APPEAL NO. 262 - Application made by Ron Fechner for a variation from the require-
ments of Table 5-B of the -Uniform Building Code (1976)so as to permit the
attachment of •a greenhouse (M occupancy) to an existing dwelling (R-3)
without the required one -hour fire -resistive occupancy separation.
Address: 2103 Romney Avenue. Floor area of greenhouse is 166-square"feet
(8% x 20') . .
Mr. Fechner stated the greenhouse is not accessible from inside the house. The
greenhouse has a fiberglass covering. -Mr. Waldo stated that Building Inspection
found no other problems other than the 1-hour separation. Mr. Hisam stated that
the Fire Deparment had tremendous problems with greenhouses as they have a rapid
flame spread. This greenhouse will be heated with gas forced air from the house,
and -have an electrical backup system. Mr. Fechner suggested he could possibly
use asbestos fibre panel on greenhouse side close to the house. MOTION MADE
by Chuck Onstad to approve the 1-hour deletion with the conditions the applicant
will work with the Building Inspection Division to make provisions for some
noncombustible material or an alternative. 'SECONDED by Harold Miller. MOTION
CARRIED UNANIMOUSLY.
APPEAL NO. 263 - Tabled.
APPEAL No. 264 - Application made by Joe Vansant on behalf of Jack Guiliano
for a variation from the requirement of two exits from the basement of
an R-1 occupancy and the required automatic sprinkler system. Status of
project - proposed type V 2-story building, in occupancy group R-1. Address.
.90O-Camelot Court'. The basement portions for each dwelling unit is approxi-
mately 520 square feet. The individual basement areas are separated by
concrete walls. The dwellings units are separated. At both upper floor
levels the dwelling units are separated by walls construction of wood

studs with 2 layers of 1/2" gypsum board on each side. The latter
assembly would provide approximately a 1% hour wall. Each basement
area has one legal exit and is provided with a 4'0" x 310" escape window.
Mr. Guiliano presented plans. After discussion, MOTION MADE by Harold Miller
to approve the request for a variance with the addition of smoke detectors
and 1—hour separation walls up to the second floor ceiling. SECONDED by Chuck
Onstad. MOTION CARRIED UNANIMOUSLY.
APPEAL,NO. 265 — Application made by Thomas L. Feeney on behalf of self for
a variation from the requirements of Table 5—A and Table 33—A of the
Uniform Building. Code so as to permit an exterior wall that is not pro—
tected as -for one —hour fire —resistance and two unprotected openings
in the wall and the .elimination of theaccess for the physically handicapped.
Status of Project: The address is 612 South College, present occupancy is
R-1. The proposed B-2 office use is in a type V 2—story with basement. "The
wall in question is approximately 3' at the nearest point (at the bay window
location) from the property line. The remaining wall is 6'2" from the
property line. There is approximately 16' between the bay window portion
of the wall and the wall of the building directly to the north.
Ottie Kilmer represented Mr. Feeney. During discussion the board felt that, as
in the.past, an office type situation is less hazardous than living quarters
situation. Mr. Hisam felt the office use was less hazardous than a residential
situation. Mr. Kilmer stated the basement was to be used for service to the
building only. MOTION MADE by Harold Miller to approve the request for a variation
from building separation subject to the basement being used for service of the
building only. SECONDED by Chuck Onstad. MOTION CARRIED UNANIMOUSLY.
The Board then discussed the variance for the elimination of access for -the
physically handicapped. MOTION MADE by Harold Miller to grant the elimination
of access by the handicapped due to the nature of the business which is to be
light office use and to maintain the aesthetical appearance of the building and
due to the limited number of square feet involved. SECONDED by Chuck Onstad.
MOTION CARRIED UNANIMOUSLY.
Mr. Waldo then brought to the board the proposal that the rental housing code being
developed be monitored by the Building Board of Appeals and that they be the
appealing board. The board had no objection and stated they would give it their
support.
