EXITING REVIEW The overall area of the building is approximately 97,750 square feet. Subtracting the receiving, office areas, tire shop and public restrooms the area of the retail sales area would be approximately 90,500 square feet. Based on Table 33-A, exiting from a retail sales area is based on an occupant load factor of 30 on the ground floor. However, the exit width should be divided up"approximately equal"among the four required exits. This proposed exiting layout should be discussed with the Fort Collins Building Department for their review and approval. BUILDING CODE COMMENTS B-1 Refer to sheet SP1. When doors open over a landing, the landing should have a length of not less than 44 inches. Section `SQ- 3304(h). We are unable to locate a landing outside of Door 34. 3 Refer to sheet Al. A floor or landing not more than 1 inch below the threshold is required on each side of an exit door. Section 3304(h). See B-2 above. B-4 Refer to sheet Al. Details of the proposed rack and equipment layout should be provided to verify compliance with Section 3315.- B-5 Refer to sheet A3. Where water fountains are provided one should be installed in accordance with Section 511(c). Please specify required height of handicapped spout. B-6 Refer to sheet A4. In accordance with Table 17A, all portions i of the structural frame should be individually protected by an assembly having a one -hour fire resistance rating. Refer to Section 1702 for definition of structural frame. B-7 Refer to sheet A4.. The roof/ceiling assembly should be of one - hour, fire -resistive construction in accordance with Table 17-A. L If it is the intent of the architect to use the provisions of Section 1806 for roofs greater than 25 feet above the floor, these provisions do not apply to a building constructed of Typpe-III-I Hour construction. It does not appear that the' roof -drains have been provided for the building, only the overflow drains. B-11 The architectural drawings should be stamped and signed by an architect licensed in the State of Colorado. B-12 Refer to sheet A3. Please provide details to verify that Door lb complies with UBC Standard 33-1. All floor/ceiling assemblies should be rated as one -hour, fire resistive assemblies in accordance with Table 17-A. Details should be provided to verify conformance. Furthermore, it should be noted that all penetrations into the rated floor/ceiling assembly should be fire dampered. Please provide details of this assembly. STRUCTURAL COMMENTS S-1 The structural drawings should be stamped by an engineer " licensed in the State of Colorado. ' S-2 Prior to any placement of concrete for the foundation the geotechnical engineer should verify the structural integrity of the fill as well as the identification and undistrubed nature of the soil in accordance with the soils report. be `��� S-3 Special inspection requir-Fre is as ou ined by UBC Section I o- 306(a) should be discussed with the Building Official and a mutually agreeable program established. S-4 A complete set of engineered steel shop foundation drawings, stamped by a registered engineer should be submitted for review and become part of the construction documents. S-5 An approved copy,of the precast concrete tilt -up panel drawings stamped by a registered engineer should be filed with the Building Department and become part of the construction docu- ments. S-6 The design live loads appear to comply with code requirements and the design soil pressure is in agreement with the soils report recommendation. MECHANICAL CODE COMMENTS M-1 Refer to specification book pages #15500-7, 15500-12, and 15800-3. A minimum of 5 CFM of outside air per occupant should be provided at all times the building is occupied. Section 605 of the UBC. M-2 Refer to specification book page #15880-1. Factory made air ducts should be either Class O or Class I rated. Please submit verification that these ducts comply. Section 1004(b) of the UMC. M-3 Refer to specification book page #15880-1. Vibration isolators should be Class O or Class I rated and not exceed 10 inches in length. Section 1002(f) and 1004(b) of the UMC. -4- M-4 Refer to specification book page #15880-6. Factory -made air ducts should be installed in accordance with the terms of their listing. Section 1002(b) of the UMC. Installation instruc- tions should be provided for the factory -made air ducts as per Section 10.103 of UMC Standard 10-2. M-5 M-6 M-7 Refer to specification book page #15880-6. All joints in the ductwork should be sealed. Section 1002(c) of the UMC. Refer to sheet M3. Sheet M2 shows three of these heaters for this area. Please clarify. t Refer to sheet M3 and item M-6 above. It appears that the size of the openings may not conform to Section 807(c)#2 of the UMC if three units are used. M-8 Refer to sheet M3. It appears that the roof/ceiling assembly is being used as a circulating air plenum. If so, materials located within this space should comply with Section 1002(a) of the UMC. M-9 Refer to sheet M4. We are unable to locate any continuation or termination of this line on the plans. Please clarify. Section 510 of the UMC. M-10 Refer to sheet M7. The units should be field labeled as to which areas they serve. Section 504 of the UMC. M-11 Refer to sheet M7. Electrical outlets should be provided as per Section 509 of the UMC. M-12 Refer to sheet M3. Please specify the setting for the activa- tion of the C.O. detectors. This should comply with Section 705 of the UBC. M-13 It appears from the architectural drawings that the ceiling is part of a rated roof/ceiling assembly. Ducts penetrating a rated ceiling should be fire dampered. Section 4306(i)#4 of the UBC. This includes the environmental air ducts from the bath exhausts. GENERAL COMMENTS Please provide energy calculations along with letter of compliance with Model Energy Code. PLUMBING CODE COMMENTS