(LA) is pleased to submit this revised final report documenting the drainage improvement plan prepared for the Poudre School District R-1, in conjunction with their proposed building expansion for Putnam Elementary School. The report documents both existing and with -project runoff conditions, as well as operation of the proposed parking lot detention pond. The pond will limit the 100-year with -project condition discharge to a level that is less than the 100-year existing condition discharge, but is greater than the calculated allowable release rate, per City of Fort Collins Criteria. A variance is being requested to allow release of runoff from the improved school site at the design level. Please note that other than the aforementioned variance, all evaluation and design efforts documented herein were performed in accordance with the specifications set forth in the City of Fort Collins Drainage Design Criteria Manual. INTRODUCTION ' 1.1 General The Putnam Elementary School is a 7.4 acre facility owned by the Poudre R1 School District in northwest Fort Collins, Colorado. The facility consists of classrooms, gym, offices, ' playground, and parking areas. The site is located in the northeast quarter of Section 10, Township 7 North, Range 69 West of the 6th Principal Meridian in the City of Fort Collins. ' Putnam Elementary is bounded on the west by single family residences, on the north by Cherry Street, on the east by an apartment complex and single family residences, and on the south by Maple Street. The area is located in the West Vine Basin and is subject to conditions specified in the West Vine Drainage Basin, Major Drainageway Plan [EPI, 1980]. Figure 1.1 is a vicinity ' map of the study site. The project calls for expansion and remodeling of the existing facility. Additional classrooms, offices and parking will be provided. The gym will be expanded and playground ' areas modified. Drainage modifications will accompany the changes to promote positive drainage away from new additions and provide efficient drainage of on- and off -site flows through the ' facility. 1 1.2 Purpose and Scope of Study 1 The purpose of this study is to develop a drainage plan to accommodate the expansion and remodeling of Putnam Elementary School. The plan addresses on -site detention requirements, 1 conveyance of on -site flows (including roof drainage) through the site in swales, street pans, and sidewalk culverts to designated outfall locations. The drainage improvements are hydraulically 1 designed to meet City of Fort Collins detention requirements and provide controlled conveyance of runoff for up to and including the 100-year event. 1 The scope of this study was limited to the hydrologic and hydraulic evaluation of the existing and proposed developed conditions for the 2- and 100-year return periods. EXISTING CONDITION HYDROLOGIC EVALUATION ' 2.1 Definition of Existing Condition Hydrologic Model In the existing condition, runoff from Putnam Elementary is directed to the southwest and northeast comers of the site. Runoff which is directed to the southwest comer of the site is ' conveyed sequentially along Maple Street, Roosevelt Avenue and Cherry Street, where it commingles with the remaining site runoff near the northeast comer of the property. The existing ' condition site plan and the delineation of on -site subbasin boundaries are shown on Sheet 1. The only contributing off -site basin is shown in Appendix A, Figure A. 1. Off -site Subbasin 101 flows are conveyed to the site via McKinley Avenue (Conveyance Element 300). On -site Subbasin 103 flows are carried east by Maple Street (Conveyance Element 301) to the southeast comer of the property. The east Maple Street and McKinley Avenue flows ' combine (node 400) along the southeastern edge of the property. The combined flows are conveyed (Conveyance Element 302) along the eastern property boundary to the northeast comer ' (Node 402). A portion of the combined flows are diverted from the site through an existing 5-foot Type-R curb inlet and 15-inch ADS pipe, prior to reaching the northeast comer. The discharge diverted by the curb inlet was assumed to be negligible for the purposes of this analysis, as a Portion of these flows may return to the site through a chain link fence along the north half of the east property line. Runoff from Subbasin 102 exits the southwest comer of the property (Node I 403) in Maple Street (Conveyance Element 305). The Node 403 flow is then conveyed west on Maple Street, North on Roosevelt Avenue, and East on Cherry Street to join the flow emanating from the northeast comer (Node 402) of the site. Rooftop Subbasins 104 and 105 drain to the north via roof drains and a pipe system terminating in dry wells. During large rain events it is assumed that the roof drain system will overflow allowing Subbasin 105 runoff to flow through the playground area (Conveyance Element 304) and combine with local runoff (Subbasin 106) at Node 401. Likewise rooftop Subbasin 104 flows are routed through the grassed field area ' (Conveyance Element 303) to combine, with local runoff (Subbasin 107) and flows along the east boundary (Conveyance Element 303), at the northeast comer of the site (Node 402). Node 401 and 402 flows (the combination of which are modeled as Node 404) leave the site across the north boundary and are conveyed east along Cherry Street. Node 405 (the combination of Nodes 403 and 404) represents the total runoff being released from the site. The SWMM model was used to determine existing condition runoff from the site. For each subbasin shown on Sheet 1 and in Figure A. 1, SWMM modeling parameters are presented in Table 2.1. The resulting runoff hydrographs for each of the subbasins were routed through the identified conveyance element to determine the total peak discharges at concentration points ' throughout the system. The results of the analysis indicate that the total 100-year discharge leaving the school site (Node 405) is 53.3 cfs. Detailed input and output for the existing condition SWMM models are provided in Appendix B. Table 2.2 Summary of Existing Condition Discharges. One of these delineated floodplains is concentrated along Cherry Street and extends into the northern portion of the Putnam Elementary site. The approximate existing condition 100-year floodplain is presented on Sheet 2 of this report. The floodplain boundary shown on Sheet 2 does not exactly replicate that shown in the master plan, as the floodplain delineated for the current study was delineated based on the master plan flood profile and detailed topographic mapping for the school site. III. WITH -PROJECT CONDITION HYDROLOGIC EVALUATION 3.1 Definition of With -Project Condition Hydrologic Model The with -project condition grading and drainage plan is shown with the delineation of the on- site drainage boundaries on Sheet 2. The contributing off -site basin will be unchanged from the existing condition as shown in Appendix A. Drainage patterns will generally be similar to those found in the existing condition. Differences from the existing condition appear in the subbasin delineations and hydrologic parameters due to the expansion and remodeling efforts. Additional rooftop and parking areas in Subbasin 102, 103, and 104 will increase the impervious area over that in the existing condition. To offset the increased runoff which will result from the additional impervious area, runoff from Subbasin 103 will be directed to a small capacity (0.07 ac-ft) parking lot detention pond. It is noted that due to topographic considerations runoff from Subbasins 102 and 104 cannot be conveyed to the detention pond. Runoff which enters the detention pond will be released through two hydraulically connected area inlets. An orifice plate will be utilized in the northern (downstream) area inlet to maximize the storage capability of the parking lot during a 100-year event. Releases from the detention pond will be conveyed via an 18-inch RCP to a point north of the northeast corner of the proposed parking lot. The maximum depth of ponding in the parking lot is 12 inches prior to overtopping of the asphalt ridge near the northeast comer of the parking lot. Runoff from off -site Subbasin 101 will be directed to the northeast corner of the proposed parking lot where it will combine with the parking lot detention releases and be conveyed to the northeast comer of the site in a proposed concrete pan/grass-lined swale. It is noted that the steep portion of this swale will. be protected with grouted river cobble. A portion of the discharge from Subbasin 101 will continue to be collected in the existing curb inlet; however, the collection capacity of the inlet has been neglected in the design of the downstream on -site conveyance facilities. The total area of Subbasin 102 was increased with the addition of infill classroom rooftop drainage to the courtyard in the southwest corner of the building. A new drainage swale will be constructed from the courtyard to Maple Street; this swale will provide positive drainage to the street. This system willreplace the existing grated inlet and storm sewer which are located within the footprint of the new classroom infill addition which will be abandoned. Re -delineation of Subbasins 104/107 and 105/106 was required for the with -project conditions due to the gymnasium addition and emergency vehicle turn around. It is noted that all conveyance elements defined for the existing condition were assumed to be identical for the with -project condition. In addition, Appendix A contains ' documentation associated with the parking lot detention pond. ' 3.2 Summary of Results ' Results of the with -project condition modeling effort are presented in Table 3.2 for each concentration point. The results of the analysis indicate that the total 100-year discharge leaving ' the school site (Node 405) is 52.5 cfs which represents a decrease of 0.8 cfs compared to the existing condition 100-year release. The parking lot detention pond will release a 100-year ' discharge of 8.5 cfs at a ponded water surface elevation of 5031 ft and storage volume of 0.07 acre-ft. For redevelopment, such as the Putnam Elementary School 8 site, the on -site detention requirement applies only to increased impervious area. For the with - project condition, the impervious area on the school site would increase from 3.1 acres to approximately 3.8 acres. The 100-year allowable release rate for the site was calculated using the following ' equation: ' Q100/Allow. — l(ANewlmper. 0 Q2EJ + I(AToral - ANew Imper. ) 0 Qloo/E:. I)/ATOmI ' where Q100/Allow. is the allowable release during the 100-year event (cfs), 4,,.1 is the total area under consideration (ac), AN,. Imm. is the currently pervious area which will be made impervious (ac), Qom. is the existing condition 2-year runoff (cfs), and Q100/Ex. is the existing condition 100- year runoff. The equation was applied to each of the major on -site subbasins, with the resulting ' allowable discharges for all subbasins combined to give the total allowable discharge for the site. The results of this analysis indicate an allowable 100-year release rate of 50.2 cfs. Reference is made to Appendix A for detailed documentation of this analysis. As documented in Section 3.2, even with the utilization of the proposed parking lot detention pond, the total 100-year with -project condition siterelease will be 52.5 cfs. This is ' greater than the calculated allowable release rate of 50.2 cfs, but less than the 100-year existing condition discharge of 53.3 cfs. Consequently, a variance is respectfully requested to allow the ' 100-year with -project condition site release as designed. ' 3.4 Grading and Drainage of the Athletic Field ' In response to a request by the school district to alleviate the existing ponding problem at the northeast comer of the athletic field, improvements for that area are proposed as shown on ' Sheet 3. It was recognized that regrading of the athletic field to promote positive drainage to Cherry Street would provide the optimal solution to the existing problem. However, school ' district budget constraints dictated the proposed solution which consists of local regrading to provide positive drainage to a proposed dry well/infiltration device at the extreme northeast comer ' of the site. The purpose of the dry well is to minimize the saturated soil condition resulting from standing water which arises from nuisance and irrigation runoff. Due to practical limitations in sizing the dry well, the device has not been designed for a specific rainfall or runoff event. ' Accordingly, it has not been accounted for in any of the hydrologic computations documented in this report. 1 1 3.5 Erosion Control Plan An erosion control plan has been prepared for the site, as shown on Sheet 2, using City of Fort Collins design details for specific erosion control measures. As indicated on the plan, silt fencing and straw bale barriers have been utilized to minimise the transport of construction -related sediment to off -site areas. In addition, the athletic field itself as well as the designed low area in the northeast comer of the athletic field will act as a large sedimentation basin, effectively trapping all incoming sediment.
