Dear Basil,
The Woodward Governor Co. is planning a building addition on their site located at 1000
East Drake Road, which is the Southeast 1/4 of the Southeast 1/4 of Section 24, Township 7
North, Range 69 West, of the Sixth P.M., City of Fort Collins, County of Larimer, State of
Colorado. The site is located in the Spring Creek Drainage Basin.
The building addition and the associated paved areas amount to 11,300 square feet of new
hard surface. This new hard surface will be over what is now bluegrass tur£ This proposed
' building addition is located approximately 300 feet west of Lemay Avenue and approximately 750
feet north of East Drake Road. Presently, the runoff from the grassed area which is to be
covered, and.from the easterly portion of the existing building, which is being added onto, it to
the southeast toward Lemay Avenue across heavy bluegrass turf The runoff from the proposed
new building addition site is also to the southeast across the same very heavy bluegrass turf to the
west gutter of Lemay Avenue. There is an existing 10 foot curb inlet at the low point of the west
gutter of Lemay Avenue. This inlet is located about 200 feet north of Drake Road and its outlet
is piped east under Lemay Avenue to Parkwood Lake.
We propose to regrade approximately 17,000 square feet of the existing bluegrass turf located
just downstream from the site of the new addition to provide a detention pond. The regrading
will consist of a berm being constructed around the easterly perimeter of the pond area and a
slight depression being graded for the outlet pipe. The berm will be about 1 foot high. The outlet
pipe will be extended southeast to daylight. The outflow from this pond and outlet pipe system
' will then drain across several hundred feet of heavy bluegrass turf toward Lemay Avenue. The
detention pond and restricted release rate of the 2 year historical flow of 0.53 c.£s., controlled by
a 4.75 inch diameter orifice plate, will insure that the downstream drainage facilities will not be
' adversely impacted by the additional runoff generated by the proposed new hard surfaced areas.
The existing building which is being added onto is located at a high point on the site, and
runoff is away from the building in all directions. The new addition to the building is located at
the northeast comer of this existing building.

A copy of an aerial photo of the Woodward Governor site is included in the pocket of this
report. The proposed new building addition and detention pond is shown on the photo.
Also included in the pocket is a more detailed plan of the existing spot elevations, contours
' and drainage patterns. The proposed new building and detention pond is shown on this plan.
The detention pond is sized to handle the basin area which will drain to the pond. that is the
1 new building and pond, and a portion of the existing building. The runoff from the existing paved
parking areas will not run into the detention pond.
' A detail and profile sheet is included in the pocket. A profile of the detention pond outfall
pipe is shown along with details of the silt fence and of the gravel sediment trap over the outfall
pipe and the restriction plate.
We do not plan to place rip rap at the lower end of the outlet pipe. The flow is small and the
rip rap would probably interface with mowing operations. The Woodward Governor grounds
' maintenance program is extremely good and we prefer to let them decide what best works for
them after they see just how the runoff effects the site.
Water quality for the runoff will be provided by the grassed detention pond and also by the
several hundred feet of flow over lawn before it reaches Lemay Avenue.
' The following pages of this report are calculations of the required detention, the proposed
pond volume, the allowable release rate and the outflow pipe and orifice.
' Erosion control procedures during the grading and construction process will consist of a silt
fence around the easterly side of the pond area and a gravel filter over the pond outlet.
' This report and the included calculations were prepared in compliance with the City of Fort
Collins Stormwater Utility Criteria, and all erosion control procedures will be per City
requirements.
