' (LA Project No. COTST18.8) Dear Glen: Pursuant to a request by CSURF, the landowner to the south of the Windtrail Townhomes site, Lidstone & Anderson, Inc. (LA) has designed a realignment scheme for the swale system located ' east of the townhomes. The alignment has been dictated by CSURF to accommodate what they perceive to be the most likely future land development pattern in the area. However, this ' potential land development plan has not been made available at this time. In addition to the swale realignment, CSURF has requested that the downstream reach of the swale (that which is located at the east end of the Windtrail on Spring Creek single family homes site) be oversized ' to accommodate potential increase in runoff from the undeveloped area to south. This swale oversizing has also been completed as a part of this addendum. ' The purpose of this letter report is to document the revised swale design in support of this addendum to the report "Final Drainage Report for the Windtrail P.U.D., Townhomes Site" [LA, 1994]. The following paragraphs summarize the analysis and design procedures utilized ' to modified the proposed Swale alignment and configuration. SWALE REALIGNMENT As requested by CSURF, the proposed swale realignment is presented on Sheet 1 (enclosed). ' In order to accommodate the large off -site flows which are carried by Hill Pond Road, the swale would bifurcate near its upstream end to meet with the end of the road, as well as with the outlet for the proposed lower detention pond associated with the Windtrail Park development. This ' lower detention pond, shown on Sheet 1, represents a change to the Windtrail Park drainage plan documented in "Final Drainage Report for the Windtrail Park P.U.D." [LA, 19941. The revisions to that drainage plan are currently being completed by LA; it is anticipated that the trevised report will be submitted early in March 1995. Branch Office: Box 27, Savery, Wyoming 82332 ' Mr. Glen Schlueter Page Two March 1, 1995 ' Hydrologic Analysis The swale realignment shown on the sheet resulted in modifications to the boundaries for ' Subbasins E, F, G onsequently, the hydrologic calculations (by the Rational Method) were changed reflectlhl a revised subbasin areas. The revised calculations are included in Appendix A. These ges, as well as the repositioning of concentration points along the swale ' system, resulted in changes to the discharge profile for the Swale. The new discharge profile is summarized in Table 1. ' Hydraulic Analysis and Design ' In addition to the plan changes for the swale, the new alignment necessitated revisions to the slope of the swale. As currently designed, the main swale from DP #8 to DP #3a would have a slope of 0.3 percent. The short reach from DP #3 to DP #3b (to Hill Pond Road) would have ' a slope of 0.8 percent. The design slope for the minor swale defined by Section C2-C2, downstream of the proposed trail crossing, is 0.53 percent. .The swales defined by Sections Cl- Cl, F-F and G-G were not changed as part of this addendum. The swale information provided on Sheet 1 for these sections were taken from the approved Townhomes drainage report [LA, 1994] . ' The swale cross sections were designed using normal depth analyses and the HEC-2 water surface profile computer model. Sections A -A and C2-C2 were designed assuming normal ' depth; the major Swale from DP #8 to DP #3b was ultimately designed based on results of the HEC-2 model included in Appendix B. The cross sections used in this model include the oversized swale for Sections El -El and E2-E2; swale oversizing considerations are discussed ' in a later section of this report. Cross section geometry for the swale is summarized in the table included on Sheet 1. In general, the bottom width varies from 5 to 50 feet along the major swale, while the side slopes are exclusively 4H:1V, except along the east end of the single- family homes site where physical constraints necessitated the use of 3H:1V side slopes. A variance is res ectfull' requested to permit these 3H:1V slopes, which are steeper than the 411:1V slopes recommende y cri eria. ' The HEC-2 analysis was conducted using starting water surface elevations taken from the HY-8 analysis of the Spring Creek Trail culvert, which was included in the approved drainage report. A summary of the HEC-2 results is provided in Table 2. The results indicate that the hydraulic conditions in, the swale would be similar to those presented in the approved Townhomes drainage report. Except for Sections El -El and E2-E2, the minimum channel depth specified in the table on Sheet 1 is the maximum flow depth within the specified reach associated with 1.33 times the 100-year discharge for that reach. The design depths for Sections El -El and E2-E2 are discussed in the following section. ' Mr. Glen Schlueter Page Three March 1, 1995 SWALE OVERSIZING Back rg ound The swale shown on Sheet 2 of the Windtrail Townhomes drainage report [LA, 1994], and repeated on Sheet 2 of the Windtrail on Spring Creek drainage report [LA, 1994], was designed ' to convey the 100-year developed condition runoff from both the townhomes and single-family sites as well as the 100-year historical runoff from all other areas tributary to the swale. It was previously assumed that detention would be provided in conjunction with future development in ' the area to reduce 100-year developed condition flows to 100-year historical levels. CSURF has requested that the downstream reach of the swale, from the southeast to northeast corner of the Windtrail single-family homes site, be oversized to minimize potential detention requirements. Hydrology CSURF's engineer, Mr. Patrick Mulhern of.Mulhern MRE, Inc., has provided design discharges ' which he believes will allow developed condition runoff from CSURF's property to be released undetained to this reach of the swale. A copy of Mr. Mulhern's letter dated December 1, 1994 is included in Appendix C of this report. It is noted that inclusion of Mr. Mulhern's letter in ' this report does not imply concurrence with his discharges or conclusions. Attempting to estimate the required channel design discharge in order to allow undetained runoff associated with developed conditions from a site which has not yet been designed is difficult at best. However, CSURF (through Mr. Mulhern) has indicated that the discharges cited in his letter would be acceptable for designing the swale. ' To summarize the information in.Mr. Mulhern's letter, the 100-year discharge from the Spring Creek Trail to the east end of Gilgalad Way would be 216 cfs. The 100-year discharge from Gilgalad Way to the southeast corner of the single-family site would be 188 cfs. In order to ' meet City of Fort Collins' freeboard requirements, the swale was designed to convey an additional one-third of these values or 288 and 250 cfs, respectively. ' Hydraulic Analysis and Design ' The swale grading plan was modified for the reach from DP #8 to DP #5 in order to maximize the channel cross section. The lot layout near the east end of Gilgalad Way, as well as Gilgalad Way itself, were modified in order to accommodate the swale. In addition, the grading plan ' now includes construction of a berm along the west side of the Spring Creek Trail in order to form the east bank of the swale along this reach. A typical cross section of this reach is given Mr. Glen Schlueter Page Four March 1, 1995 in schematic form in Figure 1; a summary of swale design parameters are provided in the table on Sheet 1. Based on the Mulhem discharge at DP #8, an HY-8 analysis was conducted for the previously - designed double box culvert; the results of this analysis are included in Appendix D. It was determined that the previous culvert design will accommodate the increased discharge without modifying the culvert. Results of the HY-8 analysis were used to define the starting water surface elevation for the HEC-2 analysis of the Swale. The revised discharge profile (for oversizing) given in Table 1, which includes Mulhern's discharges in the lower reach and the discharges cited in the previous section for the upper reaches, was incorporated into the HEC-2 model for the proposed swale. Complete HEC-2 output for the modeling of this condition are included in Appendix E; the results are summarized.in Table 3.. The minimum channel.depth for Sections E1;El and E2-E2 specified in the table.on Sheet tis the maximum. flow depth within the specified reach associated with 1.33 times the _100-year discharge for the reach.
