PREPARED BY STEWART & ASSOCIATES, INC. 103 SOUTH MELDRUM STREET ` FORT COLLINS, COLORADO 80521 303/482-9331 NOVEMBER 1, 1993 Z1 ZJ-) 95 FINAL STORM DRAINAGE REPORT ROCKY MOUNTAIN HIGH SCHOOL ADDITIONS SITE LOCATION Rocky Mountain High School is located in the Southeast 1 of the Northeast of Section 27, Township 7 North, Range 69 West, of the Sixth P.M., Fort Collins, Colorado. The site lies north of West Swallow Road and west of South Shields Street and contains 50 gross acres. The site is located in the Spring Creek Drainage Basin. EXISTING SITE All that part of the site located west of Rocky Mountain Way is presently developed as the school building, paved parking and walks, lawn, athletic fields, and tennis courts. The building roof and the open courtyard located between the building.._ wings drain into storm drain pipes which carry the runoff into the north gutter of Swallow Road and the west gutter of Rocky Mountain Way. These storm drain pipes are inverted siphon lines which bubble up behind the street sidewalks and then run through sidewalk culverts into the street gutters. The flow in the north gutter of. Swallow Road runs east and crosses Rocky Mountain Way in a concrete pan, and then continues east to a catch basin at the northwest corner of Swallow Road and Shields Street. Overflow from this catch basin can go two directions, since the overflow elevations are about equal at 0.6 ft. above the flow line of the gutter at the catch basin. One overflow route is around the curb return to the north and over the high point in the west gutter of Shields Street. This high point is 100 feet north of Swallow Road. The other route is over the back of the curb and walk to the northwest, and into the existing low area, which is being utilized as a detention pond area by the new drainage facilities being constructed on the school site. The existing low area presently has no outlet. The flow in the west gutter of Rocky Mountain Way runs north and then turns to the east to Shields Street. There are no storm water detention areas on the existing school site. PROPOSED IMPROVEMENTS The improvements will include additions to the buildings, additional paved parking and concrete walks. The gross.,area of the existing site, including one—half of Swallow Road and Shields Street and including the Wetzler Lot, is 50.35 acres, more or less. The existing impervious area of this gross site is 716,100 square feet or 16.44 acres. The additional, impervious area which will be added by the proposed improvements is 233,000 square feet or 5.35 acres. This includes 4.33 acres of proposed paved parking located on the east side of Rocky Mountain Way, although only 1.79 acres will be paved with this first phase of construction, and 2.54 acres will be paved sometime in the future. There will be some revisions to the existing curbs and parking lying west of Rocky Mountain Way, but the larger portion of it will remain as is. Also, the curbs and pavement on Rocky Mountain Way will remain mostly unchanged. The proposed new paved parking area east of Rocky Mountain Way will be designed as a detention pond with outflow into the existing storm drain along ' the west side of Shields Street. The entire 4.33 acre parking lot will be graded and bermed during phase one construction so that detention volume will be provided on the area proposed for future pavement as well as on the area to be paved with phase one. Rocky Mountain High School Additions/Page 2 Flows along the north gutter of Swallow Road will be diverted into this detention area along with runoff from the building and onsite paved parking areas. We propose to detain runoff from the existing and proposed school buildings and also from the existing and proposed parking lots on the school site, except for the north portion of the west parking lot which drains through the athletic fields in a wide Swale. No detention is proposed for the athletic field area. The existing runoff from this area (Basin No. 1 on the included plan) is Q2 = 9.1 c.f.s., Q10 = 16.8 c.f.s., and Q100 - 38.1 c.f.s. The Shields and Swallow Drainage Study prepared by Rocky Mountain Consultants in February, 1991, provides several alternative solutions to the potential flooding at Shields Street and Rocky Mountain Way. One alternative is to divert flows from Swallow Road into the School site where they will be detained. A plan of this Alternative No. 4 is included in this report along with a plan of the existing drainage facilities labeled Figure 2 by RMC. Alternative No. 4 indicates 6.1 acre feet of detention in a pond in the undeveloped area east of Rocky Mountain Way. We propose the detention be in the new paved parking areas and also in the existing vegetated low area lying south of the new parking areas. The maximum volume of detention which can be achieved in these areas is 5.1 acre feet. Although this is only 84 percent of the 6.1 acre feet proposed in the R.M.C. report, it will greatly lessen the flooding potential of the Rocky Mountain Way and Shields Street intersection. Included with this report is a plan of the school site which shows existing and proposed improvements. Also shown on this plan are drainage basins, drainage facilities, and peak flows at critical points. Runoff from