South Grove P.U.D. is presently a semi -developed site with numerous buildings - within a vegetated area. The proposed P.U.D. is intending to raise the build ings and to construct two roadways which will service the interior lots along South College Avenue between Horsetooth Road and Boardwalk Drive. The intention of this drainage report is to present the methods employed that will alleviate the increase stormwater runoff due to the construction of the roadways. This report has been prepared under the guidelines of the City of Fort Collins Storm Drainage Design Criteria and Construction Standards, dated May, 1984. (A portion of Lot 8 and a portion of Lot 9, ' Observatory Heights Subdivision) FORT COLLINS, COLORADO INTRODUCTION This report, in combination with the final utility plans for South Grove P.U.D., is intended to describe the procedures and results of a drainage study of stormwater runoff generated by this project. The historic conditions and proposed development ' along with the`.required drainage improvements are analyzed in accordance with the guidelines established by the City of Fort ' Collins' Storm Drainage Criteria Manual. ; The purpose of this study is to determine the quantity of stormwater runoff generated from SouthGrove P.U.D. and the ' manner in which it will be accommodated by this project. I: SITE DESCRIPTION South Grove P.U.D. is located on the east sideofCollege Avenue between Horsetooth and Harmony Roads, on a portion of Lot 8 and a' portion of Lot 9 of Observatory Heights Subdivision, in the City of, Fort Collins. It is bounded on the i north and east by Lot 7 of the Observatory Heights Subdivision on the south by a portion of Lot 9 of the Observatory Heights Subdivision and on the west by South College Avenue. PROPOSED LAND USE ' The developer of this site is proposing to construct Hereford Drive from College Avenue to beyond the intersection of Mitchell Drive and to construct Mitchell Drive from Hereford 'Drive to the boundary of Lot 7 of the Observatory Heights _ Subdivision. The roadways will service the interior lots; particularly Lots 7, 8, and 9 of the Observatory Heights Subdivision. ' HYDROLOGIC ANALYSIS ' GENERAL --The Rational Method has been used to generate stormwater runoff flows for the 2-year and 100-year return period storms. Runoff coefficients used were based on City of ' Fort Collins Storm Drainage Criteria Manual.' A composite runoff coefficient was calculated for the pre -development ! condition and post -development condition of the site. ' HISTORIC CONDITIONS --The entire site plus approximately 1.68 • acres of land to the south drain northerly and easterly across the site. Offsite flows are 0.54 cfs and 1.93 cfs respectively for the 2-year and 100-year frequency storms. Onsite flows for the developing portion of the site (including the streets) are 1.24 cfs and 4.55 cfs respectively for the 2-year and 100-year frequency storms. DEVELOPED CONDITIONS --Under developed conditions,;runoff from the streets ' will be directed to two temporary retention basins on Lot 8 of the Observatory Heights Subdivision. The northern half of Hereford Drive will discharge through a curb opening at the intersection of Mitchell Drive to Retention Basin "A", which is located on the northwest portion of Lot 8.. The southern ' half of Hereford Drive and.all of.Mitch6ll Drive;,will.discharge.at their re- spective terminus into Retention Basin "B' which is located on the east por- tion of Lot 8. ' The water that is collected into the temporary retention basins will infiltrate into the ground and eventually discharge into the Larimer 0l2 ditch as ground- water or interflow. i The temporary basins are provided to store the volume of the increased runoff due to the construction of Hereford and Mitchell Drives. These retention basins are strictly temporary basins such that when the interior lots are de- veloped permanent detentionfacilities will be provided on their respective sites. Thus, the permanent detention facility will provide stormwater measures for the developed site as, well as the portion of any and all roadways adjacent to that site. ' As Parcel A is_developed, the parking area will serve as the detention basin. The outlet will be controlled with a restrictive orifice and will discharge into the gutter of Mitchell Drive. Because the Mitchell Drive Right of Way is dedicated,'a drainage easement will not be required to the Larimer #2 Ditch. ' A drainage swale will be provided to carry the outflow of the detention basin to the ditch and, at that time, approval will be obtained from the -Ditch Company. ' RETENTION STORAGE As mentioned above, the runoff from the developing portion of the site will be ' directed into the two basins where it will be retained with no outlet. The retention basin volume was calculated based on the difference between the 100- year runoff volume and the two-year historic runoff volume multiplied by a safety factor of two. The volume of Retention Basin "A" is 24,880 cubic feet ' and Retention Basin "B" is 2,135 cubic feet. The two retention basins will more than adequately store the one hundred year storm runoff.
