Dear Mr. Goree:
Please be advised, as legal owner of the above noted property, that on April 23,
2008, the Larimer County Drug Task Force notified the Larimer County
Department of Health and Environment that an illegal drug laboratory was
seized, and/or hazardous chemicals, equipment or supplies indicative of an
illegal drug laboratory were found at this property. This letter serves as a notice
that hazardous substances or waste products may still exist at or on your
property.
Pursuant to Section 25-18.5-105 of the,Colorado Revised Statutes (CRS), an
illegal drug laboratory that has not met the cleanup standards of the State Board
of Health shall be deemed a public health nuisance. Therefore, the property has
been deemed a public health nuisance and placarded as a dangerous building
and will remain in such status until it has been properly cleaned and sample
testing can demonstrate the property is safe to occupy. In addition, Section 25-
18.5-103 CRS requires the property owner to meet the cleanup standards for the
property established by the State Board of Health. These standards are known
as the Regulations Pertaining to the Cleanup of Methamphetamine Laboratories
and can be found at 6 CCR 1014-3. .
Once the property owner has met the clean-up standards and provided proper
documentation of clean-up and testing to the Health Department, the owner of
the property establishes immunity for themselves from any alleged health -based
civil actions brought by future owners, renters, or other persons who occupy the
property, or any neighbor of the property, in which the alleged cause of injury or
loss is the existence of the illegal drug laboratory used to manufacture
methamphetamine (this does not grant immunity to an individual who is convicted
for the production of methamphetamine). The property address will also be
removed form the Larimer County Sheriffs office website at this time.

According to 6 CCR 1014-3, Section 4.0, a preliminary assessment must be
performed to provide a basis for proper decontamination and samples taken
after clean-up are complete. A list of qualified Industrial Hygienists and clean-up
contractors that may assist you in determining the level of contamination in the
structure as well as proper clean-up procedures is available upon request.
Please call the Health Department if you have any questions regarding property
owner requirements or anything else about the clean-up procedure. Please feel

SUBJECT: 614 ENDICOTT ST, FORT COLLINS, COLORADO 80524
The Larimer County Department of Health & Environment has been
advised by the Larimer County Drug Task Force that the home located at
614 Endicott Street, Fort Collins, Colorado, is the site of a clandestine
laboratory and illegal drugs and/or hazardous chemicals were seized from
the property. Pursuant to Section 25-18.5-105 of the Colorado Revised
Statutes (CRS), an illegal drug laboratory that has not met the cleanup
standards of the State Board of Health shall be deemed a public health
nuisance. Therefore this property has been deemed a public health
nuisance and in the view of the Larimer County Department of Public
Health & Environment, is in violation of the 1997 Uniform Code for the
Abatement of Dangerous Buildings, Section 302, number 17.
