TO WHOM IT MAY CONCERN:
My name is Carol Ann Steele Kates. I lived at 626 South Grant Street, Fort Collins,
Colorado, from 1949 to 1960 with my parents, Merrill and Pauline Steele. The house
to the north, 622 South Grant Street, was occupied by Della Burnett. She was a widow
and worked as a nurse. She, like my parents, rented her basement to college students.
As I recall, she liked having the basement rented to male students so that she felt safer
