DRAINAGE REPORT FOR WEST ELIZABETH PROPERTIES P.U.D. PHASE ONE ' West Elizabeth Properties P.U.D. is located on the south side of West Elizabeth Street,'just west of Shields in the area.known as Campus West. The P.U.D. consists of Lots 1, 2, 3, and 4 of Second Campus West Subdivision. The P.U.D. is bounded on the west by the Campus West .Theater parking. lot, and on the east by a retail building. ' The site is presently developed with (from west to east) a car wash, a small vacant restaurant, another vacant restaurant, and a retail shopping building. There is only a little landscaping in front of the east two buildings. The car wash will be entirely rebuilt and a fast food restaurant with a drive -up window will occupy the smaller vacant ' building (noted as Phase One). Additionally, curbs, radius returns, and landscaping will be installed. ' Because the site is almost entirely covered with asphalt or building, and because the proposed improvements will add landscaping, there is no requirement for detention since runoff ' will decrease. The surface runoff, from the site drains :to the north and south, roughly splitting in the middle of the site. The runoff ' flowing north will enter West Elizabeth entering an inlet at the northeast corner of the site. The storm sewer at this point is a 24" RCP. The runoff flowing south will enter a swale located on ' the property to the south and flows to the east. The site is in the Plum Street Sub -Basin. According to Dave t Frick of Resource Consultants, historically there is a flow of approximately 780 c.f.s. fori the 100-year storm, _down West Elizabeth. This would mean a floodplain width 'of 350 feet centered on the street center line -and a maximum depth of 2 1/2 ' feet. However, the Fort Ram Village project upstream will detain some of this runoff, reduce peak flow to as low as 300 c.f.s., reducing top width to 200 feet and depth to one foot.** 1 1 The runoff computations for the 100-year and 10-year storms were made using the Rational Method. These are shown on the summary sheets attached to this report. The results show a decrease in runoff coefficients. This results in a corresponding decrease in peak runoff. According to Glen Schlueter of the Storm Drainage Utility, there is a water ponding problem along the east property line of this site. The problem appears to be on the adjacent property and is caused by a very flat slope and the installation of an electric transformer pad. While this report only addresses Phase One, it appears the planner has suggested installing a new curb along the east property line, directing the drainage to the south, which will reduce the amount of water in this ponding area. When Phase Two of West Elizabeth ,Properties P.U.D. comes in for approval, this subject can be addressed more fully. ** Using this information, the finished floor elevation of the new car wash was set above the existing floodplain. (It also should be noted that while this report uses the word "floodplain", the site is not in a regulated floodplain or floodway zone.)
