This home was rated from Pitner Construction's modified Ouray stock plan (an Ouray II) with
rater issuing memo stating it would comply on 18 June 2004. The expanded plan used the same
specifications that builder had used in other homes in the subdivision, but the geometry of the
changed plan (more volume per heated floor area) caused it not to comply with code as
submitted, using the default "from plans" infiltration rate. Test runs completed at that time
determined the property would comply with code using those specifications if a blower door test,
completed at the end of construction, proved a lower infiltration rate within the range this builder
had achieved on other homes built in the subdivision. So the builder elected to have the blower
door done at completion and use the specifications submitted. The home is west facing, 3-car
garage left, with one of the bays of the garage in tandem.
A site visit was completed 6 December, near the end of construction to complete the blower door
test. Despite not being totally complete (carpets were being installed, plumbing fixtures were
being set) which would have probably tightened the home further, the home tested with an
infiltration rate at .22 air changes per hour, far less than the .45 air changes per hour the City has
raters use as a default infiltration rate on from plans ratings.
Subject has the 92.1% efficient closed combustion Heil furnace used as a spec for the
subdivision; and a 50 gallon Bradford White water heater, model MI5036FBN4 which has a 54%
efficiency instead of the 56% water heat specification. Rater checked for Low-E windows which
were in the basement too. Rater returned on this date to complete the other final inspection items
other than the flower door test finding them completed. Using the actual air infiltration rate, the
rating was rerun. As is rating came out at G-84. The minimum required to pass the Energy Code
requirement of G-83 for a home this size.
The home is substantially built to the plans and specifications and meets the Fort Collins' Energy
Code. Please do not withhold issuance of the certificate of occupancy (CO) for non-compliance
with the Energy Code.
