Homeowner Issued Building Permits
Responsibilities of the Homeowner
City of Fort Collins Municipal Code Section 15-155(2)
A property owner may obtain building permits for any work without obtaining a general
contractor license. In the eyes of the City, the owner becomes the contractor of record for the
project and assumes construction responsibilities same as if that owner was a licensed general
contractor. The City has the expectation that the homeowner complies with and can fulfill the
following responsibilities:
1. The property is a detached single-family dwelling and the owner's principal residence.
2. Application and permit process:
a. The owner shall personally submit the application and appropriate plans.
b. The owner shall be the sole contact person, addressing all questions and staff
interaction during the plan review.
c. Upon approval of the application, the owner shall be present to sign the permit.
3. Construction:
a. The owner shall perform all work associated with the permit or,
b. Shall provide continuous supervision of all "unpaid" volunteers.
4. Inspections:
a. The owner shall schedule all inspections and be available on -site during each
inspection.
b. Inspections will be performed between the hours of 9:00 AM and 3:00 PM.
c. For scheduled inspections where the owner is not present, the inspection will not
be performed.
d. A re -inspection fee of $50.00 could be assessed for any scheduled inspection
where the owner is not present.
5. The owner takes full responsibility for complying with all Codes and Standards.
6. By signing the building permit, the owner agrees to the above responsibilities.