the north gutter of Swallow Road will be diverted into this new detention pond by reconstructing the intersection of Swallow Road and Rocky Mountain Way. The runoff in the north Swallow gutter includes flows from the Silverplume and church areas located west of the school site and runoff from a part of the west school parking lot and approximately half of the school building roof drainage (Basin No. 2 on the included plan). This roof drainage is piped from the building to the back of the walk on Swallow Road where it rises in bubblers and flows under the walk in a chase to the north gutter of Swallow Road. There are two detention pond areas proposed. The south pond,which is partly paved and partly natural vegetation, will receive the flow diverted from Swallow Road; and the north pond, which is also partly paved and partly to be revegetated, will receive flow from the parking lots on the east side of the school and roof drainage from the east and north portions of the school buildings (Basin Nos. 3 and 4 on the included plan). Runoff which now flows north in Rocky Mountain Way will be diverted into the new north parking lot detention pond by placing a flow barrier across Rocky Mountain Way. This barrier will be an asphalt hump in the pavement approximately six inches (6") high. Also, it will be necessary to construct a concrete pan across the Rocky Mountain Way pavement to eliminate the crown. The attached calculation sheets show the theoretical maximum release rate and detention volume required for the entire school site per the City of Fort Collins Storm Drainage Criteria. These quantities may be unrealistic, especially the release rate, since most of the site construction has been existing for more than 20 years. We propose to allow the runoff from the athletic fields, the area which is the northerly 20 acres of the site located west of Rocky Mountain Way, to remain as it is now. Most of the school buildings and paved areas and also diverted flows from Swallow Road will be routed to the proposed parking lot detention pond. Rocky Mountain High School Additions/Page 3 The detention ponds will hold a total volume of 5.1 acre feet, with a maximum release rate of 7.0 c.f.s. This release will be through an existing 15—inch RCP stubbed into the school site from the existing 24—inch storm drain located in Shields Street. The release rate of 7.0 c.f.s. will not adversely impact flow in the 24—inch storm drain since flow in the north gutter of Swallow Road which now enters the 24—inch storm drain via the 5—foot inlet at the northwest corner of Swallow Road and Shields Street will be diverted into Rocky Mountain Way and then through the detention and release system. The City of Fort Collins Storm Drainage Design Criteria was used to design the detention ponds on this project. The way the detention ponding and release facilities function is as follows: There are two ponding areas. The south pond has a volume of 1.4 acre feet and a HWL of 5067.0, and the north pond has a volume of 3.7 acre feet and a HWL of 5066.0. The 15—inch outflow pipe begins at an inlet in the south pond and flows north to an inlet'out of the north pond and then continues on to the east to be tied into an existing 15-inch stub which goes into the Shields Street storm drain. The flow from Swallow Road diverted into the south pond will quickly exceed the capacity of the south pond, so we have not restricted the outlet pipe at the south pond area inlets so that more flow will be carried to the north pond area inlet. This north pond area inlet will have its outflow restricted to 7.0 c.f.s., which will cause flow from the south pond to backflow from the pipe and inlet into the north pond. This will fully utilize the larger capacity of the north pond. When the outlet pipe from the south pond is at full capacity and the pond is full to HWL, overflow will occur from the south pond into the north pond through the driveway between the south and north parking areas. The north pond also receives flow from the drain pan across Rocky Mountain Way. Any overflow from this ponding system will be over the pavement hump constructed in Rocky Mountain Way. The overflow will drain north and east on Rocky Mountain Way to the Shields Street intersection, just as it has done prior to the detention improvements. -- EROSION CONTROL: Rocky Mountain High School is located in a moderate rainfall and wind erodibility zone. Only Basin Nos. 5, 6 and 7 are included in the erosion control Performance Standard and Effectiveness calculations, since only on these basins is grading taking place. On Basin Nos. 1, 2, 3 and 4 there will be construction of buildings, walks and pavement, but construction of the footings, slabs, curbs and pavement will immediately follow removal of existing pavement and grassed areas, so protection will then be replaced and no bare soil will be exposed. There will be .silt fences required on Basin Nos. 1, 2 and 3 around the construction areas. The filter fabric may be placed on the chain link construction fences around the building sites.. Basin Nos. 5, 6 and 7 will have mulched temporary crops, silt fences and sediment filters placed, along. with the construction of curbs and pavement, as erosion and sediment control procedures.
