all the document titles. The naming of the project as "Pavilion Lane" would be awkward with sharing the same title as the street. Pavilion Place (as apparently titled in our comment sheets) or some other title would be preferred. Number: 38 Created: 12/ 18/2007 [12/ 18/07] Per the Development Review Engineering Manager's review of the Transportation Development Review Fee submittal, an additional $7,957.50 in fees is required. Number: 39 Created: 12/ 18/2007 [12/ 18/07] Figure 19-6 of LCUASS specifies parking stall setback requirements from public streets. The commercial local street classification of Pavilion Lane combined with the 1580 daily trips specifies a parking stall setback of 50' when 30' is provided. The handicap parking stall should ideally be moved to the adjacent stall with this parking stall removed. (See next comment regarding the design of the stall.) Number: 40 Created: 12/ 18/2007 [12/ 18/07] The handicap parking stall itself shown on the site plan does not appear to be sufficient in width (12' instead of 131, while the construction plan drawings show this parking stall to be a standard stall at Win width. The horizontal control information does not appear to match. Number: 41 Created: 12/ 18/2007 [12/ 18/07] In general, the on -site design information appears slightly different between the civil and planning documents. Internal curbing around parking stalls, sidewalk widths, and parking stall widths differ between the documents. Please coordinate. Number: 42 Created: 12/ 18/2007 [12/ 18/07] A letter of intent from the Larimer Canal No. 2 Ditch Company appears to be needed prior to a hearing for the project. Page 9 Number: 85 Created: 12 / 21 / 2007 [ 12 / 21 / 07] The trash enclosure in the northwest corner of the site currently lies within the natural area buffer. If the enclosure lies within the ultimate buffer zone, it shall be relocated outside of the buffer area. Number: 86 Created: 12 / 21 / 2007 [ 12 / 21 / 07] The trash enclosure located adjacent to Pavilion Lane may be more appropriately located on the north side of the parking lot. This would put the enclosure an additional 40' north of the roadway. Department: Current Planning Issue Contact: Steve Olt Topic: Transportation Planning Number: 77 Created: 12 / 21 / 2007 [ 12 / 21 / 07] Denise Weston of the Transportation Planning Department offered the following comments: a. Please denote all sidewalk widths on the development plans. b. Please make smoother "curved" transition of the public sidewalk at the southwest corner of the site. All plants are to be native species conducive to improving wildlife habitat. Refer to the red -lines for location of additional planting requirements. Page 5 Number: 81 Created: 12 / 21 / 2007 [12/21/071 After discussion at staff review on December 19th it was determined that the plans with this development proposal are in a condition to be able to be scheduled for a Planning & Zoning Board public hearing. Therefore, the item has been placed on the January 17, 2008 P&Z Board agenda. However, several departments need to see some revised plans prior to the hearing. Please contact the following staff directly for information on what they need and by when to enable the item to stay on the agenda: * Marc Virata/Engineering ... 221-6605 * Basil Hamdan/Stormwater ... 224-6035 * Roger Buffington/Water & Wastewater ... 221-6854 * Dana Leavitt/Environmental Planner ... 224-6143 Current Planning (Steve) needs the following information: * Eight (8) full-size plans each of revised Site, Landscape, Building Elevations, and Site Lighting Plans, addressing the comments in this letter, by Friday, January 4th. * Reduced copies, one (1) each to 8.5" x 11", of the Site, Landscape, and Building Elevations Plans by Wednesday, January 2nd. Prefer to have them sent electronically to rmichels(@fcgov.com. * One (1) each of rendered (colored) Site and/or Landscape Plan, and Building Elevations by Wednesday, January 9th. Prefer to have them sent electronically to rmichelsafcgov.com. Department: Current Planning Issue Contact: Dana Leavitt Topic: General Number: 90 Created: 12 / 21 / 2007 [ 12 / 21 / 071 I will need to see revised plans no later than January 4th to keep the project on the P&Z Board agenda. The following plans are required for review: - Plat - Site Plan - Landscape Plan - Grading Plan - Horizontal Control Plan - Utility Plan Page 4 c. Additional Transportation Development Review Fees are due. They must be paid to the Development Review Center prior to this project going to a Planning & Zoning Board public hearing, such as with the next informal submittal. d. The handicapped parking space and the next conventional space just to the northwest of the entry into the site may have to be eliminated because they do not meet the 50' setback distance