The proposed project is described as the Southwest Quarter of Section 8. Township 6 North, Range 69 West of the 6 h Principal Meridian in Larimer County. Colorado. (See Figure 1 — Vicinity Map.) 2. More generically, the property is located at the northeast comer of Trilby Road and Timberline Road. " 3. This parcel sits immediately northwest of the Fossil Creek Reservoir and as a south sloping site, offers unobstructed panoramas of Fossil Creek Reservoir and Longs ' Peak. B. Description of Property 1. The parcel is a complete quarter section (including the east one-half of the Timberline Road right-of-way) and covers 160.066 acres. ' 2. This property has been owned by the same family for several generations and has been utilized as irrigated farm ground. Soil type designations per Larimer County Natural Hazard Area Maps indicate that much of the area consists of eolian deposits ' on flat or gentle slopes. The deposits may be mixed with underlying expansive colluvium. The potential to be eroded by either rain or wind appears to range from low to moderate. 1 II. PROPOSED EROSION CONTROL MEASURES A. General Erosion Control Plan The project is entirely located within the Fossil Creek Reservoir drainage basin. Although the potential to be eroded is low to moderate, the historical release of sediment from the site has been very low. Due to the topography and the natural drainage patterns, two low points within the southeast comer of the site have acted as natural sediment basins and detention ponds. The drainage plan for the project is to enlarge these low points to accommodate the 100-yr-storm event, and likewise to continue to act as sediment basins. Similarly the three proposed upstream detention areas described in detail within the drainage plan will act as sediment basins also; therefore limiting the amount of sediment carried to the larger detention/water quality ponds. Each pond or basin was checked to make sure that the 100 cubic-yard/acre volume criterion was satisfied. To prevent from having to remove large amounts of accumulated sediment in order to return the ponds to their required detention volume, however, it is recommended that each pond be overexcavated as to account for 100 cubic-yard/acre criterion. `■ B. Rainfall Erosion I. Controlling rainfall erosion often results in controlling wind erosion, so the erosion ' control plan was completed for rainfall erosion first. The same three basins used for the drainage plan were used for the erosion control plan. The three basins were then split into subbasins depending on the location of any upstream detention areas. The rainfall performance standard was then determined with the use of standard form A to be 81.3%, 81.2%. and 81.2% for basins A, B, and C respectively. 1 David Evans and Associates, Inc. 1 3 Westchase P.U.D. Erosion Control Report 2. Standard form B was then used to calculate the effectiveness of the proposed erosion control methods. The development of the entire site is divided into six phases. Each phase in tutu requires different methods of erosion control. Therefore. the effectiveness of the proposed erosion control methods for each basin were determined for the corresponding phases of development. The calculations can be found in the Appendix. The proposed erosion control methods included bare soil (smooth and rough), roads/walks, native grass, temporary vegetation, hay bales, sedimentation basins, and sod grass. The effectiveness for various combinations of these erosion control methods is more than adequate to satisfy the established rainfall performance standards. 3. To prevent offsite erosion, more specifically erosion at the outfall from the southeast detention pond, two important measures were taken. First and foremost, the outlet structure for the detention pond was sized within the drainage report to reduce the release rate to less than the historic amount of 70 cfs. The outlet structure will limit the release for the 100-yr storm event to 40 cfs. Secondly, riprap was designed to be placed at the outlet in order to prevent erosion to the existing outfall channel from concentrated flows. Calculations resulted in using Type L, however, for aesthetic reasons and to reduce vandalism. Type M riprap will be used throughout the project. Calculations for riprap sizing at the outlet are included in the Appendix. C. Wind Erosion Additional erosion control methods for wind erosion will be unnecessary due to the methods used to prevent rainfall erosion. The use of temporary vegetation will minimize the exposed bare ground to the area within each phase of development. As development occurs and each phase nears completion permanent vegetation or sod will be installed before the next phase of development proceeds with exposing more bare ground. If at any time during construction activities, weather conditions become dry and windy, it may be required to use a water truck to water down any bare soil. This measure will most likely be needed as the earlier phases are completed. III. IMPLEMENTATION SCHEDULE A. Timing Schedule It is anticipated that the development of the entire site will be spread out over the course of four years. Overlot grading is desired to commence in December 2000 and be completed by March 2001. With the exception of approximately 25.1 acres, which will maintain its natural vegetative coverage, the rest of the site will be seeded with temporary vegetation. This process should be completed within the two months following overlot grading. In the fall of 2002, phase I should be completed or near completion, and permanent seed planting and/or sod installation can begin. As proceeding phases are started, structural erosion control methods will be installed if not installed previously as required by the erosion control plan. The development of the entire site should be approaching completion in August 2004, at which time final permanent seed planting and/or sod installation will also be completed. At this time, all ponds, storm sewers and culverts will be restored to their original design capacity and configuration and become fully operable. Temporary Stabilization Temporary stabilization will be implemented immediately following overlot grading as mentioned previously. It is recommended that a crop such as wheat or rye be planted for ' this purpose. This temporary vegetation will then be left alone until a new phase warrants exposing new bare soils. Once all construction activities are completed within a phase, then permanent erosion control methods may be installed. C. Permanent Stabilization Permanent stabilization will be in the form of permanent seed planting and/or sod installation. The particular seed mix to be used will be based on the recommendation of the City of Fort Collins. This process will commence upon the near completion of each phase of development. Structural erosion control methods will be installed to protect and ' preserve any permanent stabilization already in place. D. Maintenance The Owner, General Contractor, and David Evans & Associates, Inc. shall make routine checks of all erosion control measures to ensure proper implementation and operation. As the project expands, so shall the monitoring of erosion control measures. Due to conditions that may arise in the field, additional control measures may be determined necessary and shall comply with standard engineering practices as per the City of Fort Collins.. Additional measures may include vehicle tracking at every major construction access point to minimize the transport of sediment to offsite roads. After each significant ' rainfall event, erosion control measures are to be checked by the General Contractor. If repairs are needed, they shall be completed immediately by the General Contractor. If any part of the erosion control system is found to be deteriorating, it will be repaired immediately by the General Contractor. Silt and sediment shall be removed after reaching a height of one half of the designed erosion barrier. At all times during ' construction, erosion control shall be furnished and maintained by the General Contractor. Sediment basins will be overexcavated but may require periodic sediment removal to maintain their design minimum detention volume. I i L Upon completion of all phases of development, the General Contractor will restore all ponds, storm sewers and culverts to their original design capacity and configuration for full operation. E. CONCLUSION The proposed erosion control plan satisfies the technical criteria as set forth in the City of Fort Collins Erosion Control Reference Manual and the Storm Drainage Design Criteria and Construction Standards. This plan is adequate for both rainfall erosion and wind erosion. The proposed detention facilities within the drainage plan will be utilized for sedimentation basins during construction phases, and all drainage structures will be restored to design specifications upon completion of construction. The outlet structure and the riprap design for the outfall from the southeast pond will protect the existing channel to Fossil Creek Reservoir. David Evans and Associates, Inc. 6 Westchase P.U.D.
