Dear Basil,
The East Mountain Property project consists of the remodel of the existing building located
on the southwest corner of East Mountain Avenue and Remington Street, and of the construction of
a new building just to the west of the existing building. The new building will be constructed on an
area which is now a paved parking lot. The entire existing site is either building or pavement and is
100 percent hard surface, therefore, the storm water runoff from the developed site will be the same
as the existing site.
The major storm drainage issue voiced at the conceptual review meeting was that this site is
located in the Old Town flood plain and that the new building should not cause a rise in the flood
water elevation. A report prepared by AYRES Associates indicates that there will be no increase to
the 100 year base flood elevation as a result of the construction of the new building on this project.
There are paved alleys on the south and west sides of the site which pick up the flows from
adjoining properties, so there will be no offsite flows onto the project site. These alleys, which have
been recently reconstructed, are concrete and have a valley drain in the center.
There will be no stormwater detention provided on this project since the amount of hard
surface will remain the same as historic. Also, because this is an infill project on a site which will be
all hard surface, no water quality measures are proposed, so a variance from the water quality
requirement is hereby requested.
Due to the type and size of the site, the installation of structural erosion control facilities will
be impractical. During construction of the new building foundation, it is proposed to maintain the
existing asphalt parking lot where construction is not taking place. All excavated materials will be
hauled away immediately and not stockpiled on the site.
All of the storm drainage and erosion control procedures will be in compliance with City of
Fort Collins criteria and the erosion control collateral should be the minimum $1000.
We have not provided runoff calculations since the quantities and directions of flow from the
developed site will remain the same as historic.

A copy of the site utility, grading and drainage plan is included. This plan shows the existing
and proposed grades. The new building will be raised 0.4 feet above the 100 year base flood
elevation and the building entrances will be constructed with floodproofing measures. Also,
floodproofing measures will be installed on the existing building. These floodproofing measures will
be designed by the architect and will be shown on the building construction plans. The floodproofing
measures shall be approved by the City before construction begins.
This report accompanies the Mountain Avenue Floodplain at Remington Street report which
was prepared by AYRES Associates.
