Project Background
In November 2009, Mountain View Community Church purchased this beautiful,
historic church building in order to continue to expand the ministries of our
growing church. In the spring / summer of 2010, we made several improvements to
the interior of the building. All of those improvements, which included new
bathrooms, classrooms, meeting areas, were completed in compliance with ADA
standards and with accessibility in mind. However, there still remains no way for a
handicap person to get into the building since all entrances are roughly 36 to 40
inches above the sidewalk. We are desiring to provide accessibility to the building
in time for heading into our summer ministry season (June 2011).
On March 30th, we met onsite with Courtney Rippy and Bud Frick to discuss
different options. We showed them draft plans we had drawn up for both lift and
ramp options. It was decided that the visual impact of a ramp would be too great.
As such, we are presenting our proposal for a handicap lift for your approval.
Project Summary
Construct a "landing outside existing entrance on Remington St.
• Install handicap lift to provide wheelchair access to the landing
• Construct a low wall to hide the handicap lift from view from the street -side
• Face the new wall with stone selected to match the stone on the building
• Remove and re -set stair stones leading up to the front of the new landing
• Pour concrete pad as needed to provide access to the lift location

Proposed Location
The lift is proposed for the northern most entrance to the building Remington
Street. This entrance (shown in Photos 1 & 2) was chosen for several locations...

• This entrance is not one of the main entrances to the building
• This entrance provides the greatest accessibility once inside the building,
including immediate access to the sanctuary, main bathrooms, and fellowship /
gathering room
• This entrance is the main "office" entrance used during weekdays
• This entrance has space available in the lawn to the north for the required project
components without hindering existing traffic flow through this entrance
• The -new screening wall -will also -hide the gas meter from view once in -place -that
fronts the building just north of the existing entrance

Proposed Stone for Screening Wall
The new wall that is built to "screen" the handicap lift from view will be faced with
stone to match the existing building. The picture below (Photo 3) shows a sign that
was constructed in more recent years where stone was selected to match the
historic stone. The stone used to front the screening wall will be selected
accordingly.

Dear Pastor McConahy:
After careful consideration, the State Historical Fund approves die proposed installation of a handicap lift for
the Faith Tabernacle -First Baptist Church -Mountain View Community Church as outlined in your email and
attachments received April 13, 2011.
Our statutory and regulatory authority require that we deny support to changes that negatively affect a site
and fail to meet the Secretary of the Interior's Standards far the Treatment of Historic Properties and Guidelines for
Presemin& Rehabilitating, Restoring and Reconstructing Historic Buildings. However, die proposed lift will tnininhize
the impact on the Historic building in die following ways:
1) the lift is located at a secondary entrance (which fortunately also proves the most accessible);
2) the historic stone stairs will be removed for the installation of a new concrete landing but will be
reinstalled as the new stairs, thus retaining much of die historic appearance; and
3) .tie lift will be hidden behind a wall which will be faced with stone similar in color and size to the
original stone of the church building; the lift will also be connected to this new wall rather dean
the historic walls of the church.
As outlined above, the proposed lift meets the Standards due to the low visual impact and tie potential
reversibility of much of the alterations. For these reasons we approve your request, wits the request that you
provide photographic documentation of die lift after completion.
Please be advised that the covenant agreement on this property remains intact. Any future proposed changes
to the Faith Tabernacle -First Baptist Church -Mountain View Corrununity Church need to be pre -approved
by the State historical Fund. The terms of the covenant expire October 1, 2053.
We feel, as you do, that this is a Highly significant site. Please contact me at any time if you have questions or
concerns about covenant compliance issues.

I hope you are well. Thanks for all your help on our big pen -nit / renovation project last spring and summer
We are getting ready to submit another building permit to add a wheelchair lift to one of our exterior entrances to
make the building accessible. It will require some modification to the existing entrance, including building a
"landing" outside the door and moving the existing stairs. It is mostly concrete work and then the actually install of
the lift. We are working with Mobility & More from Loveland on the lift design.
I met with the Landmark PresefVatiorf Committee last Wednesday night (4/13) and got their approval or our design. I.
am awaiting the final word from the State Historic Fund but we are planning on submitting the building permit next
Monday.
Would you give us pennission to self -contract this work so we don't have to hire a General? We will use licensed
subs for all the components (concrete, electrical, lift install). I just wanted to submit this request to you.
