Box 580 Fort Collins, CO 80522-0580 ' Dear Basil, Valley Steel and Wire is developing a warehouse on the 3.4-acre site west of their ' existing business at 200 W. Hickory Street. The new development is being called Valley Steel and Wire Subdivision. The project is in the City of Fort Collins Dry Creek Basin. Release rate in this basin is 0.2 c.f.s. per acre. ' FLOOD PLAIN HISTORY AND REQUIRED DESIGN: 1 This project is an infill as most of the properties around this area have been developed. The site is located in both the low risk and flood fringe area as shown on the City of Fort ' Collins Flood Risk Map. A copy of that map showing the separate areas is included herein. This site is also located on F.E.M.A. Flood Risk Map being on Community Panel No. 080102-0004-C of the revised map dated March 18, 1996. This site is in F.E.M.A. AE Flood Plain Zone except for a triangle piece located in the Northeast corner of this site, which is in the F.E.M.A. Floodway and is restricted to "No Rise" construction. This map is also included herein. ' The City required that the site be constructed to the more restrictive Flood, which is F.E.M.A. The base flood elevation (BFE) at the structures most upstream end is elevation 4976.3. The building floor and HVAC equipment needs to be constructed 1.5 feet above the BFE, which is at elevation 4977.8. There will be no construction in the F.E.M.A. Floodway. ' The structure will be a concrete slab on grade at elevation 4977.8. The building is a metal building to be used as a warehouse for Valley Steel products. ' A Floodplain Use Permit is required for this structure and site work. When the project is completed a F.E.M.A. Elevation Certificate will be required to get the Certificate of Occupancy. DESIGN CRITERIA: ' The rational method will be used to determine the sub basins initial and major storm runoff for this project. Building elevation and HVAC equipment will be at 4977.8 feet, James H. There will not be any construction in the City Floodway. This project will be required to comply with Chapter 10 of the City of Fort Collins Code for Compliance with floodplain regulations. This restricts the storage or use of ' hazardous, flammable, toxic, or water reactive materials on site. There will not be any of these materials stored or used in this building or on site. Detention will include the required volume and the 40-hour extended Detention volume. The pond release rate will be at 0.2 c.f.s. per acre. EXISTING SITE: This site is situate in the Northeast 1/4 of Section 2, Township 7 North, Range 69 West of ' the Sixth P.M., Fort Collins, Larimer County, Colorado. The area is 3.0625 acres. The Gross area to the centerline of Hickory Street is 3.4 acres. ' The site is bounded on the North by undeveloped land; on the East by the existing Valley Steel and Wire business; On the South by Hickory Street which is constructed and on the West by a warehouse. There are three existing sub basins. Sub basin 1 is the North 75 ' feet of this site. Runoff is directly east along the existing railroad spur. The area is 0.78 acres. Sub basin 2 is South of Sub basin 1 and runs to the North right-of-way line more or less of Hickory Street. The area is 2.22 acres. The site slopes Northwest to Southeast at 0.4%. Existing cover is grass, weeds and gravel. All runoff is to Hickory Street. Sub basin 3 is Hickory Street. The area is 0.4 acres and the gutter slope is 0.4% to East. DEVELOPED SITE: ' The owner is proposing to develop a 19,720 s.f metal warehouse, parking and driveways as shown on sheet 5 of the Utility Plans. The structure will be a concrete slab on grade at elevation 4977.8. The building is a metal building to be used as a warehouse for Valley Steel products. The site is divided into four sub basins. Sub basin A: This is the same as the historic Sub basin 1 which is the North 75 feet of ' the site. Because there is no construction, other than a 50 x 10 foot concrete pad matching existing grade in this basin, no storm water detention is proposed. ' Sub basin B: The West portion of the site and all of the proposed building to the new right-of-way of Hickory Street. The area is 1.10 acres. Runoff from this basin is to the water quality structure in the grass area at the Southwest corner of the site, then released to the street at 0.22 c.f.s. The pond is sized to handle the required storage and the extended 40-hour volume. ' Sub basin C: This is the East portion of the site to the new Hickory street right-of-way. The area is 1.12 acres more or less. All runoff is to the water quality structure located in the grass area between the building and driveway entrance. Release from the pond is at 1 0.22 c.f.s. and is to Hickory Street: The pond is sized to handle the required storage and the extended 40-hour volume. Sub basin D: This is the North 1/2 of Hickory Street and the same as historic Sub basin 3. There is no way to route this basin through our detention pond system with everything being on minimum slope and this sites runoff being routed to the street flow line. EROSION CONTROL ■ This site is in the City of Fort Collins Moderate Erodibility Zone for both wind and rainfall. The North part of this project (the railroad tract North) will be left undisturbed. ' A silt fence will be placed along part of the West, South and North sides of the site during construction. The detention pond area in the grass portion will be used as a 1 sediment pond during construction. The pond will be over excavated by 12 inches and then the sediment removed at time of final grading and landscaping. The parking area will be rough cut at the time of overlot grading and graveled. Wattle dikes will be placed around both erosion control structures during construction. A vehicle tracking control will be placed on the West driveway entrance from Hickory Street.