requirement from the street flowline. The setback distance is for safety reasons. e. The Larimer County Canal No. 2 ditch company must be notified, with plans provided to them. City staff needs some form of response from the ditch company prior to the P&Z public hearing. The ditch company will have to sign the Final construction documents. f. There are numerous inconsistencies between plans. The construction drawings must be coordinated, made consistent, with the Site Plan. g. Please take the Landscape Plan out of the construction drawing set. Water & Wastewater/Roger Buffington a. Poudre Fire Authority and Water & Wastewater need to talk about the proposed fire hydrant locations. b. The department's comments are relatively minor. Transportation Planning/Denise Weston a. Please smooth out the sidewalk transition at the southwest corner of the site. b. All sidewalk widths must be shown on the development plans. Light & Power/Alan Rutz a. He has not further comments prior to public hearing. Number: 80 Created: 12 / 21 / 2007 [ 12 / 21 / 071 Apparently there is a proposed retaining wall shown on the construction drawings at the northeast corner of the site that is not shown on the Site & Landscape Plans. Please show this wall on all plans. How is it going to be built? Page 3 Number: 34 Created: 12/ 18/2007 [12/ 18/07] A detail showing the style, height, material(s), and general color(s) for the proposed fences on the west and north property lines is needed. Number: 78 Created: 12 / 21 / 2007 [12/21/07] The following comments were offered by City staff at the staff review meeting on December 19, 2007: Stormwater/Basil Hamdan a. Generally, this is a very good set of development plans. They are substantially complete. Environmental Planner/Dana Leavitt a. The required buffer line for the Larimer County Canal No. 2 ditch along the west side of the property must be clearly shown on all plans. The buffer line must be a minimum of 30' from the "top of bank", which is reduced from the normally required 50'. b. The proposed fence as shown along the west property line is not consistent with the purpose of the wildlife corridor. If a fence is to be installed in this location it should be something like an open, 3-rail fence. One is not required. c. The proposed landscaping along the west property line is insufficient to mitigate the allowable reduced buffer distance. Also, native plants must be used in this area. d. A schedule of lighting fixture types is needed on the Site Lighting Plan, or another plan added to include this information. Technically, a Photometric Plan showing spot lighting levels is normally provided. e. There appears to be a potential safety issue with the detention pond - public sidewalk relationship at the southeast corner of the site, adjacent to the 2 streets. Engineering/Marc Virata a. Please remove the reference to PDP from the plans. PDP really refers to a particular phase in the City's development review process. b. Pavilion Lane, being the adjacent street, may be confusing as the project name. Possibly "The Plaza at Pavilion Lane", or something like that, would be a better name. Page 2 STAFF PROJECT REVIEW City of Fort Collins Ennis Associates c/o Don Ennis 13994 Turnberry Court Broomfield, CO 80023 303-465-2983 Date: 12 / 21 / 2007 Staff has reviewed your submittal for PAVILION LANE PDP - TYPE 2, and we offer the following comments: ISSUES: Department: Current Planning Issue Contact: Steve Olt Topic: Building Plans Number: 61 Created: 12/ 19/2007 [12/19/07] There is a legend with letter -designated colors for the buildings on the plans. However, none of the elevations clearly differentiate what area is what. Number: 62 Created: 12/ 19/2007 [12/ 19/07] Identify the various materials on the building plans. Number: 63 Created: 12/ 19/2007 [12/ 19/071 Several building bays on the north, south, and east elevations exceed 30' in length and the plans do not clearly depict if these bays satisfy the standards set forth in Section 3.5.3(D)(2) of the Land Use Code. Topic: General Number: 30 Created: 12/ 18/2007 [12/ 18/07] Rick Lee of the Building Department indicated that he is forwarding a copy of the Codes and Standards that his department will enforce. It is attached to this comment letter. Also, please note that a Pre - submittal Code Review Meeting is required and should be scheduled with him. Number: 31 Created: 12/ 18/2007 [12/ 18/07] Bonnie Ham of the U.S. Postal Service indicated that the Developer is responsible for providing mailbox(es) for businesses. The preferred location is on Pavilion Lane close to the entrance to the site. Please contact Bonnie at 214-3668 (cell). Number: 33 Created: 12/ 18/2007 [12/ 18/07] A detail is needed for the Trash Enclosures. Materials and colors must be consistent with the buildings.
