Dear Susan:
The Congregate Living P.U.D. at the Centre For Advanced Technology, 14th
Filing is a 3.521 acre gross area P.U.D. that has a 2.8733 acre net area
exclusive of the right—of—way for the New Mercer Ditch. The site slopes very
gently from Northwest to Southeast. It is bounded on the South by the
completed Worthington Circle, on the East and North by the New Mercer Ditch
and on the West by the existing Columbine Care Center West. The Columbine
Care Center West has its own drainage and detention system which discharges
to the South from its Southwest corner.. There is no off —site runoff that
enters the Congregate Living P.U.D. The site is within the Spring Creek
Drainage Basin.
The site is not required. to have onsite detention according to the Amended
Master Drainage Plan for the Centre for Advanced Technology dated February
1988. This site is basin D2 on the Master Plan and its runoff is detained
in the ponds in C.A.T., 7th Filing. The runoff coefficient used in the C.A.T.
7th Filing report was 0.71 and the runoff coefficient for the C.A.T. 14th
Filing is 0.63, therefore, the 7th Filing ponds are adequate. The discharge
from the site enters the 7th Filing detention pond which discharges through
an existing 15 inch storm drain to an existing 42 inch storm drain that carries
the runoff to Spring Creek. It is proposed on the attached grading plan to
extend the 7th Filing pond back into the 14th Filing. This provides some
additional detention that is not required but it fits the grading plan for
the Congregate Living P.U.D. better.
As is shown on the grading plan and on the drainage plan, the West half
of the building and the West parking area are in Basin I. The East half of
the building and the East parking area are in Basin II.
Basin I collects part of its runoff at a curb inlet which discharges
into a proposed 12 inch diameter A.D.S. pipe. The runoff from the other part
of Basin I enters a 15 inch pipe at an area inlet at the low end of the basin.
Basin II collects most of its runoff at a curb inlet near the east entrance
from Worthington Circle. That runoff is discharged through a 15 inch A.D.S.
pipe under the entrance drive and then into a proposed concrete pan and on
downstream to the C.A.T. 7th Filing pond. The 12 inch A.D.S. pipe will carry
the two year discharge with no ponding. In a 100 year storm, the 15 inch
pipe will not carry the total discharge without some ponding to create
additional head, so there will be ponding in the low area of Basin I. The
15 inch pipe will carry 13.0 c.f.s. when the ponding reaches its spill
elevation. The 100 year discharge for both basins is 9.49 c.f.s.

The highwater.line elevation of the detention pond in the C.A.T. 7th
Filing is 43-4 which will back water into the C.A.T. 14th Filing. It will
back water into the concrete pan and the 15 inch pipe; however, it will not
back water out of the curb inlet or the area inlet. The curb inlet's elevation
is 44.28, and the grate elevation of the area inlet is 43.64. This backed -
up water should only happen in the 100 year storm.
There are berms and swales along the New Mercer Canal to prohibit any
runoff from entering the canal. Therefore, there should not be any impact
on the canal. Any runoff would spill into Worthington Circle or the 7th
Filing detention pond.
Straw bale sediment filters will be placed at the outlet structure of
Basin I and the curb slot in Basin II. The bales will be kept at the outlets
until the seeding of.the landscaped areas has provided vegetation to prevent
erosion and the building and parking lots have been constructed. A gravel
filter will also be placed at the curb inlet.
The C.A.T., 7th Filing, building has been completed. The detention pond
and its outlet structure are also completed.
The runoff calculations and drainage and grading -plans have been included
as a part of this report.