P-1 Refer to specification book page #15050-10. We are unfamiliar as to the meaning of this term. Please clarify. Also please note: Excavation of the trenches should comply with Section - 315(c) of the UPC. In addition, piping should not be directly embedded in concrete. Section 315(b) of the UPC. -5- P-2 Refer to specification book page #15400-9. Joints between the fixture and the floor should be made water -tight. Section 907(b) of the UPC. Section 907(b) of the UPC. P-3 Refer to specification book page #15400-10. Lead flashings should not be less than 3 pounds/square foot. Section 204 of the UPC. P-4 Refer to sheet ME1. Approval for medium pressure gas piping systems should be obtained from the Administrative Authority prior to installation. Section 1220(b) of the UPC. P-5 Refer to sheet M2. A shut-off valve should be installed before the gas pressure regulating valve. Section 1220(e) of the UPC. P-6 Refer to sheet M2. It appears that these two branches are com- bination waste and vent systems. If so please provide a DWV isometric for these areas as per Section 615(b) of the UPC. As drawn it appears that: 1) A cleanout should be installed on each vent of the combination waste and vent system. Section 615(f) of the UPC. 2) The vents on a combination waste and vent system should be at least half the cross sectional area of the drain served. Section 615(c) of the UPC. 3) Pipes and traps should be a minimum of 2 pipe sizes larger than any tailpiece on the system. Section 615(d) of the UPC. 4) Vents on combination waste and vent systems should be located downstream of the last fixture. Section 615(c) of UPC. P-7 Refer to sheet M3. When a vent offsets horizontally less than 6 inches above the flood level rim, it should be installed as drainage piping, (i.e. material, fittings, slope). Section 505(c) of the UPC. P-8 Refer to sheet M5. If more than 8 feet above the floor a per- manent stairway or ladder should be provided. Section 1311(b) of the UPC. P-9 Refer to sheet M6. We are unable to locate the continuation or termination of this line on the plans. Please clarify. Section 1007 of the UPC. P-10 Refer to sheet M6. It appears that this section of pipe is incorporating vertical wet venting. The minimum size pipe in a vertical wet vented section should not be less than one pipe size larger than the upper fixture drain. Section 613(b) of the UPC. P-11 Refer to sheet M6. Sheet M3 shows this as WC-2. Please clarify. P-12 Refer to sheet M6. Sheet M3 shows a 3"FD-1. Please clarify. P-13 Refer to sheet M7. Vents for water closets should be a minimum of 2 inches in diameter. Table 4-3, Footnote #3 of the UPC. Q. P-14 Refer to sheet M7. The spout for at least one drinking foun- tain should be within 33 inches of the floor. Section 511(c) of the UBC. P-15 Refer to sheet M7. Vents for 6 DFU traps should be a minimum of 2 inches in diameter. Footnote #3 of Table 4-3 and Table 4-1 of the UPC. P-16 Refer to sheet M7. The minimum size drain line for a kitchen sink should be 2 inches in diameter. Table 4-3, Footnote #2 of the UPC. , P-17 Refer to sheet M5. It appears that the number of fixtures pro- vided on the first floor is inadequate. We calculate an occu- pant load of the area to be approximately 1002 persons. - Assume half men and half women: 501 Men require 4 WC 4 UR 3 LAV - - Z. 501 Women require 10 WC 3 LAV - This item should be discussed with the Building Official of the City of Fort Collins. B-18 Refer to sheet M7. All plumbing fixtures should meet the water conservation requirements of the City of Fort Collins as ammended in Section 912 of the UPC of the city code and ordina- ces. See attached. ELECTRICAL CODE COMMENTS The electrical drawings appear to be in conformance with the 1987 National Electrical Code. -7- ■ B. Section 124. An additional definition is hereby added to this section as follows: "Water Service Pipe. The water service pipe is the pipe carrying, potable water from the water main or other source of water supply to the building or other point of use or distribution on the lot or premises served. Water service pipe shall also. have the same meaning as the term 'Building Supply'." C. Section 409(a), is amended to read as follows: (a) A backwater valve shall be required where the Administrative Authority makes the determination that a sewer flooding hazard exists. D. Section 904(b), is amended to read as follows: (b) Fixtures having concealed slip joint connections shall be provided with an access panel or utility space at least twelve (12) inches (.3m) in its least dimension and so arranged without obstructions as to make such connections readily accessible for inspection and repair. Exception: Slip joint connections within a one or two family dwelling need not be readily accessible. A minimum of twelve (12) inch by twelve (12) inch opening shall be provided in the rough framing so that the slip joint will be accessible upon the removal of the wall or ceiling covering. E. Chapter 9 is hereby amended by the adding thereto of an additional section 912 to read as follows: "Section 912. Water Saving Devices. (a) New Construction - Interior Plumbing. All new water consuming fixtures in buildings shall meet the following requirements: (1) Water closets shall not use more than three and a half gallons per flush except that water closets and urinals with flush valves may be installed; (2) Shower heads shall contain flow control inserts, valves, devices or orifices that restrict flow to a maximum of approximately three gallons per minute; (3) Kitchen and lavatory faucets shall have aerators or laminar flow devices together with flow control inserts, valves, devices or orifices that restrict flow to a maximum of approximately two gallons per minute. - (b) Existing Buildings - In existing buildings or premises in which plumbing fixtures are to be replaced, such fixtures
