Number: 36 Created: 4/6/2010 WATER SUPPLY Fire hydrants, where required, must be the type approved by the water district having jurisdiction and the Fire Department. Hydrant spacing and water flow must meet minimum requirements based on type of occupancy. Minimum flow and spacing requirements include: Residential within Urban Growth Area, 1,000 gpm at 20 psi residual pressure, spaced not further than 400 feet to the building, on 800-foot centers thereafter These requirements may be modified if buildings are equipped with automatic fire sprinkler systems. 2006 International Fire Code 508.1 and Appendix B Number: 51 Created: 4/15/2010 EMERGENCY VEHICLE ACCESS: I just spoke with Marc Virata, who received construction plans that show two phases for the project. In order to ensure emergency vehicle access, a second point of access must be provided prior to occupancy of the homes (a cul-de-sac cannot exceed 660 feet in length without a second access point or fire sprinklers). Construction plans show an east -west phasing. If this occurs, the access shown for Strauss Cabin Road (Wild Elm Way) must be constructed. If the applicant decides on a north -south phasing (basically, phasing north and south of Common Area Lot G), then the Wild Elm Way access to Strauss Cabin Road will already be built as part of the phasing, and Northern Lights Drive could be built with a 100-foot-diamter turnaround at the south end of the Northern Lights cul-de-sac. A second access point must meet the requirement for separation distance (at least one-half the length of the longest diagonal of the development). If a second access point cannot be constructed, all buildings beyond the 660-foot distance are required to be equipped with approved fire -sprinkler systems. Department: Transportation Planning Issue Contact: Matt Wempe Topic: Site Plan Number: 23 Created: 8/28/2009 [3/19/10] [8/28109] [8/28/09] Natural Areas has indicated that they do not intend to purchase the portion of the Swift Farm immediately south of this development. As such, the sidewalk along the west side of Strauss Cabin must be extended to the southern limit of development. Number: 60 Created: 4/16/2010 [4/16/10] The striping plan does not tie into the existing striping to the west. There is no center turn lane heading west due to the creation of parking along the south side of Kechter Road for Zach Elementary. Please have the Phase 1 striping plan reflect how the existing striping to the west is intended to be tied into. Traffic Operations will be evaluating the amount of stack shown on this striping plan for both left turn movements at Northern Lights Drive compared to the traffic study. Number: 61 Created: 4/16/2010 [4/16/10] The phasing exhibit for the termination in Phase 1 of Wild Elm Way, Oak Shadow Way, and Northern Lights Drive creates small sections of asphalt roadway for these streets at the termination of Phase 1. For purposes of integrity of these roadway sections, the proposed phasing would require that sections of existing asphalt are milled out with the continuation of the streets in Phase 2 (and a note on the plans should be provided stating to that effect). Perhaps there are slight alterations to the phasing plan that can be explored that would result in less or no portions of existing asphalt needing to be milled. Please update the reference date to 4/1/07, which are the latest approved specifications (admittedly it doesn't appear that the design specs themselves have changed). Topic: General Number: 48 Created: 4/14/2010 [4/14/10] In discussion at staff review, it appears that the proposed trail connection to the west isn't consistent with Craig Foreman's recollection of how the trail would be constructed. His understanding was redlined by him on the phasing plan of the construction set. Craig also indicated that a cost sharing of the trail with Parks would be acceptable. The detail so this can be encapsulated in the development agreement Number: 49 Created: 4/14/2010 [4/14/10] In discussion at staff review it appears that a phasing plan will be needed for the landscaping plan to reflect the proposed phasing illustrated in the construction drawings. Number: 62 Created: 4/16/2010 [4/16/10] The conditions in the original development agreement for McClelland's Creek PD & PLD 2nd Filing, from a Streets perspective, will need to be included with the development agreement for this project that will supercede that previous development agreements. One change in this regard will be the amount of security for the future construction of Strauss Cabin Road and High Desert Place. Engineering has since adopted the protocol of requiring 125% of the estimated for a cash/check security rather than the previous 100%. Number: 56 Created: 4/16/2010 [4/16/10] Craig Foreman of Parks Planning has indicated the pedestrian/bicycle trail alignment off -site, at the west end of the development, needs to change to go diagonally northwest, closer to the ball field and parking lot on the school site (see red -lined Site Plan). Department: Engineering Issue Contact: Marc Virata Topic: Construction Plans Number: 39 Created: 4/12/2010 [4/12/10] The striping plan sheet indicates the striping of a left turn lane from Kechter Road onto Northern Lights Drive that I don't think was intended and is a carryover from the previous design. Number: 47 Created: 4/13/2010 [4/13/10] The phasing plan results in Phase 1 having one point of access to Kechter Road / Northern Lights Drive. In checking with PFA they require a second point of access be established for Phase 1. As a result, either Phase 1 need to incorporate construction of a fully built Wild Elm Way (or Oak Shadow/Wild Elm Way), or a temporary roadway surface suitable for PFA is constructed in some manner from the proposed Phase 1 out to Strauss Cabin Road. Number: 58 Created: 4/16/2010 [4/16/10] On the phasing plan please encapsulate which phase it is proposed that the frontage improvement along Kechter Road will be constructed. It would appear that the intention is to construct Kechter Road with Phase 2, though without a delineated boundary around all of Phase 2, it's not apparently certain. Number: 59 Created: 4/16/2010 [4/16/10] Continuing on #58, if it is intended that the portion of Kechter Road being improved is not to be built until Phase 2, it appears that a two phase signing and striping plan will be needed to distinguish striping changes needed with Phase 1 from Phase 2. The other comments are sufficiently addressed. 4. Narrow Leaf Cottonwood is used on the plan. This tree becomes a significant nuisance due to the suckers.
